Care Navigator

Care Navigator/Contract Tracer, University Public Health - Georgetown University

The Care Navigator/Contact Tracer, working within a team of Care Navigators, is responsible for a variety of functions related to remotely interacting with members of the Georgetown University community who have tested positive for; or have been identified as being a close contact of an individual in the University community with COVID-19 ; or who have other COVID-related concerns. AS primary functions, the Care Navigator provides public health guidance and information on COVID-19 to the Georgetown community, and conducting phone interviews with individuals with confirmed or probable COVID-19.

Receiving guidance from the leadership of Georgetown's Public Health COVID Operations Unit, and reporting to the Unit's Deputy Director, the Care Navigator performs their duties during both business and non-business hours, and serves in an on-call capacity if needed to ensure operational functions are performed in a timely manner for the protection of the health and safety of members of the university community.

The Care Navigator conducts their work in a remote mode, using a web-based platform and telephone to communicate with identified community members to gather information on symptoms, concerns, and exposures; record and provide data to clinicians and service providers, and provide guidance on testing, vaccination, isolation, and quarantine. They specifically follow all scripts, policies and procedures provided by Georgetown University, and comply with DC Department of Health guidance regarding confidentiality and the handling of personally identifiable information in duties that include but are not limited to:


Manage a caseload/care plans for individuals who test or are presumed positive for COVID-19, who are exposed to someone with COVID-19, or who attest to symptoms common to COVID-19; and provide contact trace, review histories, conduct regular check-ins, assess and communicate needs, and provide public health guidance throughout the entire isolation and quarantine period:
  • Reach out to, and conduct phone interviews with individuals with confirmed or probable COVID-19; ensure all interviews are guided by standard protocols and include providing disease-specific information; assess signs and symptoms and underlying health conditions; discuss symptom onset to determine window period for contact elicitation and exposure risk for close contacts; discuss work, social, recreational, and community activities to identify others within the Georgetown community who may have been exposed; elicit information on close contacts - including names, exposure dates and locating information; assess support needs to maintain health and compliance during quarantine or isolation; and provide recommendations for quarantine and isolation and reviewing of daily self-monitoring procedures
  • Communicate with identified close contacts within the university community to notify them of exposure and guide them through quarantine, including determining the quarantine period, advising on testing and symptom monitoring, and using current public health guidance to determine when they may safely end quarantine
  • Communicate with Georgetown community members who attest to symptoms common to COVID-19, advising them on testing, and consulting clinicians for guidance on the quarantine


Monitor a general email address and respond to inquiries from the community, providing public health guidance and addressing specific issues such as testing, vaccination, badge status, COVID-related documentation, and university COVID policies


Use a specialized database/dashboard system to monitor and log test results, document care plan status and advised course of action, seek clinical guidance, and communicate and coordinate services with the Student Health Center, Student Affairs, One Medical, Auxiliary Business Services, and other university entities

  • Provide regular updates to the public health unit leadership and elevate issues requiring additional support to their attention
  • Write contact tracing reports and other required reporting for the Chief Public Health Officer and local public health departments
  • Serve as point of contact for caseload oversight during some shifts, as assigned

  • A college-level education is highly desirable, particularly with degrees in public health or life sciences, but a degree is not required for excellent candidates with demonstrated experience in the following essential skills:
  • Excellent communication, interpersonal, and active listening skills, including an understanding of how to conduct interviews around difficult issues
  • Ability to elicit and manage sensitive information and ensure the confidentiality of those being interviewed
  • Knowledge of or ability to learn and advise community members on the basic elements of SARS-CoV-2, COVID-19, and related national and local public health guidance
  • Highly detail-orientation with the ability to prioritize needs and troubleshoot
  • Excellent judgment and ability to discern how to handle and when to elevate complex or sensitive issues
  • Ability to work independently and as part of a diverse team under challenging, time-sensitive circumstances
  • Willingness to take on additional responsibilities as needed to ensure the success of the university's COVID-19 response.
  • Comfortable working with databases and data management systems
  • Ability to learn and adapt quickly to new information and guidance
  • Excellent organizational skills, research skills and good judgement
  • Ability to interact appropriately and effectively with a wide range of people
  • Strong critical thinking skills, excellent composition, grammar and public speaking skills
  • Strong diplomatic customer service skills
  • Access to a telephone, computer, and reliable internet connection
  • Experience conducting telephone-based or in-person based interviews
  • Ability to comply with regulations and communicate official information in an appropriate manner
  • Excellent interpersonal skills to assist distressed individuals from different cultural backgrounds
  • Proficient with use of English - additional languages proficiency (particularly Spanish) is advantageous
  • Proficiency with Microsoft Office and data entry
  • Availability and willingness to work during both business and non-business hours, and to serve in an on-call capacity if needed to ensure operational functions
