General Description

Under the direction of the Vice President, Student Services, the Chief of Police will plan, develop, organize, and direct the District campus police department; provide for the safety and security of all persons and property at the College of the Sequoias; and ensure enforcement of the laws of the State of California and other applicable county and city codes and ordinances.

Job Duties

Job duties of the Chief of Police include:

  • Plan, develop, organize and evaluate all police department operations; ensure compliance with all regulations of the California Commission on Peace Officers Standards and Training (POST) for all sworn personnel.
  • Provide overall leadership to department; establish departmental objectives and develop policies and procedures to accomplish those objectives and goals.
  • Develop and maintain operating procedures and campus policies and reports for campus police operations, parking enforcement, CA-DOJ Reporting, electronic alarms and response for fire and crime-related incidents.
  • Make recommendations to Vice President of Student Services and other Administrators on Policies and Procedures for insuring the safety of the campus.
  • Provide appropriate direction and coordination of major criminal investigations that may involve other law enforcement and criminal justice agencies.
  • Supervise investigations related to misconduct and criminal violations; assists in the evaluation of evidence, witnesses and suspects in criminal cases to correlate all aspects and to assess for trends, similarities or for associations with other cases; carry out appropriate physical restraining arrest and search or seizure laws.
  • Oversees and reviews content of written reports to ensure adherence to legal requirements; manages detailed records or files pertaining to the law enforcement setting.
  • Participate in normal patrol activities when necessary, including enforcement of local and state laws; issue parking and traffic citations, arrest offenders, and transports person(s) to county jail when appropriate; testifies in court for accident and criminal cases as required.
  • Provide oversight to electronic Safety Programs to include: Office body cameras, campus surveillance cameras, Alertus notification system.
  • Oversee the effective utilization of personnel through efficient scheduling to meet the needs of the college; maintain a 24/7 “on-call” status in order to respond to all campus emergencies to coordinate the law enforcement/public safety response.
  • Plan and implement training for police officers and other department staff; assists in training of district employees regarding campus security issues and conflict resolution methods.
  • Represent the police department in meetings and participate on campus committees; work closely with the Safety Committee to assist in the coordination of a major emergency preparedness program.
  • Participate as regular members on the Behavioral Intervention Team.
  • Establish and maintain effective communication between the police department and other campus departments to ensure personal safety and crime prevention on campus.
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and student with physical and learning disabilities.
  • Supervise and evaluate the work performance of assigned personnel; assist in the selection of new personnel and discipline personnel in accordance with established law, regulations, policies and procedures.
  • Develop and monitor the department budget; anticipate staffing and equipment needs and develop short and long-range plans.
  • Utilize District integrated software to perform duties of position.
  • Assume other duties normally associated with management.
  • Qualifications

    Minimum Qualifications (Education & Experience):

    Any combination equivalent to:

  • Bachelor's degree
  • Completion of POST Basic Academy and possession of Advanced and Supervisory POST certificate AND
  • Six years of experience employed as a California Peace Officer including two years in a supervisory or lead capacity.
  • Licenses and other Requirements:

  • Valid California driver’s license.
  • An incumbent must be insurable at the “standard rate” by the employer’s insurance carrier at all times while employed in this classification by the College of the Sequoias.
  • Successful completion of medical and psychological evaluations
  • Pass an in-depth background investigation
  • Vision 20/70 correctible to 20/20
  • No color blindness
  • Normal hearing

  • Knowledge and Abilities

    Knowledge of:

  • Principles and practices of leadership, management and supervision.
  • Purpose, mission and goals of the COS Community College District.
  • Applicable federal, state, county, city and District rules, laws, regulations, codes and policies including laws of arrest, patrol procedures, legal rights of citizens, report writing, field interrogation, traffic investigations, court system for criminal cases, and rules of evidence.
  • Applicable sections of the state Educational Code, Government Code, Vehicle Code, California Penal Code, search and seizure laws and juvenile law.

  • Demonstrate sensitivity to and respect for the diverse academic, socio–economic, ethnic, and cultural and disability background of community college students and staff.
  • Prepare, manage and administer budgets.
  • Stay current with trends and technological advancements in assigned area of responsibility.
  • Establish and maintain cooperative and effective working relationships with others, use discretion in handling difficulty persons, maintain a professional demeanor in all situations.
  • Interpret, apply and explain district policies and legal regulations and requirements.
  • Select, assign, orient, train, supervise, counsel, discipline and evaluate performance of direct subordinates.

    College of the Sequoias is a two-year California community college offering educational and enrichment programs for the residents of its district in Tulare and Kings counties. The college was established in 1925 and moved to its current 62-acre main campus site in Visalia in 1940.

    In addition to the campus in Visalia, COS operates a full-service center in Hanford that is also home to the college's police and fire academies.

    COS also opened its Tulare College Center in January 2013. It is a full-service college center and the home of COS' agriculture program
