The Statewide Longitudinal Data System Coordinator manages, updates and maintains the West Virginia Statewide Longitudinal Data system (P-20).   The position is responsible for performing independent research that informs West Virginia education policy as well as drafting statutorily mandated and ad hoc higher education reports and publications.  This position also serves as a lead on the system’s data privacy committee, developing and implementing agency-wide policies to protect student and employee data.

This position serves the West Virginia Higher Education Policy Commission (Commission) and the West Virginia Council for Community and Technical College Education (Council).

Duties and Responsibilities:

  • Collaborates with partner agency leadership, technology, and legal staff to ensure data is collected, managed, reported and released in a manner consistent with the mission and vision of the system, inter-agency MOU documents and all state, federal, and agency privacy laws and guidelines.
  • Serves as the interagency liaison for the P-20 data system, ensuring that agency leadership is kept up to date on system progress.
  • Develops and leads the data governance policy and program, including drafting policies and training employees.
  • Manages the intake, matching and validation of data imported into the P-20 system, defining and overseeing the work of data programmers tasked with maintaining and updating the system.
  • Designs, develops and maintains interactive data dashboards and written reports that are in alignment with current agency research priorities and legislative mandates such as the college-going rate, educational pathways and workforce outcomes.
  • Develops and oversees a formal external research review process that is consistent with partner agencies’ research agendas and in alignment with WV state code.
  • Maintains current documentation on the P-20 data system, including a data dictionary, style guide and comprehensive log of changes and development notes.
  • Oversees the development and implementation of web-based P-20 data resources.
  • Seeks out and facilitates relationships with new partners whose participation will enhance the P-20 data system.
  • Develops programs, processes, and technological improvements that will foster improved data quality and reporting and eliminate redundancies.

Privacy Committee Lead:

  • Represents higher education on the WV Privacy Management Team (PMT).
  • Leads the agency’s privacy and information security efforts.
  • Develops policies and procedures designed to protect sensitive student and employee data.
  • Reviews contracts, data requests, data sharing agreements and MOU documents for compliance with data privacy policies.
  • Monitors agency privacy and security compliance.
  • Works with institutional privacy/security contacts to assist in the development of incident response procedures and development and/or review of incident response plans.

 Other Responsibilities:

  • Provides data and research support for programs such as Perkins and the AIM grant.
  • Develops processes for secure data collection, analyses, required reporting, and federal data submissions.
  • Works with institutional Data Policy Advisory Council (DPAC) and workforce personnel to facilitate workforce file submissions, edit checking, and workforce matrix submission.
  • Fulfills data requests from a variety of stakeholders such as Commission and Council staff, institutional staff and administration, and external researchers.
  • Other duties as assigned.

Minimum Requirements:

EDUCATION:
A Master’s degree in information systems, computer science, data processing, research methods or a related field.  (A Bachelor's degree in the fields listed above with five years of recent relevant experience may be considered.) 

EXPERIENCE:
A minimum of three years recent relevant experience required. Experience with Ellucian’s Banner enterprise resource planning system or similar platforms is strongly preferred.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of best practices in institutional research and operationalizing data to inform decision making.
  • Knowledge of research design and data analysis.
  • Ability to learn and use analytical and reporting tools such as Tableau, Argos, SAS and SPSS.  
  • Knowledge of state and federal student data privacy and security laws such as FERPA and GLBA is required.
  • Knowledge of SQL and/or PL/SQL programming is required.
  • Must have intermediate statistics proficiency.
  • Ability to multi-task and produce accurate and timely analyses and reports in a fast-paced environment.
  • Ability to access and analyze a wide array of student-level, institutional, state, and national datasets, and communicate relevant findings to a variety of audiences.
  • Ability to complete diverse tasks ranging from long-term, multi-stage research projects to fast-paced data requests from campus leadership.
  • Willingness to work in a collaborative environment and receive constructive feedback from colleagues.
  • Advanced proficiency in Microsoft Office suite and ability to learn new data analysis, visualization and reporting software.
  • Strong written and verbal communication skills, interpersonal acumen, and the ability to work productively in a team environment. 
  • Must be highly organized and detail oriented.
