Position Summary:

This position serves as the primary person responsible for managing and oversight of all financial activities of the Department of Agricultural Leadership, Education and Communication (ALEC) including, but not limited to, assisting in the development of budgets and position management. This position will also provide assistance to and advise the Department Head, faculty, and staff on two campuses on matters regarding grant proposals, budgeting, travel authorities, check requests, expense reimbursements, honoraria, etc. They will respond in a thorough and timely manner to information requests and all necessary processes related to business operations. This position will primarily oversee personnel related activities including payroll, timesheet approvals, leave requests, onboarding or exiting employees in a timely completion, etc.

Duties/Responsibilities:

Business and Finance
1. Serves as primary person responsible for managing and oversight of all financial activities of the Department of Agricultural Leadership, Education, and Communication (ALEC) including, but not limited to, assisting in the development of the budgets and position management.
2. Advises Department Head, faculty and staff on three campuses (Athens, Griffin, Tifton) about changes in UGA fiscal affairs and sponsored programs policies and procedures to ensure timely, accurate and efficient adherence to required processes.
3. Provides assistance to Department Head, faculty and staff with grant proposals, budgeting, and other process issues. Facilitates/liaises connection with College of Agricultural and Environmental Sciences (CAES) Business Office and Contracts and Grants office, UGA Fiscal Affairs, Budgets, Property Control, UGA Foundation and/or UGA Sponsored Programs for training, advice, and guidance to ensure fiscal affairs and sponsored programs requirements and timeframes are satisfied.
4. Approves travel authorities (TA), check requests, reimbursements of expenses, honoraria, eTickets, etc. for all
5. Responds in a thorough and timely manner to information requests from CAES Business Office, Fiscal Affairs, Contracts and Grants, Office of Sponsored Programs, etc. including audits for purchases, process and organizational review documents, etc.
6. Carries primary responsibility for the accurate processing personnel related activities including payroll for bi-weekly, academic, and monthly payrolls, accurate and timely completion of personnel documents, payroll system (hours tracking) processing and approvals, and journal vouchers for all locations. Ensures the accuracy of Personnel Activity Reports (PARs). Posts and/or monitors leave requests for all benefited employees, providing information to Department Head in the event leave use is inappropriate or entering a leave without pay (LWOP) status.
7. Processes all hiring and separation documents to ensure accurate compensation and onboarding or exiting of employees including timely completion of the Onboarding website, I-9s, obtaining MyIDs, system access and termination of access, etc.

Duties/Responsibilities:

Budgeting
1. Assists Department Head in developing and preparing annual budget, including calculating or modeling salary and benefits costs, faculty or staff position management, and management of assistantship funds.
2. Prepares periodic and ad hoc managerial reports regarding fiscal affairs issues. Actively participates in process review discussion or documentation in preparation for UGA/USG systems changes.
3. Assists Department Head in managing Federal, State, and Regional resources for various accounting including instruction, research, and extension. Ensures Faculty have Hatch projects for 421 reporting.
4. Prepare and process appropriate budget amendments and personnel documents for all locations to ensure that cost share requirements for grants are met.
5. Audit and reconcile status reports to departmental accounting systems for any inconsistency, errors, or overdrafts that need correction. Reconciles department UGA Foundation accounts. Maintains project balance reports for all locations.

Supervision and Administration
1. Hires, trains, and provides performance review information and/or disciplinary action to Student Affairs Professional II (Department administrative support staff member) and student workers.
2. Supports and provides oversight for compliance with all UGA accounting processes, including fiduciary best-practices for Department operations accounts and cash management.
3. Effectively utilizes emerging technology to support Department efficiencies; develops, improves, and documents workflows and processes related to the duties of this position especially in support of new technology implementation.
4. Other duties within the purpose and scope of this role.
