The University of Maryland, Baltimore (UMB), Center for Vaccine Development and Global Health (CVD) brings together more than four decades of innovative and life-saving research on vaccines and infectious diseases.  http://www.medschool.umaryland.edu/cvd/  As an organized research center within the University of Maryland School of Medicine (UMSOM), CVD comprises a multi-disciplinary team of faculty and staff whose primary mission is to develop, evaluate, and implement vaccines and other interventions to reduce illness and mortality domestically and in less developed countries.   We work to prevent and treat enteric and respiratory diseases, to reduce the threat of malaria and antimicrobial resistance, and to identify, understand and combat other tropic and emerging pathogens burdening low resource settings. Training is a critical component of our work to ensure the foundation for the next generation of scientists and researchers committed to our mission.
The CVD is seeking a Clinical Business Operations Manager to join our team.

Primary Duties:
  • Manages the clinical business operations, such as patient scheduling, billing, and medical records (CM), and manages three or more business operations of multiple clinical divisions or department. Manage two (2) or more day-to-day departmental or school business operations: Finance (FIN), Human Resources (HR) and Payroll, Procurement (SSAS), Research Administration (REA), and Facility Planning (FAC). Serves as a liaison between unit and campus central Financial Services, Procurement, Human Resource Services, Facilities and Operations, Sponsored Projects Accounting and Compliance (SPAC), Office of Research and Development, University of Maryland Medical Center/System, Faculty Practice, Inc., or Veterans Affairs Health Care System, and other appropriate central campus units.
  • Manage efficiency and productivity by developing, implementing, and coordinating policies and procedures
  • Implement initiatives that support the long- and short-term objectives. Monitor progress of assignments and projects to ensure success.
  • Manage staff in the day-to-day operations for clinical division or department. Ensures work completion within schedule and constraints.
  • Manage ongoing functional programs and controls, assessing needs and facilitating improvements.
  • Manage facility space allocation and layout, communication services, furniture, fixtures and equipment design, and planning of facility expansion and/or modification. Act as liaison with Facilities Management to ensure efficient and appropriate facility renovations and upgrades. (PHP)
  • Manage the finances of the unit to support strategic initiatives, which includes developing, monitoring, analyzing, forecasting, and reporting on the annual budget, as well as managing effort reporting and funding profiles. (FIN)
  • Manages all aspects of the department payroll, such as establishing appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Generates reports for the general ledger and reconciliation, and oversees the administration of payment. Works closely with central Financial Services-Payroll to ensure proper reconciliation and payroll tax compliance (FIN-PR).
  • Independently and in collaboration with university human resources managers, guide supervisors in the interpretation and implementation of human resources policies, regulations, procedures and programs (staff and faculty). Partners with Human Resource Services to resolve complex issues. Assists with setting strategic goals and objectives to continually maintain a staff of well-trained, highly productive, and motivated employees. Recommends skills training, organizational development, and career development training. (HR)
  • Manages clinical aspect of a division. Oversees the clinical income of its programs, including coordinating payments from different budget sources, patient scheduling and billing, managing profit/loss statements, managed care contracts and other sources, as well as managing the purchasing of supplies and other expenses. Ensures clinical productivity and develops reports to monitor faculty productivity and relative value unit (WRVU) activity. Maintains awareness of advances in medicine, computerized diagnostic and treatment equipment, data processing technology, government regulations, health insurance changes, and financing options. Manages faculty licensures, credentials, and training to ensure clinicians complies with campus, state, and federal laws and regulations. (CM)
  • As a subject matter expert, manages the grant process from development, review, and submission through the post-award stage. Identifies, develops, and implements procedures/practices to ensure research administration goals and objectives are met while complying with University, federal, state, and sponsor rules and regulations. Conceptualizes, develops, and provides ongoing training and education to the department or school to increase institutional knowledge related to grants and contracts. (REA)
  • Manage procurement for department to support strategic initiatives, which includes developing, monitoring, analyzing, forecasting, and reporting (SSA).
  • Create a cohesive work team that works collaboratively to achieve unit’s goals. Manage the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team. Handle complaints, resolve conflicts, and active in grievances.
  • Perform other duties as assigned.


Qualifications
Education: Bachelor’s degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field.
Experience: Five (5) years of business related experience to position required, with at least two (2) years in related clinical environment.
Supervisory Experience: Two (2) years of work coordination and training of staff or direct supervisory or management experience. Knowledge, Skills, Abilities:
Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
