Job Description Summary:

The Research Compliance Administrator will play a critical role in the growing research program at the Chapman University Rinker Health Sciences with an emphasis in support of animal care and use programs. This position will report to the Director of Research Integrity and will be located full-time at the Chapman University Rinker Campus located in Irvine California.

This position will assist in the regulatory and administrative oversight of Chapman University’s research program, and long-range activities to ensure efficient and effective research compliance with an emphasis on IACUC administration. This position provides independent analysis of protocols and records to ensure completeness and compliance with appropriate federal and state regulations, and university policies.

The administrator provides support and direction to the research compliance committees (IACUC, IRB, COIC), and advises faculty and research office leadership of critical and/or sensitive issues related to the oversight of research support and compliance activities. This role participates in the development and implementation of Chapman University policies and procedures to maintain regulatory standing and integrity. This individual will work on a team within the Office of Research to support animal research and human research protection programs. The primary assigned duty will be to support the IACUC on a routine basis and assist in other compliance areas as necessary.

Responsibilities:

Research Support and Oversight:

  • Serves as a key member of the compliance team providing excellent customer service to faculty, research administrators, and sponsors.
  • Ensures all research compliance is in accordance with government, sponsor, and institutional policies thorough management and monitoring of all research-compliance-related functions.
  • Works with Director to plan and implement short-term and long-range planning on research compliance.
  • Develops, coordinates, and implements Chapman University’s research compliance activities including but not limited to standard policies and procedures (SOPs), manuals/guidelines and website communication, and instructions impacting the committee, its appointed chairs, voting board members, and ancillary staff.
  • Responsible for ensuring coordination with ancillary research review committees, and other research compliance personnel when coordinated efforts are required.
Animal Research Compliance:
  • Manages the effective and efficient operation of the IACUC including animal use application review, regulatory reporting, and record-keeping.
  • Responsible for coordination and management of IACUC meetings, including agendas and meeting minutes.
  • Interface with the Sponsored Programs staff when IACUC protocols have associated external funding.
  • Handles all certifications, assurances, and accreditations such as State Certification, OLAW assurance, and potential AAALAC accreditation.
  • Prepares reports on research laws and issues (as they pertain to animals) to federal agencies, accrediting bodies, and university leadership.
  • Schedules and plans the semi-annual research facilities inspections program. Compiles and finalizes extensive semi-annual reports which are submitted to the Institutional Official.

Internal and External Relations:
  • Establishes and maintains effective, productive, and collaborative working relationships and communications with other Chapman University research oversight offices and regulatory compliance committees, and groups outside of the Office of Research and Sponsored Programs Administration.
  • Facilitates and promotes effective, productive, and collaborative working relations and communications between IACUC members and all Chapman staff/faculty.
  • As a representative of the research office serves on campus-wide committees as needed to address IACUC research issues.
  • Represents Chapman University at meetings and teleconferences and attends meetings and conferences of research administration and research societies and associations.

Required Qualifications:

  • Bachelor’s degree in science with a minimum of five years of related experience or equivalent combination of education and experience.
  • Demonstrated knowledge of federal and state laws and regulations governing animal care/use in research.
  • Advanced technical knowledge of applicable federal regulations related to IACUC and animal welfare.
  • Strong verbal communication and interpersonal skills to maintain collaborative working relationships with University constituency, regulators, investigators, etc.
  • Commitment to high ethical standards in research.
  • Demonstrated ability to use independent judgment in interpreting and applying policies and procedures, and prioritize workload to meet turnaround time requirements.
  • Experience in handling complex situations and confidential material.
  • Experience in research and/or regulatory environment.
  • Experience with computerized databases, the Microsoft Office Suite, and Adobe Professional is essential.
  • Strong quantitative skills.
  • Technical skills to learn and use enterprise systems.
  • Ability to demonstrate tact and diplomacy and maintain confidentiality.
  • Strong analytical skills and detailed oriented.

Desired Qualifications:

  • Previous service on an IRB/IACUC.
  • Knowledge of human subjects regulations.
  • Certified Research Professional or eligible within 1 year of accepting the position.
