The Dean is responsible for developing, implementing, and assessing enrollment strategies and activities through leadership by example. This position assures the College has comprehensive enrollment services and meets State and regulatory requirements, and will interact with students, staff, and community partners on matters related to enrollment services. The Dean will provide administrative oversight to all college-wide enrollment services operations.


Characteristic Duties and Responsibilities (include, but not limited to)

  • Provide direction, leadership, and professional development to Admission Operations, Enrollment Center, Financial Aid, CRM, Recruitment, and the Welcome Centers. Inspire Enrollment Services staff with a model of collaboration, team-building, and effectiveness.
  • Create, assess, update, and implement an ideal Enrollment Management Plan and goals in partnership with other WCTC staff that is data-informed and aligned with the mission and vision of the College.
  • Assess research data and think creatively and strategically in the deployment of recruitment resources while anticipating new trends within the field. Provide oversight to develop a data-driven goal-oriented recruitment plan and ensure goal progress by providing ideas and recommendations. Upon request, present reports directly to the District Board, President, and Cabinet, and attend Cabinet and Board meetings when enrollment management items are on the agenda.
  • Provide vision and leadership for the optimal use of technology for all functions of Enrollment Services. Oversee the implementation, upgrades, and compliance with the CRM (Customer Relationship Management).
  • Develop, implement, and increase efficiencies in enrollment and financial aid policies and procedures. Interpret and apply existing admission policies and procedures and create new policies and procedures for the admissions process that are effective, efficient, and maintain high levels of customer service.
  • Collaborate with other departments/divisions to carry out the philosophy of a student-centered institution within an integrated enrollment services environment. Work with the Division of Learning to ensure effective scheduling and communication of program information.
  • Establish and maintain positive working relationships with external community agencies, organizations, and service area school districts to promote outreach and develop programs and partnerships to increase student enrollment. Participate and represent the WCTC in evening and weekend programs related to the recruitment of students and other College events when invited. Foster collegiality and effective communication within and among all areas, with clear expectations for accountability.
  • Work with the campus community to further develop strategies supporting diversity and identify barriers underrepresented students must navigate in the enrollment process.
  • Provide enrollment data to the Office of Institutional Research and Effectiveness for federal and State reporting. Ensure compliance with all State regulations, federal laws, and regulations (FERPA), record keeping/data collection, and WCTC policies. Maintain current professional/ technical knowledge through professional education and activities.
  • Collaborate with the Marketing Department to ensure proper recruitment messaging, positioning, and content are used in publications, social media, and website. Collaborate with staff to develop appropriate recruiting campaigns and admissions/recruitment materials.


Minimum Qualifications


Required Knowledge, Skill, and Abilities

  • Demonstrated success in leading teams to reach established goals
  • Knowledge of enrollment management, current trends, practices, and the capacity to understand complex issues facing higher education and in-depth knowledge of student information and CRM management systems
  • A comprehensive understanding of the financial aid processes
  • A broad understanding of strategic marketing and the ability to use modern techniques to communicate
  • Effective interpersonal communication skills - oral, written, and listening
  • Familiarity and ability to learn legal issues related to higher education and enrollment
  • Ability to formulate effective multi-dimensional recruitment plans to enroll students through various pathways: traditional, transfer, adult, certificate, dual enrollment, etc.
  • Ability to use data to identify barriers, evaluate improvements in processes and their impact on the process
  • Ability to manage time and organize work
  • Demonstrated capacity to hire, mentor, supervise and evaluate a talented and motivated team
  • Commitment to the value of diversity and the mission the College
  • Ability to manage multiple projects within a complex organization
  • Dynamic and collaborative leadership and team-building capacity with a style that builds trust and strong relationships
  • Intermediate level of proficiency with computer software applications such as word processing, databases, spreadsheets, and presentations. Knowledge of and familiarity with technologies associated with specific disciplines, including web technologies, operating systems, online program tracking platforms, social media platforms, mobile technology tools, and/or AV/multimedia applications and equipment.


Required Education and Experience

  • Master’s degree
  • Seven years of progressive management and leadership experience in higher education enrollment management with at least five years of supervisory experience managing direct reports
  • Experience includes:
    • Project management with large-scale projects
    • Preparing and implementing a budget
    • A student information enterprise system along with data reporting and analysis for enrollment management decision-making
    • Working with campus constituents on various levels, including students, staff, faculty, and parents


Supplemental Information

The Dean - Enrollment Services reports to the Vice President of Student Services and will be available January 3, 2022.

Salary is listed to the midpoint of the range at the 2021/2022 rates. Salary will be determined based on experience and internal equity.



Selected candidates will be invited to complete a Spark Hire video interview, the week of October 25, 2021. If selected to complete this, the candidate must also provide two letters of recommendation.

Final candidates will be invited to interview in person at the Pewaukee campus the week of November 8, 2021.


Out of State Candidates

If you reside outside of the state of Wisconsin, and you are invited to interview, WCTC will reimburse appropriate travel expenses, up to $300 towards travel with supportive documentation.
