Departmental Overview

This position serves as the primary graduate student services advisor for the Master's program in CEE. The advisor functions independently with a minimum of supervision and must be able to solve complex and unprecedented problems. This position is expected to make decisions and recommendations to the Vice Chair and Chair autonomously and proactively. The incumbent administers all operational aspects of the academic program, providing expertise and guidance on policy to faculty, students, and staff, also serving as the main point of contact for individuals, groups, and organizations outside the University.

The position oversees all Master's graduate activities such as student advising, admission, and recruitment including diversity recruitment and retention. The position is responsible for the administration of Master's student records, requirements, fellowships and financial aid from the Professional Degree Supplemental Tuition. The position may supervise non-academic student employees. The incumbent will interact closely with the CEE department team, Graduate Admissions, Fellowships, and Degree units University of California, Berkeley

Responsibilities

40% Independently provides the full range of student services to students related to the progression and requirements for the CEE Master's degree, four joint programs and other CEE programs/organizations. Serves as primary advisor to faculty on policy and recommends changes in practice and procedures.

Academic Advising:
Independently advises students and faculty on requirements for degree/program completion, reviews student progress, and works with students with progression problems and advancement into the Ph.D. Determines strategies to ensure students' academic success and enhance student experience. Advises Vice Chair and Chair on a variety of student issues and concerns, including strategic planning, financial aid, fellowships, and identifying systemic problems and their solutions.

Acts as an information resource, consultant, and often confidante to the students, many of whom are underrepresented minorities and international students. Makes decisions and recommendations autonomously and proactively. Interacts closely with the department team, Graduate Division, and other units across campus, such as the Registrar and Financial Aid. Interprets campus policies for faculty and student on conduct, grievance, disputes and issues regarding discrimination.

Recommends changes in department policy and strategic planning in areas such as admissions, enrollments, and curriculum based on analysis and assessment of current trends and policies.

Independently organizes Master's students to provide a diverse and engaged community.
Assists students with event planning and development of academic support, especially for at-risk students, using student mentorship, thorough knowledge of graduate policies and guidance. Compose exception memos when necessary.

Serves as liaison between department and students; facilitates communication between student leadership and chair; apprises students of department policies and procedures. Works with the seven student groups to facilitate departmental community and mentorships between Master's students, doctoral students, and alumni/professional organizations.

Independently advises graduate students on financial issues, employment, and fellowships. Independently allies with Berkeley's International Office to ensure that international students are able to come to Berkeley (or stay at Berkeley) and stay within visa and international fellowship compliance.

25% Graduate Admissions:

Supports the higher level functions of the Master's admissions process, such as advising faculty on policies and procedures, admitting applicants and evaluating admissibility. In conjunction with Admissions Chair, revises and update admissions application on SLATE. Trains CEE front desk and work study on procedures involving communication with prospective students and public as well as GPA calculations and admissions procedures. Revises and develops procedures as necessary due to changes across
campus and at the College level.

Liaises with the Fung Institute staff on the Master of Engineering (MEng) requirements, evaluation of CEE MEng applications as well as the joint MEng/MBA program with Haas. Administrate the evaluation, admission, recruitment, retention and graduation of the MEng and the MEng/MBA joint program. Collaborates with other departments,
Architecture, City and Regional Planning, and Public Policy, on admissions, recruitment, fellowship, and retention issues for the joint programs.

Ensures compliance and coordination between the department website and college/campus policies and procedures. Responds to complex inquiries regarding admissions issues. Propose changes in admissions practices and funding packages to stay current with campus and College recommendations and regulations.

Autonomously advises prospective applicants on necessary academic preparation; appropriateness of program as it pertains to the prospective applicant's goals; plans and implements complex, high-visibility student events, such as commencement, Visit Day, Berkeley Edge Visit Day, miscellaneous informational workshops for students.

25% Financial Aid and Fellowships:

Administer the granting and processing of both university and departmentally restricted financial awards for incoming and continuing Masters students. Advise programs and faculty of available departmentally restricted, funds; maintain financial records and monitor spending of block grant and departmentally restricted allocations. Advise
organization's management on packages for entering students based upon special funding from all sources. Provide periodic summary reports regarding block grant awards,
departmentally restricted funds, fellowships, and scholarships to the unit manager and the Vice Chair for Academic Affairs. Process official documents necessary for the initiation, continuation, and administration of all financial awards to new and continuing students, including international fellowship validations. Reconcile awards made with Graduate Division, the Department and the College Development Office. Maintain current knowledge of Graduate Division, College of Engineering and Departmental
requirements and procedures relative to the administration of student financial awards (scholarships, fellowships and block grant). Work with students to resolve billing problems as they arise, using CalCentral and SIS. Reconcile unapplied payments, outstanding debits and fee remission issues. Compose memos for exceptions
in course loads, student progress, GPA, employment, and “I” grades when necessary.

Work with Fellowships and the International Office to resolve funding issues for continuing and entering students, domestic and international. Assist international students who are facing SEVIS and visa problems.

5% Career Planning:
Advise students on the job market and the job standards specific to the student's career interests. Works independently with the Career Center. Coordinates organization of job fairs, company infosessions and on-campus interviews. Identifies and cultivates potential employers and donors.

5% Website Management and other:

Monitors department website relative to admissions, advising and career matters, updating information in a timely manner Coordinates
department updates to the Berkeley Academic Guide, grant proposals, surveys and other publications. Performs other duties as required.

Required Qualifications
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advanced knowledge of advising and counseling techniques.
  • Advanced verbal and written communication skills.
  • Interpersonal skills.
  • Multicultural competencies; ability to work with diverse populations.
  • Advanced knowledge of complex visa and immigration policies, procedures and regulatory requirements for international students and scholars.
  • Ability in problem identification and reasoning; ability to develop original ideas to solve problems, persuasion, leadership.
  • Skills in monitoring / assessing people, processes or services, to make improvements.
  • In-depth knowledge of the field's post-degree employment opportunities and practices.
  • Skills in project management, social perceptiveness to be aware of others' reactions and understanding why they react as they do.

Preferred Qualifications
  • Knowledge of University-specific computer application programs and knowledge of University and departmentalprinciples and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
