More specifically, the Director of Anne Arundel Community College’s Transportation, Logistics & Maritime (TLM) Program provides executive leadership, creates and implements strategic and innovative direction, assesses national and international transportation, logistics and maritime-related trends and related critical issues, and develops tactics and measurements to ensure the achievement of short- and long-term objectives of the Program. Ensures programming is aligned with local, regional and national industry and workforce needs and AACC’s strategic plan. Responsible for the overall planning, development, implementation and supervision of all initiatives related to programs, courses, and activities offered in the Program. Areas of overall responsibility in the TLM Program include: credit/and noncredit courses/degrees/certificates; Marine Skilled Trades program; Center of Excellence for Maritime Workforce Training and Education; management of the Transportation and Logistics Center @ GBTC.

Specific responsibilities include oversight of the design and scheduling of instructional programs and courses and the ongoing assessment of the learning outcomes of TLM programs and courses. Ensures all programs, courses and activities are aligned to deliver a comprehensive academic TLM Program that provides individuals the opportunity to earn a workforce credit certificate that stacks into an AAS degree in Supply Chain Management (currently being designed). Establishes and maintains productive relationships with key stakeholders and external partners including Anne Arundel County Public Schools; leaders of local, state, and national maritime/port operations; airport operations; warehousing/distribution centers; companies critical to the transportation, logistics, and maritime industries elected officials, state and federal government agencies, MD Department of Transportation, Baltimore Port Adminstration; MD Aviation Administration; Maritime Administration (MARAD); other Centers of Excellence for Maritime Training and Educatin; and National Maritime Workforce Alliance (a consortium of 14 community colleges nationwide).

Responsible for management and oversight of TLM budget, facilities, marketing, recruitment, program and course development and learning outcomes evaluation. Supervises and evaluates all faculty and staff, and develops the instructional schedule each term. The Director collaborates closely with staff and faculty throughout the college, particularly the School of Continuing Education and Workforce Development, and including those assigned to all units within the Divisions of Learning and other Divisions of the college. Ensures a commitment to diversity and a culture of excellence through collaboration, cooperation, open communication, and transparency.

The Director is also responsible for performing activities related to special learning and administrative projects as assigned by the Dean of the School of Business and Law and the Vice President of Learning. These projects may include school-wide projects and events, marketing, learning outcomes development and assessment, interdisciplinary programming, experiential learning and other initiatives undertaken by the School of Business and Law.

Job Duties and Responsibilities:

What you will do in this role

Strategic planning, oversight, and management of all TLM programs and courses, both credit and noncredit, including the Transportation and Logistics Center @ GBTC, Marine Skilled Trades program, and the Center of Excellence for Maritime Workforce Training and Education; events and activities, including enrollment, retention, and completion initiatives as well as learning outcomes assessment initiatives. Ensures day-to-day program success of a high-quality TLM Program.

Ensure programs and courses align with industry and workforce requirements and demands. Identify and recommend new and innovative programs for development in the areas of transportation, logistics, maritime, and management related to ports/maritime, airports/aviation, warehousing/distribution, supply chain, etc. through data gathering, focus groups, and advisory boards.

Establish and maintain productive relationships with key stakeholders and external partners including Anne Arundel County Public Schools; leaders of local, state, and national maritime/port operations; airport operations; warehousing/distribution centers; companies critical to the transportation and logistics industry; elected officials; local, state, and federal government agencies, MD Department of Transportation, Baltimore Port Adminstration; MD Aviation Administration; Maritime Administration (MARAD); the National Maritime Workforce Alliance (the consortium of 14 community colleges nationwide); and the other Centers of Excellence for Maritime Workforce Training and Educationl. Participate in professional organizations related to TLM and present to educational, technical, and civic groups at local, state, and national meetings and conferences.

Engage in grant work related to AACC’s designation as a Center of Excellence for Maritime Workforce Training and Education and other applicable grants and partnerships, including but not limited to, use of drones/drone technology and off-shore wind energy. Work closely with AACC’s Grant Office.

Management of TLM full-time and adjunct faculty and staff (as allocated), including hiring, supervising, evaluating, staffing, and building schedules each term. Facilitate resolution of faculty/student/classroom issues and problems. Ensure professional development activities for faculty and participate in same.

Manage the TLM budget and the Transportation & Logistics Center at AACC’s off-site location at the Glen Burnie Town Center.

Develop and execute marketing strategies and initiatives for the TLM program.

Engage in inter- and intra-institutional collaboration as a member of the School of Business and Law Leadership Team; work closely with other college credit and noncredit instructional units to ensure seamless programming in transportation and logistics. Participate in college-wide projects and initiatives and other tasks as assigned by the Dean of the School of Business and Law or Vice President for Learning.

Required Qualifications:

What you will bring to this position

Master's degree in transportation and logistics or supply chain management or business with a concentration in those areas

Minimum of five years of experience in transportation and logistics field related to port/maritime, airport/aviation, warehouse/distribution, and/or supply chain management.

Leadership experience in program and project management, strategic planning, and management and supervision of multiple individuals and groups.

Excellent oral and written communication skills.

Demonstrated ability to work collegially with a culturally diverse group of students, faculty, staff, administrators, and external partners on a regular basis.

Preferred Qualifications:

Ph.D in transportation and logistics or supply chain management or business with a concentration in one of those areas.

Experience working in the maritime industry and with the federal Maritime Administration.

This position will eventually be based at AACC’s Transportation and Logistics Center at GBTC; therefore, the person hired must be a motivated and responsible self-starter with strong initiative and work ethic.
