The emergency management specialist will assume a lead role in the University’s Emergency Management program’s activities to prepare the University for large-scale emergencies and maintain critical operations. In collaboration with the Director and other relevant stakeholders, the EM Specialist participates in the development and maintenance of the Emergency Operations Plan including all annexes and the University’s Continuity of Operations Plan program. This position will also assist with the development of training and exercises designed to evaluate plans and build preparedness. We also work collaboratively with other area colleges and universities, local, state and federal emergency management to prepare our community from a myriad of potential threats.

Emergency Management Specialist Responsibilities:

  • Develops, writes and maintains plans and procedures to mitigate, prepare for, respond to, and recover from potential hazards.
  • Assists in the annual review of each Department’s Continuity of Operations Plans (COOP) this could include providing technical assistance on the COOP program to university departments
  • Develop training and conduct exercises to evaluate the University’s plans and build preparedness
  • Writes After Action Reports (AAR) documenting exercise activities and tracks Improvement Plan actions
  • Assists in the coordination of pre-planning and assessment of large events or mass gatherings on university property or occurring adjacent to university property
  • Staff the Emergency Operation Center during an emergency or planned event to aid in response and recovery operations
  • Oversee WebEOC the University’s incident management software system
  • Attend and represent the Office of Emergency Management at internal and external meetings and conferences

35% - Planning Activities. Time will be spent convening University departments to define roles and responsibilities during emergencies and update or develop emergency operations plan and risk annexes. Also, time will be spent reviewing annual Continuity of Operations Plan (COOP) submissions and providing technical support in completing the COOP template.

25% - Training and Exercise: Time will be spent developing, sourcing or implementing training and exercises activities for university stakeholders.

20% - Technology: Emergency Management uses various technologies to manage emergency operations and for emergency notifications campus-wide. This position will become an admin in all systems and be able to train others on the system and troubleshoot any issues occurring.

10% - Emergency Operations: During a planned event or a no notice emergency on campus the University may activate the Emergency Operations Center (EOC) to provide situational awareness or coordinate response and recovery operations. This position will take a lead role in the EOC. They will help develop the Incident Action Plan (IAP) and ensure objectives are being met and information sharing is occurring amongst various departments.

10% - Office Representation: This position will be required to attend multiple meetings, trainings and conferences and represent the office of emergency management. Being successful in this position requires having contacts across the University, our peer institutions, and with our local, state and federal partners.

Required Skills
  • Bachelor's degree and 3-5 years of experience
  • Knowledge of Emergency Management principles, guidance, practices, and resources, including but not limited to tenets of the National Incident Management System (NIMS), Incident Command System (ICS), Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101, and the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Familiarity with emergency preparedness planning, training and exercise development and execution.
  • Excellent written and oral communication skills
  • Strong leadership skills, interpersonal skills, consensus building skills
  • Strong organizational skills and attention to detail
  • Maturity and operational problem solving/decision making experience
  • Competency with Microsoft Office applications
  • Ability to maintain effective working relationships and develop partnerships

  • Ability to manage competing priorities and deadlines
