The Department of Facilities and Operations has an exciting opportunity for a full-time Sr. Manager, Wastewater & Water Compliance to work in the Coral Gables Campus.

Business Title: Sr. Manager, Wastewater & Water Compliance

The Senior Manager administers leadership for various projects, programs, and assigned departments. More specifically, the incumbent oversees maintenance mechanics, contractors, and other service personnel to ensure the high-quality conditions of assigned facilities.

Department Specific Functions (specific to Wastewater & Water Compliance)

  • Enhance, implement, and monitor a proactive operations and maintenance program of the University’s waste transmission and collection system (WCTS) utilizing in-house and contracted resources.

  • Investigate performance problems and implement appropriate solutions for the University’s WCTS.

  • Develop, maintain, and update all compliance-related documentation, reports and records as required to administer the University’s WCTS CMOM program.

  • Directly interface with local municipal partners in the maintenance and operation of the WCTS.

  • Administer the University’s lift station, sewer and FOG maintenance contracts, and ensure that the vendors, staff and equipment comply with University and CMOM requirements.

  • Interface with consultants, engineers and contractors that may affect or alter the WCTS as part of campus projects. Provide direct support and monitor/approve all changes as required to comply with CMOM.

  • Perform field inspections of WCTS and its components to ensure compliance to sewer requirements, and maintain thorough knowledge and records of the sanitary collection system

  • Coordinate and supervise in field inspections and mapping of sewer system to maintain updated GIS Atlas.

  • Develop reports as required to comply with CMOM, including but not limited to, annual CMOM report, sanitary sewer overflow (SSO) reports.

  • Plans, organizes, directs and set standards and goals for operation and maintenance functions.

  • Coordinates work with other work groups and construction projects.

  • Monitors work performed in order to meet established goals, objectives and target dates.

  • Coordinates operation and maintenance work with other division and department sections.

  • Prepares budget; monitors and approves expenditures.

  • Develops policies and procedures for the safe and efficient operation/maintenance of the WCTS (in coordination with the University’s EHS department).

  • Make recommendations and implement strategies to improve reliability and operational efficiency of the WCTS.

  • Supervise and participate in the maintenance and installation of the WCTS components, to include pumps, controls, valves, piping, manholes, etc.

  • Act as subject matter expert in investigating, troubleshooting and resolving WCTS issues that impact building and Campus operations.

  • Coordinates with local and national vendors in procurement plans for service and repairs. Develops agreements with vendors to enhance parts and service procurement.

  • Perform monitoring, logging and testing for new construction projects and/or existing buildings to identify issues, as well as verify operational performance and system capacity.

  • Specify and implement enhancements to the preventive maintenance program and service to improve WCTS efficiency.

  • Act as Facilities Liaison with utility service providers on operations and maintenance, master planning and reliability matters.

  • Direct supervision over trade and general building mechanics, addressing personnel matters, training needs, and Workday time keeping.

  • Advises and makes recommendations for training needs and system upgrades.

  • Experience in WCTS maintenance is preferred.

  • Experience as a Waste treatment plant operator or sewer maintenance manager is preferred.

  • Requires initiative, judgment, and solid communication skills of English both spoken and written

  • Demonstrate supervisory and management experience with solid work ethic, excellent interpersonal skills, and ability to “Lead by example”.

  • Will participate in the University of Miami’s National Incident Management System (NIMS).

  • Strong computer skills to include Workday (payroll system), TMA work order management system, MS Outlook, MS Excel, MS PowerPoint.

  • This is an essential Tier 1 position.

  • Must maintain a valid driver’s license and good driving record.

CORE JOB FUNCTIONS

  • Coordinates work orders, preventative maintenance, and renovation projects for assigned areas.

  • Provides estimates and budgets for project work, maintenance contracts, reimbursable work requests and facility events.

  • Ensures proper training of staff and prepares performance reports.

  • Orchestrates activities needed to prepare facilities in the event of a hurricane or other disaster, and plays a major role in restoration projects.

  • Serves as single point of contact for all projects in progress and projects completed in assigned area.

  • Oversees that proper certifications are obtained for construction and repairs.

  • Escalates disputes to appropriate managing staff and contacts appropriate parties with status updates and resolutions of issues.

  • Makes sure that work orders are properly entered, serviced, and closed out.

  • May oversee and ensure continuous compliance with regulations, procedures, and documentation.

  • Inspects equipment regularly, and detects and corrects any issues.

  • Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.

  • Ensures employees are trained on controls within the function and on University policy and procedures.
