Job Summary:

The Chief Information Officer (CIO) serves as the senior executive officer responsible for providing leadership and management to the units of the Information Technology division and is responsible for system-wide planning, management, security, and coordination of the technology resources. The CIO represents the University in information technology-related matters with federal and state agencies, corporate entities, and other institutions of higher education. The CIO serves as the major administrator for Information Technology and is responsible for the management of the enterprise resource planning (ERP) system, learning management system, file server and networking infrastructure, application software development, information security, instructional technologies, technical training, micro-computer installation and maintenance, user support services, and policy development regarding information services for students, faculty, and staff. The CIO oversees the review and analysis, coordination, and approval of computer-related purchases and upgrades and ensures that new applications and technologies are compatible with existing systems and are appropriately integrated into the University's enterprise architecture. The CIO provides leadership and supervision of staff, budget oversight and development, administrative and academic support, and strategic planning and implementation for the Information Services division.

  • Ensures that Information Services unit within the University supports the information technology needs of the University by preparing long- and short-range goals and objectives related University-wide strategic planning, managing direct reports, budget, and technology resources for the delivery of effective information technology and networking services, and evaluating the units’ performance and progress toward accomplishment of goals and objectives.
  • As resources permit, ensures the prompt and effective delivery of essential administrative and academic information technology services by organizing the various units and sub-units in a logical, non-duplicative and effective manner that best meets the work requirements of the division and the needs of the University, monitoring workloads throughout the division and prioritizing staffing needs accordingly, and assuming ultimate responsibility for the units and functions within the Information Services division.
  • Provides vision, leadership, coordination, and strategic planning for administrative and academic computing and other information technologies while coordinating the broad range application of technologies among all University campuses.
  • Ensures compliance with the University’s institutional mission by establishing goals and objectives, reviewing and approving departmental plans, designing systems of effective control to achieve expected outcomes, and evaluating progress towards goal accomplishment within Information Technology.
  • Identifies information service needs for the University and their impact on system-wide University resources and promotes the efficient use of resources by developing appropriate standards and ensuring that infrastructure costs are included in all information technology analyses.
  • Promotes open and viable channels of communication with all constituents regarding information technology policies, procedures, issues, and concerns.
  • Oversees the planning, analysis, design, and implementation of selected system-wide and campus-wide software applications by working with faculty, staff, and students to determine requirements, achieve milestones, and deploy successful Information Technology projects.
  • Ensures fiscal responsibility and accountability through coordination and preparation of the annual budget, authorizing the expenditure of funds, and maintaining overall budget control of the Information Services division.
  • Maintains a quality Information Services operation, maximizing investment dollars by overseeing the preparation of bid specifications for technology purchases, obtaining the best pricing, and ensuring proper integration with the University’s enterprise architecture.
  • Provides leadership and develops a competent, productive, and effective staff, both directly and through delegation, by hiring, training, evaluating performance, and supervising all employees within Information Technology.
  • Enhances working relationships with local, state, and national organizations and institutions of higher education by serving as the University’s information technology representative and maintaining an open and regular dialogue with recognized leaders within the industry.
  • Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
  • Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development training, and attending training and/or courses as directed by the President.
  • Contributes to the overall success of the division of Information Services by performing all other duties and responsibilities as assigned by the President.

Additional Responsibilities:
  • Computer Services: Responsible for providing information technology-related services, including the management of enterprise resource planning (ERP) system, learning management system, file servers, databases, application software development, the delivery of technical training, micro-computer installation and maintenance, Help Desk operations, the management of the University’s open-access computer labs, and policy development regarding information services for students, faculty, and staff.
  • Networking and Telecommunications Services: Responsible for the management of tele communications and the design, implementation, monitoring, support, and maintenance of high-quality network and telecommunication services for the University and its affiliates, including phone, directory and voice mail services, data and video networks.
  • Information Security: Responsible for protecting the confidentiality, integrity, and availability of University data and information systems and strengthening the University’s preparedness, timely response, and rapid recovery in the event of a cyber-attack, natural disaster, or other emergency.

Qualification/Education:
  • Commitment to the mission statement, core values and goals of Alvernia University.
  • A Bachelor's degree in a computer-related field is required.
  • At least eight years of technical computing experience is required
  • At least five years of progressively responsible administrative management experience in several of the following areas: enterprise resource planning (ERP) system, learning management system, file server and networking infrastructure, application software development, information security, technical training, micro-computer installation and maintenance, user support services, the University’s open-access computer labs, and policy development regarding information services for students, faculty, and staff is required. Experience with computing, networking, and instructional technologies systems in a university environment is highly preferred.
  • A demonstrated ability to lead, the skills to develop leaders, and the ability to project a strong positive image of the University with parents, students, faculty, staff, and others are required. Excellent writing, speaking, and interpersonal skills are required.
  • The ability to work effectively and collegially within a large, complex university system and to negotiate with a wide range of constituencies is required.
  • A record of successful leadership while directing the efforts of professional staff in a complex organization is required.
  • The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

Physical Requirements:
  • Attendance is required to perform the duties of this job.
  • Prolonged periods of sitting at a desk and working on a computer may be required.
  • Must be able to lift 15 pounds at times.
  • Willingness and ability to travel and work weekends and evenings.
  • A valid driver's license is required.
