Job Description Summary
The Office of Research Services, Export Compliance is responsible for managing and monitoring of an effective export control education, licensing, and compliance program across the University. Export Compliance Services coordinates institutional-wide initiatives to understand and apply the federal export control laws and regulations to the wide variety of activities throughout the institution. Export Compliance Services works collaboratively with the Offices of Global Support Services, Penn Global, Environmental Health and Safety; Central and School Administration, Human Resources, the Comptroller, Tax Department and Office of General Counsel; and others. Violations of export control laws carry significant civil penalties including over $1,000,000 per violation and criminal liability of up to 20 years incarceration for willful violations.

The role reports to the Director, Export Compliance, in the Office of Research Services. The role assists in maintaining compliance with the University's Export Control and Compliance Program including compliance with the Export Administration Regulations (15 CFR 730-799), the International Traffic in Arms Regulations (22 CFR 120-130), and sanctions programs implemented by the US Department of the Treasury, Office of Foreign Assets Control. The role is expected to develop into a subject matter expert on U.S. export control regulations as well as related requirements for international shipping, travel and collaboration. The role will engage broadly across the entire University including with faculty, students, business offices and administrators and diverse stakeholders from many backgrounds and experiences. The role is expected to consistently demonstrate customer service focus, providing timely and quality answers to inquiries and assistance with emergent issues.

Job Description
  • Conduct export control reviews for outgoing international shipments, as well as compliance with Federal Trade Regulations.
  • Perform and evaluate Restricted Party and export control screenings as needed and validate results obtained by other users. This includes screening parties and activities routed through Penn systems as well as ad hoc screening upon request. This also includes evaluating applicability of U.S. export control regulations to underlying activities and items.
  • Assist in the development, maintenance, and auditing of technology control plans (TCPs) related to research, equipment and technical data.
  • Serve as a point of contact for advice, resources, education, and coordination of export compliance, including participating in faculty and staff training and education. Participate in planning, organizing, and supporting export compliance training and other compliance initiatives.
  • Coordinate communications and activities for the Export Liaisons group. Serve on additional University committees supporting international activities including business, research, and educational travel. Advise on licensing policies, regulations, guidelines, and practices under ITAR etc. Responds to inquiries on the application of export control regulations and licensing policies/practices/guidelines to international transactions and program activities in a timely and customer focused manner.
  • Assist in development and maintenance of training aids for export controls and procedures.
  • Support classification of Penn technologies under evaluation for technology transfer.
  • Prepare and submit export license applications under the supervision of the Director of Export Compliance.
  • Perform additional duties as assigned


Qualifications:
  • Bachelor's Degree, with preferred major and focus in STEM fields; MS or PhD preferred.
  • At least 3 years' experience or equivalent combination of education and experience as required, although we are willing to consider applicants new to export controls.
  • Familiarity with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) regulations preferred.
  • Must have excellent written and verbal communication skills, with the ability to interact will all levels of staff and researchers in formal/informal settings.
  • Must be able to analyze complex documents and situations and identify workable solutions.
  • Must be proficient with Microsoft software suite and proficient with, or have the ability to learn, specialized software (e.g., Visual Compliance, Penn internal systems).
  • Strong research, analytical, and attention to detail skills.
  • Maintain the strict confidentiality of sensitive information.

Expected salary range for this role is $60,000 - $80,000 based on skills, experience and background.
