Job Description
PURPOSE
This position is responsible for working with CBI IT team and student programmers in the development of the Institute's in-house web and mobile applications.
DESCRIPTION
Functional Area 1: Software Development
Percent Effort: 90
- Develop and maintain web applications such as Angular, NodeJS, MySQL RESTful API, ARCGIS, and Mapbox.
- Identify programming and output needs. Maintain and develop new features for web and mobile applications.
- Confer with clients to define application requirements.
- Verify preliminary design and output and recommend technical and procedural design for new or revised applications including system specifications, programming guidelines, and code review.
- Communicate with end-user to resolve software bugs. Answer questions and provide technical assistance and training to application users.
- Resolve problems by reviewing and analyzing software documentation and production outputs to identify causes, solutions, and make appropriate referrals.
- Debug and refactor existing code.
- Test and deploy web service to on premises and cloud environment.
- Write operation instructions and other documentation associated with computer programs for system procedures and guidelines for application users as well as for programs and program modifications.
- Review, modify, and write program code and job control language. Write automated programming scripts to increase efficiency of existing processes.

- Review and mentor student's programming tasks.
- Participate in software development Agile meetings.
- Perform other duties as assigned.
QUALIFICATIONS
- Bachelor's Degree in Computer Science or related field.
- Two (2) years of experience in computer programming.
- Experience with a relational database (MySQL).
- Familiar modern JavaScript front-end frameworks such as Angular.
- Understand communication between front-end, back-end, and database.
- Experience with RESTful API.
- Knowledge of data structures and Object-oriented programming.
- Excellent organizational, analytical, and independent problem-solving skills.
- Ability to prioritize a heavy workload of competing deliverables and tight deadlines for multiple projects.
- Demonstrate a willingness to learn and implement new technologies.
- Basic knowledge with geospatial libraries for web application development such as ARCGIS and Mapbox.
PREFERRED QUALIFICATIONS
- Three (3) years of experience in computer programming.
- Experience with responsive front-end web development.
- Familiar with NodeJS.
- Basic understanding of TCP/IP networking.
- Experience using a version control (Git).
- Knowledge of Model-View-Controller (MVC) design paradigm.
- Experience using Docker for containerized development and production environment.
- Experience developing geospatial information system (GIS) applications including user interface (ESRI, Mapbox) and geospatial databases (PostGIS).
