Departmental Overview

The University of California Police Department provides a full range of law enforcement services in support of the academic and public service missions of the University of California, serving a diverse community of more than 43,000 students and 14,000 faculty & staff in the vibrant City of Berkeley, at the heart of the San Francisco Bay Area. In addition to the traditional role of a police department, we also carry out a variety of proactive educational, outreach and crime prevention programs. We pride ourselves in a professional and high-quality delivery of service, which we provide with sensitivity to the unique concerns of the University community.

The department is generally divided into two divisions, Operations and Administration. Operations is divided into Patrol, Investigations and Communications. Administrations is divided into Administration and Office of the Chief. The Captain is called upon to manage the divisional areas.

Responsibilities

Reporting directly to the Chief of Police, the Police Captain assists in the administration, planning and coordination of the University's public safety activities for the entire campus. The daily population of the campus which can exceed 60,000 is larger than most of the small cities and towns in the state. The entire campus properties include both the central campus and remote sites such as Lawrence Berkeley Laboratory, University Village, the Richmond Field Station and sites in the Berkeley Hills, the City of Oakland, and other nearby municipalities. The Berkeley campus environment is the most complex urban campus interface in the state of California and has a track record as the most volatile in the nation. The incumbent supervises the personnel of the various divisions; assists in the formulation of the departmental policies and procedures: performs related work as assigned and acts in the absence of the Police Chief.

The Police Captain directs and manages divisional operations to provide a comprehensive twenty-four hour Public Safety program for all segments of the campus community including University affiliates, visitors, facilities and equipment. The incumbent manages the provision of traditional and modern law enforcement services including maintenance of order and community policing and coordinates emergency public safety actions both on campus and under mutual aid agreements with other UC police departments statewide and neighboring law enforcement agencies.

The Police Captain may be called upon 24-hours a day to provide management for critical incidents including civil unrest, natural and man-made disasters, high-profile crimes or police activities, and any other significant departments operations. The Police Captain must be able to fulfill all the essential duties of a sworn peace officer and to perform the functional role of lower ranks, as required. The Police Captain is occasionally expected to attend off-site training and to provide mutual aid to other agencies or locations based on the needs of the department.

Required Qualifications
  • Employed as Police Lieutenant or higher, with at least four years of UCPD service, or equivalent, at that rank or currently employed as a Police Captain.
  • If employed outside of California, experience at the rank of Police Lieutenant or higher with certification equivalent to a California POST certificate and must qualify for a California POST certificate within one year of hiring.
  • Possess valid California POST Management Certificate or equivalent or able to obtain a California POST Management Certificate within 12 months of employment.
  • Must possess a Bachelor's degree or have equivalent experience.
  • Ability to effectively manage a complex organization with multiple priorities and limited resources.
  • Demonstrated ability to exercise sound judgment and take decisive action in critical situations.
  • Ability to use vehicles, computer systems, weapons, and other technologies and tools employed by police agencies.
  • Familiarity with budgeting and financial practices applicable to law enforcement in the University environment.
  • Thorough understanding of modern policing issues, philosophies, trends, laws, regulations and policies as applied within the University environment.

Salary & Benefits

Conviction History Background

This is a designated position requiring fingerprinting and a background check due to the nature of the job responsibilities. Berkeley does hire people with conviction histories and reviews information received in the context of the job responsibilities. The University reserves the right to make employment contingent upon successful completion of the background check.

This position has been identified as a Mandated Reporter required to report the observed or suspected abuse or neglect of children, dependent adults, or elders to designated law enforcement or social service agencies.
