Summary of Duties

The PTAC assist Ohio’s businesses seeking to compete for federal, state, and local government contracts. The program is part of a nationwide network of Procurement Technical Assistance Centers created by the U.S. Department of Defense. The Ohio Development Services Agency (DSA) hosts the PTAC which is supported by a number of community based organizations serving local businesses. The PTAC provides a variety of services that include bid preparation assistance, bid-matching services, military specifications, one-on-one training, product and procurement histories, help with information resources, and trade events where Ohio firms can meet government buyers. These services are provided at no cost to Ohio businesses.

Duties & Responsibilities

The Ohio PTAC at RSC is responsible for providing services to the following 13 counties: Allen, Defiance, Fulton, Hancock, Henry, Lucas, Ottawa, Paulding, Putnam, Sandusky, Van Wert, Williams and Wood. The PTAC coordinator is responsible for managing and achieving goals identified by the State of Ohio and RSC.

The part-time position provides services to assist clients in applying procurement opportunities within Lucas County and other Northwest Ohio counties, and for various certifications from the State of Ohio and the Federal government. The incumbent is responsible for educating clients on the regulations required in government contracting and will assist in preparing proposals, certification applications and all other documents associated with government procurement.

Major responsibilities include but are not limited to the following:

  • Assists the PTAC Program Coordinator with coordinating training and networking events for clients.
  • Interviewing clients and conducting client intake process as scheduled.
  • Conducting outreach activities to encourage participation in various certification programs for small businesses.
  • Meets with companies and the public virtually and/or in person regarding various federal, state and local contract compliance laws and procedures, cybersecurity, procurement programs and policies affecting those programs.
  • Reviews documents for government procurement and contracting opportunities.
  • Matches procurement opportunities to qualified clients and notifies clients of opportunities.
  • Performs outreach to entities in PTAC’s 13 county area and maintains a list of county contacts in order to receive updates on available contracting opportunities.
  • Attend regional and state conferences pertinent to the Ohio PTAC program.
  • Provides and facilitates free, in-depth individual business analysis and referral of clients to appropriate resources as needed.
  • Identifies and works with other private and public entities providing voluntary/free counseling services.
  • Ensures that counseling data is entered accurately and in a timely manner into the PTAssist management information system.
  • Promotes the PTAC and serves as an advocate for businesses interested in doing business with various government entities.
  • Develops internal and external resources to accomplish program objectives
  • Encourages businesses and business persons to provide volunteer consulting services and/or training.
  • Other duties as assigned.
  • Experience, Skills & Abilities

    Experience in a government acquisition environment, knowledge of and experience with procurement principles and processes preferred. Must be willing to travel to client counseling sites within aforementioned counties as needed.

    To perform this job successfully, an individual should have the following knowledge, skills and abilities:

  • Proficiency in the use of the Internet and software applications (Zoom, Microsoft Teams, Word, Excel, Power Point and Outlook).
  • Ability to learn and use PTAssist database.
  • Education & Certifications

    BA/BS in Business, Procurement or related military experience.
