Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Like its namesake, we are known for an innovative culture, dynamic environment, and future-mindedness. The entire campus community aspires to consistently fulfill the vision that Chaffey College “improves lives through education.” Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training. Under direction, the Dean, Counseling and Student Success and Support Programs, develops and maintains a vision, philosophy, priorities, operational plans, and accountability standards for the student services areas of counseling. Programs include, but are not limited to, EOPS, DPS, CARE, advisement, articulation, orientation counseling and follow-up.

Responsibilities

  • Develop and innovate holistic and intrusive student support service programs and activities that meet the needs of a diverse student population.
  • Serve as a member of the Student Services administrative team; providing leadership for student services, developing and maintaining effective programs, and complying with applicable federal, state, and local rules and regulations.
  • Coordinate work and supervise all aspects of the programs and services of the unit including, but not limited to, planning, budget development, curriculum review and development, program evaluation, grant application, and compliance.
  • Collaborate with instructional programs to create interventions that lead to increased retention, persistence, transfer, certificate and Associate Degree completion for a culturally and socioeconomic diverse student population.
  • Evaluate and infuse appropriate technologies in the delivery of Counseling and Student Success Services for students and staff.
  • Develop the class schedules for counseling courses and make faculty teaching assignments accordingly.
  • Interpret and implement college policies and procedures related to student services generally and Student Success Services specifically.
  • Develop and implement department goals, objectives, policies, and procedures.
  • Ensure programs and support services are regularly assessed for evidence of student learning and achievement, particularly in terms of student outcomes
  • Provide leadership, direction, coordination, and general supervision for the programs and services offered by the EOPS, DPS and CARE programs; coordinate and supervise the preparation of annual plans and required reports
  • Serve as the college's Student Success and Support Programs officer; coordinate and supervise the preparation and implementation of the college's plan, develop and monitor budgets and complete required reports.
  • Provide leadership for, and coordination of academic probation, excessive units, drops and withdrawal; the delivery of assessment and orientation services for all incoming students; and the delivery of matriculation services for non-credit students
  • Make recommendations for employment and retention of personnel. Assure compliance with district-negotiated agreements.
  • Prepare, submit, and manage all budgets in the area of responsibility, including categorical funds; research and approve expenditures for services, supplies, and equipment; monitor budgets, grant applications, and financial reports as required.
  • Foster an environment that embraces diversity, equity, inclusion, integrity, trust, and respect.
  • Assume leadership of, or serve on, college councils, committees, and task forces as required, and represent unit assigned and/or college at meetings of the community, other educational institutions, and agencies as required.

  • Qualifications
    MINIMUM QUALIFICATIONS

  • Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
  • Master's degree preferably with a postsecondary emphasis in Educational Counseling, Student Affairs, Student Personnel, Guidance Counseling, Student Development, Career Development, or a discipline related to Student Services.
  • Five years of increasingly responsible college-level experience; including two years of administrative and management responsibility.
  • Three (3) years of experience in a student service program.
  • Knowledge of:
  • Current issues and regulations related to student services and categorical programs reporting to the position.
  • Strategies to promote retention and student success.
  • Regulations pertaining to categorical programs.
  • Problem solving and conflict resolution in an academic environment.
  • District organizational structure, operations, programs, policies, procedures, philosophy, mission, goals and objectives.
  • Higher education in community colleges;
  • The mission and changing role of the community college in meeting the workforce needs of the community;
  • The issues and requirements of California Community Colleges;
  • The California Education Code, Title 5 and other state, federal, and local laws, regulations, restrictions and requirements as they apply to the community college;
  • Evaluation methods;
  • Budget preparation and management.
  • Principles and practices of effective administration, supervision and training.
  • Interpersonal skills, use of tact, patience and courtesy.
  • The history and culture of underrepresented groups and groups that have experienced discrimination.

  • DESIRABLE QUALIFICATIONS
  • Three (3) years of formal training or leadership experience related to the administrator's assignment.
  • Administrative experience at the community college level or equivalent.
  • Mediation and/or experience in cross cultural dispute resolution.

  • CONDITIONS OF EMPLOYMENT
    This is a 12-month, full-time management position, Level II, Range 32 of the Management Salary Schedule with starting salary of Step A, $12,130/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. Upon conditional job offer, applicant must provide the District proof of full COVID-19 vaccination.

    The Selection Process
