Responsible for oversight and effectiveness of the online learning management system, West Virginia Remote Online Collaborative Knowledge System (WVROCKS), used for online delivery of courses for student completion of Regents Bachelor of Arts degrees and Board of Governor’s Associate Degrees at all participating West Virginia higher education colleges and universities. This position serves the West Virginia Higher Education Policy Commission (Commission) and the West Virginia Council for Community and Technical College Education (Council). 

Classification: Full-time, Non-Classified, Exempt, Benefits-Eligible

Work Location: Charleston, Morgantown, or remote office in West Virginia

Duties and Responsibilities:

  • Oversee the WVROCKS portal administration and operations. Work with WVNET Business and Finance management to ensure timely institutional billing, collection of fees, and payment of instructors.
  • Coordinates academic and administrative WVROCKS activities across participating institutions. Liaise with Campus RBA/BOG Coordinators, Student Services, Registrars, Academic Affairs, and Business Offices.
  • Evaluate and render decisions regarding updates to the website, changes to public facing content, and overall design.
  • Coordinate course adoption at all participating institutions. 
  • Prepare and/or review reports and queries for actionable items (new student data, enrollment, attendance, midterm and final grade, retention, etc.). 
  • Ensure compliance with institutional academic calendars and maintains collaborative communications with all West Virginia public college and university program coordinators for the Regents Bachelor of Arts and Board of Governors degree program. 
  • Participate in pre-term activities and on-call support. 
  • Facilitate and implement curriculum revisions.
  • Responsible for hiring, annual performance reviews, discipline and/or termination of assigned staff. Manage adjunct faculty and administrative staff for WVROCKS. Make teaching assignments to adjunct faculty, determine course offerings, and assignment of non-teaching responsibilities to Instructional Designer, Information Specialist, and Program Assistant.
  • Facilitate WVROCKS weekly staff meetings and monthly RBA/BOG coordinators’ calls. 
  • Mediate student/faculty issues as they arise through consultation with their RBA/BOG campus advisor. 
  • Maintain documentation of student incompletes utilizing host campus forms. 
  • Oversee maintenance of historical institutional database in the WVROCKS content collection (master list of course offerings, two-year course schedule, pre-term enrollment reports and projections, etc.). 
  • Oversee maintenance of a database of faculty degrees, qualifications, and Quality Matters certifications.
  • Prospect and apply for grants and perform other duties as assigned.
  • Serve as Lead Quality Matters (QM) Coordinator for West Virginia
  • Oversee management of all QM training initiatives and related staff. Ensure contracts for instructors are processed accurately and timely.
  • Maintain professional development certifications through QM to maintain the role of statewide QM Coordinator listed with all subscriber universities.
  • Liaise between QM and state subscribers. 
  • Communicate with University/College partners (Provosts, CIOs, Deans) about QM certification program.
  • Determine QM training needs and add courses to meet demand.
  • Present QM State Overview at various conferences and workshops.
  • Oversee the scheduling of statewide QM courses.

 Minimum Requirements:

  • Master’s degree in education, business, administration, or technology required. Doctoral degree (Ph.D. or Ed.D.) preferred.
  • Five years relevant experience is required. Experience should include working in higher education (administrator or faculty), experience teaching with and/or administering a Learning Management System such as Blackboard Learn or D2L Brightspace. 
  • Quality Matters Certifications preferred (Note: As the Lead QM Coordinator for West Virginia, this position must have (or achieve within one year of hire) APPQMR, Coordinator Workshop and Peer Reviewer certifications)

  • Ability to lead and manage diverse and distributed teams; Experience creating effective teams and ensuring accountability of actions
  • Ability to plan and manage budgets and oversee financial transactions
  • Experience with curriculum development, academic management, and instructional design
  • Outstanding communication and interpersonal skills, including a demonstrated ability to establish and nurture collaborative relationships with all constituents
  • Project management and change management skills with record of achieving results across a broad range of distance learning and educational services
  • Effective time management and ability to adhere to deadlines established by academic institutions
  • Commitment to fostering an inclusive environment
