SUPERINTENDENT-PRESIDENT PROFILE
The Superintendent/President is the chief executive officer of the Long Beach Community College District and the President of Long Beach City College. Under the direction of a five-member Board of Trustees and an additional student-elected representative, and following the District Board Policies and the California Education Code, the Superintendent/President is responsible for overseeing the entire College, including the planning and budgeting processes, academic programs, and student and administrative services. The Superintendent/President is responsible for ensuring Long Beach City College meets the educational needs of its students and the communities the college serves. The Superintendent/President represents the College to local business and industry, other educational institutions, federal, state, and local agencies and potential donors to the LBCC Foundation.
THE COLLEGE
Founded in 1927, Long Beach City College (LBCC) is a nationally recognized two-year community college that has proudly served its community including the cities of Long Beach, Lakewood, Signal Hill, and Avalon. The College has a long-standing history and memorable traditions of excellence in education, community volunteerism and philanthropy. Yet, there continues to be a need to balance history and tradition with innovation, flexibility, and nimbleness to move quickly to address the changing environment in which we live. Long Beach City College is well positioned to address the needs of the communities it serves as well as a global society that is changing demographically, economically, technologically, and environmentally, especially in a post pandemic world.   • LBCC employs approximately 1,900 full-time and part-time faculty and staff and helps nearly 36,000 students meet their educational and career goals. The College boasts a rich diversity in its student population and maintains the designation as a Hispanic Serving Institution (HSI). LBCC offers its students 333 degrees and certificates in various fields, 93 courses of study, approximately 1,423 courses, and 5,650 class sections per year. LBCC also offers 18 intercollegiate athletic programs for its student athletes and holds more national and state titles and bowl appearances than any other California Community College. LBCC has been selected by Cal-Hi Sports as the best community college athletics program in the nation twice.
    Long Beach City College prides itself on its history of innovative thinking and strategic teamwork to help ensure that the College, and most importantly, the students achieve their goals. Notable innovations include The Long Beach College Promise, a groundbreaking partnership with Long Beach Unified School District (K-12), California State University, Long Beach, and the City of Long Beach. This effort includes an extensive set of intersegmental reforms aimed at increasing college preparation, access, and completion. Within this effort, local high school graduates who immediately enroll in Long Beach City College are afforded free tuition for one year, and subsequent priority access to California State University, Long Beach. The College's Economic and Workforce Development Programs provide training for good jobs and assist local small businesses through the Southern California Regional Center for Goldman Sachs 10,000 Small Businesses and the Los Angeles Regional Small Business Development Center (SBDC) Network. Working with its education partners, the College is also focusing on developing Career Pathway Programs to provide a highly qualified workforce for rapidly developing industries such as advanced manufacturing.
    From academics to entrepreneurship and athletics, Long Beach City College students have achieved remarkable success. LBCC is well positioned to build on its strengths, with its new strategic plan, strong partnerships, and a recently approved $850 million bond measure to fund capital improvements.
    CHALLENGES AND OPPORTUNITIESLong Beach City College seeks a visionary, innovative, strategic, passionate, and experienced collaborative leader who will foster collaboration and advance the next stage of growth and achievement for the District while addressing the following challenges and opportunities:
    Strategic Plan and VisionHonor the completion of the Long Beach City College 2016-2022 Strategic Plan, while fostering an environment that builds trust, strengthens collaboration, and builds goodwill across all constituencies in developing the 2022-2028 Strategic Plan. Provide overall leadership to the College in maintaining continuous compliance with accreditation standards.
    Commitment to Student Success, Equity & InclusionFoster the College's ongoing commitment to student success, equity, and inclusiveness by leveraging current initiatives and identifying new initiatives to ensure District-wide engagement and commitment to students. Provide leadership in promoting social justice, anti-racism, trainings, and events which have had a demonstrated effect in changing the campus climate in these areas. Continue the work of creating a framework to take action that would support rooting out racism and inequity by developing policies and practices to address intended and unintended racial inequities that exist.
    Provide support for District efforts to recruit, hire and retain talented and diverse faculty, staff and administrators who reflect the District's service area, and provide them with the opportunity to achieve high standards of performance in order to succeed. Monitor the campus climate on race and equity and ensure progress in diversity in hiring that reflects the diversity of students we serve.
    Financial and Operational AccountabilityFaithfully undertake building projects and support implementation of the 2041 Facilities Master Plan that was derived from the long-term capital investment made by the citizens of Long Beach to grow and modernize the College's facilities when they approved the $850 million bond measure. Serve as a leader who will establish a campus culture of fiscal accountability and stewardship.Provide leadership and fiduciary oversight of the District's facilities bonds to assure accomplishment of the construction and modernization of buildings, technology enhancements, and other facility priorities particularly in a post-Covid19 return to campus.
    Economic Development and Community PartnershipsAddress the economic and workforce needs of the region by advancing the development of relevant credit and non-credit occupational programs, training for industry, and entrepreneurial initiatives to support small businesses and create jobs. Encourage grant initiatives to support workforce preparation and economic development for the region. Be committed to addressing educational issues and priorities by improving articulation among educational segments and joint ventures with business industry and community groups. Leverage opportunities for LBCC to serve as a leader in regional economic development by partnering with business and industry and other potential partners.

    • A leader who can provide leadership in organizational planning, human resource development, collective bargaining, curriculum and instruction, student support services, facilities planning.
    • A leader who will act effectively and creatively within the fiscal constraints and budget uncertainties associated with the evolving funding models of the Student-Centered Funding formula and the pandemic.


    Qualifications

    Minimum Qualifications
    1. A master's degree from an accredited college or university is required.
    2. Progressive senior level management experience.3. Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

    Desirable Qualifications
    1. An earned doctorate from an accredited college or university.
    2. Classroom teaching experience at a post-secondary institution.
    3. Experience at a post-secondary institution.
    4. Experience working with and supporting an elected board of trustees.
    5. Evidence of success working in a participatory governance environment.

  • Oct. 25 - Nov. 5, 2021 The committee conducts paper screenings of the applications and selects candidates for interviews. Using the District's Standard procedures, PPL and HR will prepare for the meeting with the Search Committee.
  • Nov. 16-19,2021 First-round interviews are performed by the Search Committee.
  • Nov. 30 - Dec. 3, 2021 Public forum open to discuss final candidates for Superintendent-President position.
  • Dec. 6 - 9, 2021 LBCCD Board of Trustees to interview final candidates.
  • Dec. 15, 2021 LBCCD Board of Trustees authorizes the Board President to enter into negotiations with the successful candidate for the position; Board of Trustees approves hiring contract with new Superintendent/President.
  • Jan. 1, 2022 Successful candidate assumes office as the new Superintendent/President.
