The Center for Security and Emerging Technology (CSET) is currently seeking Research Fellow candidates who are eager to contribute to our mission of providing nonpartisan analysis to the policy community by producing data-driven research at the intersection of national security and emerging technology.

As we continue to grow and expand our lines of research, we are especially interested in receiving applications from those who are well-positioned to explore one of the following areas:

  • Cyber/AI: Assess the potential of machine learning (ML) applications to support cyber operations, the failure modes of ML, and geostrategic competition at the intersection of cyber and ML. More information on the Cyber/AI Project Research Fellow position can be found here. (background in ML programming or cybersecurity highly desired*)

  • AI Standards & Testing: AI accidents, safety, standards, testing, evaluation, verification, and validation in order to learn when systems work well, fail, and how to predict and mitigate these failures; (technical skills required*)

  • China's science & technology ecosystem: Assess China's efforts to stimulate research and development, promote scientific progress, and drive technological innovation, as revealed by official Chinese policies and documents. Research involves analysis of budgets, investment patterns, patent trends, talent recruitment, and other potential indicators. (language skills highly desired*)

  • Supply chains for key national security technologies: Research the supply chains for national security relevant technologies such as cutting edge semiconductors to understand how the U.S. can maintain secure access to these technologies and identify policy options for the U.S. and its allies to preserve a generational lead over peer competitors. Assess the implications of, and recommend policy actions for, de-coupling and re-shoring.

  • U.S. national competitiveness in AI technology: Assess the state of technological innovation and competitiveness in the U.S. as an element of national power. Develop recommendations for R&D policy ,S&T strategy, and research security; including the use of investments, export controls and sanctions, trade rules, and antitrust approaches. Explore how the U.S. can leverage its strategic advantages (e.g., our extensive network of allies, our world-renown higher education system, and vibrant entrepreneurial system) to promote democratic values and principles in future technology development and applications.

  • Regional AI technology studies: Understand technological ecosystems in key regions of the world through assessment of the state of academic and commercial research, the nature of research collaborations, patterns in patenting, investment flows, trade patterns, and flows of expert talent in these regions. Identify potential win-win opportunities for U.S. engagement with nations in these regions.

  • U.S. national security applications of AI: Research how the U.S. government can make effective use of AI and other emerging technologies through examination of the technological state of development, feasibility and practicality, ethical principles, civil rights, privacy, and threat landscape. Develop policy recommendations on R&D investment strategies, high-value opportunities for applications, as well as assessments of potential risks and mitigations.

Ideal Candidates:

CSET Research Fellows apply their varied experience and expertise to challenging policy questions at the intersection of national security and emerging technology. Comfortable working with empirical data and evidence to support policy recommendations, Research Fellows are expected to lead research projects, brief policymakers, participate in public events, and manage and mentor CSET's Research Analysts, Research Assistants, and student affiliates. They are also expected to work closely with CSET's data scientists to conduct empirical analyses. Generally, Research Fellows are less than 10 years out of graduate school (MA, PhD or JD) programs and are encouraged to enter public service at the conclusion of their fellowship.


  • Developing, proposing, and leading research projects related to the Center's mission, both individually and in collaboration with other Research Fellows, Staff Researchers, Research Analysts, Data Scientists, and Center leadership

  • Producing written publications, both individually and as a coauthor

  • Supervising and mentoring Research Analysts, Research Assistants, and student affiliates

  • Developing and delivering presentations and briefs for policy-making audiences on topics related to emerging technologies and selected lines of research Collaborating with Data Scientists and translators to exploit CSET data holdings as relevant to Lines of Research

  • Monitoring trends and developments in emerging technologies, and national security policy

  • Contributing to CSET's organizational development, including contributing to internal working groups, seminars, and discussions; and supporting and mentoring colleagues

  • Graduate (Master’s, JD, PhD) degree in relevant field

  • At least 3 years of progressive experience in research and policy analysis, including familiarity with interpreting and visualizing data

  • Ability to conduct research, write, and manage others with limited need for supervision

  • Excellent oral and written communication skills

  • Excellent problem-solving and critical thinking skills

  • Curiosity and enthusiasm

  • Collaborative attitude; demonstrated ability to work in teams

  • Project or team management experience

  • Proficiency with office productivity tools like Google Docs and Microsoft Office

  • *Technical skills required: In addition to the requirements listed above, those interested in exploring technical lines of research are also required to have:

    • Technical abilities in one or more of the following: AI/ML methodologies, vulnerability discovery, or intrusion detection

    • Ability to digest AI/ML research literature to identify policy relevant insights

    • Coding proficiency in a common machine learning language such as Python

This position is based in the United States and offers no relocation assistance. This position is not eligible for a specialty-occupation sponsorship and, accordingly, this position requires that all applicants be legally eligible to work in the United States without sponsorship from Georgetown University.

In general, CSET Research Fellows earn between $75,000 and $125,000 annually, commensurate with experience.
