Overview

The Director, Enterprise Applications will oversee the operation and strategic planning of the applications department and ensures its enterprise applications and distinct software packages align with the business objectives.

The position's principle goals include:

Leadership in the design, definition and widely use of the applications that support the distinct business units, enhance the effectiveness of the ERP and supported applications.

Develop and maintain the university’s enterprise applications to maintain a high level of functionality, performance, quality, security, interoperability and availability.

Oversight of SLDC activities, maintenance, vendor management, talent management and budget management.

Plan, coordinate, and direct all activities related to the development and management of applications that enhance business operations, and associated back-office systems – includes business needs analysis, assessment and ROI development, project planning,

Responsible for supporting and assisting in the integration of existing and new applications.

Work closely with decision makers (academic and administrative) for the purpose to identify, recommend, develop, implement, and support cost-effective technology solutions.

Oversee the applications department personnel (15 – 20 FTE’s) and is a key participant in the development of the IT Strategic Plan.

Alignment of the resources to meet the institutions goals

Responsibilities

Maintain production Enterprise and Business Applications in good working order with high availability and performance. Activities include:

Define, collect and analyze metrics to measure system health and performance;

Perform root cause analyses of recurring issues in order to raise availability and performance;

Plan and implement preventive maintenance and upgrades with minimal system outage;

Measure usage and plan scaling/redundancy as necessary;

Communicate and negotiate planned outages to minimize user impact;

Triage support for end user reported issues;

Define and implement standards for enterprise application change management including upgrades, new features, and recovery;

Develop, implement and test business continuity and disaster recovery provisions and plans.

Design and Develop additional enterprise functionality to support university needs. Activities include:

Collect, assess and evaluate requests for functionality; prepare ROI based business case and present to IT governance;

Design solutions which provide agreed functionality in a maintainable and supportable manner;

Manage implementation of solutions by internal or external resources to ensure high quality, on time, on budget deployments;

Develop, implement and test contingency planning and disaster recovery procedures and facilities for enterprise applications;

Ensure systems compliance with federal, state and local laws and regulations.

Maintain data privacy and security within enterprise systems. Activities include:

Define and enforce policies and processes to control access, transfer and use of data originating in or imported into any enterprise system;

Maintain data security audit procedures to identify inappropriate or unauthorized access, use or transfer, intrusion, or intrusion attempts and take steps to correct and prevent future occurrences;

Address and any data security and privacy findings from external audits.

Develop staff. Assure implementation of the goals and objectives of the Enterprise Applications group through effective management of employees. Activities include:

Articulate clear goals and standards for each role in the team;

Attract, hire and retain appropriately skilled team members;

Oversee activities of team to ensure high productivity, quality and service;

Manage performance issues promptly and professionally to maintain quality and productivity standards;

Provide career development guidance and resources for each role/team member.

Prepare and manage plans and budget for enterprise solutions, development and operations. Activities include:

Prepare annual budget and operating plans for Enterprise Applications team;

Manage expenses related to Enterprise Applications team, including approving expenses, recording accurately and tracking and reporting budget variances;

Maintain 3 year plan for Enterprise Applications group, including reviewing new technology, usage trends, opportunities for improvement and environmental developments and defining new or changed activity related to observed or anticipated needs.

Qualifications

A Bachelor’s degree or higher in an IT related field is preferred, however demonstration of sufficient equivalent experience in enterprise systems engineering and management is acceptable in lieu of formal education.

A minimum of ten (10) years’ experience as an information technology professional. Seven (7) years’ material experience supporting enterprise applications. Experience with PeopleSoft Systems is strongly preferred. Seven (7) years of direct supervisory experience is required. Leadership experience in a higher education environment is strongly preferred

Technical Qualifications or Specialized Certification:

Knowledge of SDLC management concepts used to plan, develop, implement, operate, and maintain enterprise applications.

Knowledge of the principles and methods for installing, integrating, and optimizing enterprise application components.

Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and workflow requirements.

Knowledge of the principles of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.

Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance;

Knowledge of the principles and methods of quality assurance and risk management.

In depth knowledge of Oracle PeopleSoft Enterprise applications; PeopleSoft Enterprise 9 Human Capital Management, Human Resources Certified Expert or PeopleSoft Enterprise 9 Financial Management, General Ledger Certified Expert certification is highly desirable.
