Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.Job Duties :
Networking Services is comprised of various primary support areas including: Network Architect, Network Analysis, Unified Communications, Network Infrastructure and Network Engineering.
These five distinctly structured teams deliver university networking services, asset management control and loss prevention for mission critical network services and enterprise voice communications as well as provide consulting and troubleshooting support for faculty, staff, and medical clinics at East Carolina University. The services provided by the Network Services team include but are not limited to providing support for enterprise-level, mission-critical services, and technologies such as DHCP, DNS, VPN, Firewall, ACL, VoIP phone services, voice mail, call center solutions, network management, unified communication resources, cloud storage, email security, and as well as ensuring complete and accurate accounting and reporting for assets.
Network Engineering and Support team’s primary purpose is the design, installation, maintenance, and automation of various network services, including enterprise-level network systems or services that are part of, affect or influence the enterprise network infrastructure. This team works with the Network Architect and Network Analysis teams in developing the overall network design and will engage them for consultation services on major network issues and design changes that significantly impact or influence network performance.
The main responsibilities of this position include supervision of the Network Engineering and Support team by providing direction on the day-to-day planning and organizing of team members’ work and evaluations. This position functions in a high-level, in-depth technical capacity in the following core areas of responsibility but not limited to IP routing, switching, wireless, and associated security, monitoring and reporting systems. This position will provide expert level support in assisting team members as well as other support teams and university users with resolving complex wired and wireless network problems. This position will utilize their advanced technical knowledge to assist others in the resolution of service incidents and service requests and will focus on change, release, configuration, problem, and incident management processes as they relate to network services. The employee must demonstrate the ability to quickly assess faults and take corrective action in a mission critical environment. The position also requires the ability to fully integrate multiple networking technologies into an enterprise class networking environment with the proven ability to work under pressure. Disaster Recovery planning, testing, implementation, and documentation; and other administrative functions as required. This position is responsible for forming and maintaining strategic technology contacts and partnerships with university departments, key technology suppliers, vendors, and contractors. This position is responsible for the planning, cost containment, configuration, optimization, maintenance, security, and implementation of current and emerging technologies. This position will be responsible for attending provisioning meetings to gather customer requirements, installing configurations into test and production environments, and obtaining final customer acceptance. Consults with senior level decision-makers, on an on-going basis, to develop long-range strategic alternatives.Minimum Education/Experience :
Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.
Duties require On-Call responsibilities.
Network Installation, Configuration, and Maintenance:
Functions in a high-level technical resource capacity concentrating in the primary systems in which they are responsible for which may include but is not limited to: Installation, configuration, and maintenance of networking related equipment, such as Ethernet switches, routers, wireless controllers, access points, power over Ethernet, and uninterruptible power sources, or services that affect or influence the enterprise network infrastructure.
This individual oversees and/or investigates and develops solutions to improve network performance and maintaining high availability of the university wired and wireless networks. This includes installing, configuring, monitoring, and maintaining a variety of networking products and associated components, and providing technical support on network-related issues. Work performed but not limited to installing supported levels/releases of vendor supplied software and supported products; minimizing network unavailability to the end-user while maximizing available resources: providing a platform that is conducive to future technical enhancements; troubleshooting complex issues pertaining to systems; identifying conditions that impede optimum system performance; establishing security guidelines; setting access permissions: using all available resources to protect environment from potential security threats. Develop, propose, and implement solutions to increase system performance and effectiveness. Work includes developing long-range projections based on determinations of hardware capacity and software developments to meet applications needs of clients, researching potential software or utility products with advances or innovative changes in technology that may benefit users. Designing installing and maintaining wired and wireless networks to ensure that the university enterprise network is functioning efficiently. This involves programming communication networks and providing technical support and training for employees or customers who use these systems. This position provides expert level technical support guidance and leadership for their team and regularly interfaces with Network Architect, Network Infrastructure, Network Analysis and Voice Services staff, as well as participates with strategic academic, administrative and medical IT administrators as a team to determine long-range goals and actively participate in the strategic planning process.
Supervision, Planning and Organizing:
Provides supervision and leadership in meeting both short and long-term goals for the Network Engineering team. Recruits, selects, develops, counsels, and evaluates employee performance, taking corrective action when needed, and ensuring adherence to state, ECU, and ITCS policies. Works with employees to develop, implement, and complete both interim and annual employee evaluations. Develops and implements career development plans for team members. Observes and assesses work performed by providing feedback and direction for planning and organization of the work of the Network Engineering team members and vendor resources. Oversees time management of employees and scheduling of on-call responsibilities, providing 24/7 coverage to the University. Maintains and updates a support matrix for managing and forecasting appropriate staffing levels. Ensures compliance with ECU policies and procedures.
Network Monitoring, Management, Troubleshooting and Support:
Analyzes network behavior and problems on an enterprise-wide data network. Resolves issues with limited precedent and /or with no established remedy process by developing and/or identifying custom solution for exceptional problems. Performs network management including managing security issues such as patches. Serves as a subject matter expert, conveying an understanding the underlying issues related to enterprise network and application connectivity problems to mentor other networking personnel to take action to prevent future occurrences. Diagnose and resolve upper-level network protocol problems involving a variety of network applications, and operating systems. Demonstrate the ability to resolve non-routine problems. Assist the various ITCS teams and others with resolving general network associated problems as needed. Provide management with reports of system resource utilization. Develops systems for monitoring of network resources to forecast trends in utilization and growth to ensure that adequate resources are purchased and in place in a proactive manner. Prepare network and operations documentation for distribution/use within ITCS, as well as individual end-users and departments.
Documentation, Professional Development and Administration:
This position has substantial knowledge in developing, documenting, and maintaining processes, procedures, and standards. This position is responsible for network related documentation for distribution/use within ITCS, as well as individual end-users and departments. Delivery methods will include web pages, documents, and formal and informal training sessions. Documenting recurring activities so that when the person in the position is not available, essential duties can be performed by another team member. Documentation must be precise and detailed to allow other team members to implement the procedures in the absence of the primary team member. Investigates and maintains in depth technical knowledge of current and future products and services by reading trade publications, meeting with vendors about road maps for future products, optimizing current product utilization with vendor technical staff and seeks opportunities for professional growth. Seek out and
participate in professional development activities designed to enhance employee skills including a continuing awareness of current state-of-the-art technology. Identifies needed knowledge, seeks out and applies that knowledge to changing client and campus needs. Assist Manager with administrative duties and miscellaneous functions including the routing of problems to the appropriate technical support level. Assists Manager in developing short and long-term plans for enterprise network related needs.
Project management is a major responsibility for this position. This person regularly meets with their manager to confirm progress on projects that impact ITCS and University objectives. Also, provides project status reports to senior level management throughout the year. This position develops and manages highly complex project plans that require directing the work of the team and vendor assets
with some authority on actions and decisions. This position is responsible for consulting with clients and other technicians providing quotes and recommending for various infrastructure equipment and installation services for critical university projects and operating problems. Demonstrate ability to manage projects that have high complexity and large in scope, often involving multifaceted changes to the environment or design and implementing new technologies. Projects may require detailed planning with other teams throughout the organization or supporting vendors for technical support and recommendations. Demonstrate the ability for maintaining accurate project documentation, project priorities, providing status updates and ensuring projects are completed according to schedule. Develop goals and objectives and proactively research and identify methods to attain them. Function as a project team leader for projects of high complexity, and at times perform as a
project team member for other complex projects of different functional teams. Assist management with developing project budgets. Utilization of project management software and methodologies are required to manage projects.
New Technology Exploration:
Researches, evaluates, and implements new technologies. Identifies and develops enterprise guidelines for implementation of new network-based products and services. Communicate with others, including but not limited to vendors and other support personnel, in developing solutions that will offer efficiencies and enhancements for an evolving enterprise network infrastructure.
Disaster Recovery/Business Continuity (DR/BC):
Lead the DR/BC planning, implementation, documentation and testing of all network engineering systems. Develops goals and actions in the implementation of DR/BC processes. Reviews the DR/BC processes with their Manager on a quarterly basis. Oversees the required disaster recovery testing on an annual basis to ensure testing is performed effectively and appropriate documentation is submitted on a timely basis.

A technology-related degree with an emphasis on networking is preferred. The desired candidate should possess a strong foundation and have considerable knowledge of the principles, protocols, and practices of complex network concepts including but not limited to: host to host communications, IP routing, switching, wireless technologies, firewalls and VPNs. Hands-on network engineering experience with Cisco infrastructure is preferred. Knowledge and experience working with the TCP/IP protocol suite. In addition, possess knowledge and experience withSpecial Instructions to Applicant :
fiber optics, Ethernet, switching, wireless protocols, network analyzers, Power over Ethernet (PoE), IT construction standards, network management solutions, power management and network troubleshooting. CCNA and/or CCNP certifications completed or renewed within the last 5 years.
