Job Description:

The Associate Vice President of Human Resources Management (AVPHR) reports to the President and is charged with the management of a comprehensive college-wide human resources program that enhances the working environment for all employees and student workers. The position is instrumental in leading activities whose goal is to advocate for and support employee satisfaction and morale, resulting in high level performance and engagement.

The AVPHR provides executive leadership and oversight of the DCC and DCC Association Human Resources (HR) functions. The position provides expert consultation, assistance and direct administrative oversight of HR functions in the areas of wage and salary administration, employee benefits and retiree services, recruitment and employment, personnel data and analysis, professional development, labor relations, performance management, and personnel to payroll transactions. In contributing to the team effort, the position partners with other executive leaders in developing and implementing institutional initiatives to further student success and retention. The AVPHR collaborates with college staff and other offices in strategic and operational planning aimed at achieving SUNY, institutional, departmental and office goals and objectives. The position is charged with upholding the value of diversity within the DCC community and fostering equal opportunity and fair treatment for faculty and staff, positive labor relations and ethical standards training and administration.


  • Designs, develops, recommends, and implements strategies to support, improve and strengthen the Human Resources Management of the College.
  • Consults with all levels of faculty and staff to provide effective HR support, including interpretation and communication of policies and procedures.
  • Develops and updates personnel policies as required.
  • Maintains knowledge of industry trends and employment legislation and regulations to ensure compliance.
  • Advises senior administration in complying with labor laws and regulations as well as on policies, procedures and management issues related to their areas of responsibility as it pertains to human resources matters.
  • Serves as the lead administrator for negotiations and bargaining units for handling grievances, employee appeals related to working conditions and contract management; administers the CSEA negotiated agreement as it applies to Dutchess Community College employees;
  • Ensures compliance with all civil service laws and protocols; Acts as liaison between the College and the Dutchess County Department of Human Resources
  • Serve as chair of the College's three labor management committees.
  • Interacts regularly with all levels of faculty and staff to establish an understanding of their roles and responsibilities, to determine their HR support needs, and to communicate HR's services.
  • Manages all aspects of multiple employee benefit programs, including, but not limited to, retirement, health insurance, dental insurance and LTD.
  • Provides oversight of the management of the human resources department staff and annual budget
  • Establishes Human Resources department goals, activities, objectives and policies, hires and supervises HR staff; aligns the staff competencies and talents, as well as the budget and activities of the department with institutional goals.
  • Advises senior administration on trends and / or sensitive employee matters that may occur; partners with administration to develop and implement timely and appropriate solutions.
  • Consults with supervisors and employees to manage complex and sensitive employee relations.
  • Advises supervisors on work performance matters, including problem resolution, progressive discipline and annual performance appraisals and career development opportunities to assist with retention and organizational design.
  • Oversees and tracks the performance appraisal program, ensuring appropriate and timely feedback and documentation.
  • Consults with managers and supervisors to provide support for recruitment, interviewing and selection of candidates, promoting diversity as a criterion for candidate consideration.
  • Ensures compliance with the SUNY Equal Employment Opportunity Program Plan and related personnel policies; complying with State Law and SUNY in the proper authorization and approval of all professional and SUNY titles.
  • Serves as Title IX Coordinator, 504 compliance officer, and records access officer.
  • Maintains the official record and database of accurate employee personnel records both computerized and in hard copy.
  • Maintains confidentiality in all dealings and with all records; serves as the College's compliance officer regarding HIPAA
  • Participates in departmental, divisional, and institutional assessment activities as required;
  • Assume other responsibilities as assigned by the President.
  • Acts as the EEO Officer of the College and is the Title IX investigator for employees.


  • MBA or other Master's degree in Personnel, Human Resources Management or related fields.
  • At least ten years of experience working in a human resource setting or equivalent organizational structure in a high level leadership role.
  • Experience in a higher educational setting with progressively increasing responsibility preferred, at least seven years of supervisory experience with staff.
  • Broad knowledge and experience in labor relations, employment law, compensation, organizational planning, organization development, employee relations, safety, training and professional development desired.
  • Experience in the administration of benefits and compensation programs and other Human Resources programs.
  • Ability to effectively lead and manage a staff of HR professionals and support staff.
  • Excellent oral and written communication skills. Excellent presentation skills and ease in speaking before large and small groups. Demonstrated ability to interact and communicate effectively with all constituent groups, i.e. students, faculty, staff and local and state community, federal and state officials.
  • Experience with writing and maintaining personnel policies and procedures.
  • Thorough knowledge and experience with implementing federal, state and institutional human resources practices, laws and compliance regulations as well as regulatory familiarity and knowledge.
  • Ability to lead employee outreach initiatives as it relates to employing strategies that impact recruitment, enrollment and retention of employees.
  • Demonstrated commitment to excellent service, with a track record of creative problem solving, team building, process redesign and innovation to meet the needs of employees, students, and the campus community.
  • Experience in a union setting is a plus.

Working at Dutchess Community College 

Dutchess Community College has been in Dutchess County for more than 50 years. We have the reputation of being the best community college in the state for academic excellence and the success of our graduates. Students who transfer to a four-year school after Dutchess do better and graduate at a higher rate than students who transfer from other colleges. Plus, we currently have the lowest tuition of any college or university in the state.

Our main campus is in Poughkeepsie, with a major extension site in Wappingers Falls. Students can also take DCC classes at high schools throughout the county.

We offer associate degrees and certificates in more than 60 program areas. Some of these programs are occupationally-oriented, designed to provide the skills students need to enter the job market immediately upon graduation. Other programs are designed to provide the first two years' of study toward a bachelor’s degree at a four-year college or university. The certificate programs provide a condensed program in a particular field of study and usually can be completed in one or two semesters of study.

There are three different types of degrees from which students can choose:

The Associate in Arts Degree (A.A.) is used primarily for transfer programs that lead to the bachelor of arts degree at a four-year college or university. It may be used for general liberal arts programs.

The Associate in Science Degree (A.S.) may be used for certain occupationally-oriented studies, but is primarily designed to serve science or professionally-related programs that lead to transfer to a bachelor of science degree at a four-year college or university.

The Associate in Applied Science Degree (A.A.S.) is structured as an occupationally-oriented degree. However, it may be appropriate as a transfer degree to certain types of specialized baccalaureate program such as the bachelor's of technology.
