Under direction, the position organizes, develops, and implements District-wide programs in the area of environmental health and safety. The position is responsible for ensuring employee safety, reducing the potential of injury, illness prevention, and facilities compliance. The position ensures compliance to standards and regulations required by the Americans with Disabilities Act (ADA), the California Occupational Safety and Health Administration (Cal/OSHA), the Southern California Air Quality Management District (SCAQMD), and the California Environmental Protection Agency (Cal/EPA). The position is also responsible for developing and coordinating a process for the removal of hazardous materials generated by faculty and staff.

Work Schedule: Monday through Friday 7:00 a.m. - 3:30 p.m.

1 Investigates health and environmental complaints and problems related, but not limited to, heat stress, noise, vibration, fumes, toxic chemicals, lighting, ventilation, asbestos, and lead to ensure compliance with safety standards and local, state, and federal regulations. (E)
2 Investigates and analyzes the cause(s) of workplace accidents, and other incidents, to help establish safety procedures and prevent future incidents. (E)
3 Analyzes work environments to recommend the development of processes and procedures to correct industrial hygiene and occupational health hazards. (E)
4 Prepares reports detailing findings. (E)
5 Inspects workplace environments, equipment, and materials to ensure compliance with safety standards and government regulations. (E)
6 Recommends methods to reduce the risk of activities that pose a threat to the health or safety of workers. (E)
7 Develops methods to assess the industrial hygiene and environmental health conditions of District facilities to determine if employees, students, and the community may be exposed to unhealthful conditions. (E)
8 Collects hazardous waste and coordinates disposal with outside vendors. (E)
9 Conducts inventory of hazardous materials, or hazardous waste, to ensure that materials are handled and stored appropriately. (E)
10 Inspects District locations to ensure the presence of fire prevention equipment, safety equipment, and first aid supplies. (E)
11 Conducts all required tests/inspections and servicing of fire extinguishers, automated external defibrillators (AEDs), fire life safety systems, and emergency equipment; reports deficiencies. (E)
12 Conducts trainings related to workplace safety. (E)
13 Reviews emergency response plans and recommends updates as necessary. (E)
14 Files documents.
15 Schedules safety trainings for employees.
16 Tracks the inventory or personnel protective equipment (PPE) to ensure adequate levels of supplies.
17 Monitors the use of safety equipment.
18 Performs related duties as assigned.


QUALIFICATIONS- Required qualifications to effectively perform the job.

MINIMUM QUALIFICATIONS
1 An Associate's Degree, or higher, in environmental science or a related field such as business administration, or public administration.
2 Three (3) years of experience working in environmental health and safety, or in a related field such as public works or code compliance.

REQUIRED CERTIFICATIONS:
1 Valid Class C Driver's License
2 Hazardous Waste Operations and Emergency Response (HAZWOPER) Certificate
3 Certified Environmental Specialist Certificate

PLEASE NOTE
If an incumbent does not possess the required certifications, the incumbent must obtain both certification within 6 months of hire date.

SKILL TO:
1 Use sampling equipment and direct reading instruments to perform field tests
2 Apply knowledge of state and federal regulations governing environmental health to ensure that the District complies with topics such as, but not limited to, asbestos, mold, clean air, pesticides, chemicals, and hazardous substances.
3 Apply knowledge of state and federal regulations governing occupational health and safety to ensure safe and healthful working conditions for employees, students, and the community.
4 Apply knowledge of SCAQMD guidelines, standards, and best practices to analyze air quality and ensure that employees are working within safe environmental conditions.
5 Use general office software and equipment to develop reports, aggregate data, and communicate with District staff.

ABILITY TO:
1 Effectively implement safety policies and procedures.
2 Maintain a valid Class C Driver's License and any required certifications.
3 Respond quickly and effectively to emergencies.
4 Effectively conduct accident and injury investigations to identify root causes and eliminate potential hazards.
5 Attends required training programs and maintains appropriate records.
6 Maintain up-to-date on regulations governing environmental topics and occupational health and safety.
7 Effectively conduct building tours and compliance inspections.
8 Coordinates, schedules, and attends meetings and facilitates follow-up.
9 Communicates effectively, orally, and in writing.
10 Develop and maintain effective working relationships with Distract staff and vendors.

PHYSICAL ABILITIES AND WORK ENVIRONMENT

PHYSICAL REQUIREMENTS

The position will continuously (5.6 hours - 8 hours) exhibit the ability to communicate with District staff and various stakeholders.

The position will frequently (2.6 hours - 5.5 hours) exhibit the ability to sit and use fine manipulation to operate a computer, develop reports, and take notes.

The position will occasionally (31 minutes - 2.5 hours) be required to exhibit the ability to stand, walk, use sight and colored sight to investigate health and environmental complaints, workplace accidents, inspect work environments, conduct hazardous waste inventory, and inspect emergency equipment and systems.

The position will seldom (30 minutes or less) be required to drive to satellite locations, climb ladders, stoop, squat, kneel, reach above and below shoulder level to conduct safety inspections.

WORK ENVIRONMENT

The position will continuously (5.6 hours - 8 hours) work in an indoor environment with moderate temperature and come into contact with customers, end users, and the general public. The position occasionally (31 minutes - 2.5 hours) works in an outdoor environment exposed to moderate weather. The position seldom (31 minutes or less) works around biological hazards, chemical hazards, and high heights.
