Full-time, Exempt, Market Range 10

The University of Tennessee, College of Veterinary Medicine, invites applications for the position of Laboratory Animal Facilities Manager.  The Laboratory Animal Facility (LAF) consists of multiple animal housing units, including conventional housing areas with discrete BL2 facilities, a necropsy area, biomedical waste disposal, and experimental animal procedure and medical treatment facilities. LAF supports the operation, management, research, and training of the students, interns, residents, and other personnel. The primary purpose of this position is to manage LAF staff and facilities, including personnel management, safety and animal health and welfare compliance, fiscal management, and facility oversight.  The LAF Manager reports to the Building Veterinarian in the Office for Laboratory Animal Care.

Typical Responsibilities:

Provides supervision and day-to-day work direction for non-exempt staff. Hires and trains staff, creates work schedules, approves time sheets, provides disciplinary action as necessary, conducts annual reviews, provides guidance on workers compensation and Family Medical Leave, and advocates for staff development through promotions and career ladder advancement. 

Upholds UT fiscal responsibilities with regard to purchasing and contracts. Requests University and Departmental contracts for bid or sole source. Provides invoicing of per diem for animal housing recovery.  Reconciles procurement card.  Oversees supply inventory and purchasing. Meets with vendors to scope out better products/services/pricing and works with OLAC to secure.

Works with the Building Veterinarian and others in Office of Laboratory Animal Care (OLAC), Institutional Care and Use Committee (IACUC), university facility managers/supervisors, other departments, principal investigators, and students both within the College of Veterinary Medicine and across the Knoxville campuses. Advises and refers investigators and staff to IACUC for proper guidance, conducts new investigator orientation of facility, grants access permissions, conducts pre-study consultations, and orders and tracks animals for principal investigators. Upholds safety regulations for Biosafety, Chemical, and Radiation safety.

Ensures compliance with regulations and guidelines as set forth by USDA, AAALAC, PHS, IACUC, and the University of Tennessee, as well as Federal, State, and local regulations.  Oversees welfare and husbandry as set forth in the Guide for the Care and Use of Laboratory Animals, USDA regulations, and AAALAC, IACUC and OLAC guidelines, and standard operating procedures. Performs health and compliance rounds frequently and on a regular basis, provides treatments as directed, administers preventive medicines, and quarantines new arrivals. Maintains animal inventory.  Maintains USDA animal records for three years after the animal leaves.  Tracks animal numbers and use per approved protocol. Tracks animal transfer requests, animal transportation, temperature and humidity, air flow, and individual animal records. Monitors inclement weather and other events that may require emergency/incident response and manage as needed to maintain animal care.

Ensures compliance with regulations regarding temperature, humidity, light, sound, air exchange rates, pressure relationships, space requirements, and cleaning intervals. Ensures equipment maintenance is completed for calibration, programmed maintenance, caging, cage washers, equipment, and transportation vehicles. Oversees structure and function of the building facilities. 

Determine if animal evacuation needs should occur due to physical plant issues and mobilize resources. Oversees transport of equipment/caging associated with research, teaching, or relocation of animals.



Qualifications
Minimum Qualifications:

Associate’s Degree in Animal Sciences, Veterinary Technology, or related field with four years of progressively responsible experience or an equivalent combination of education and experience working in a laboratory animal environment. 

Preferred Qualifications:

Bachelor’s Degree in Animal Sciences, Veterinary Technology, or related field. Formal HR training classes/modules. Three to five years working with multi-species in a research and teaching environment and maintaining facilities that fall under the purview of regulatory and accreditation agencies. Two years supervisory or management experience.
