Summary

Plans, organizes, and directs user support services within the Information Technology (IT) Services department. Researches, designs, and implements security controls and ensures information created, acquired, or maintained by the District and its authorized users is used in accordance with its intended purpose. Implements security tools to protect District and college information and its infrastructure from external or internal threats.

 

Distinguishing Career Features 

The Senior Director, Chief Cyber Security Officer is responsible for the information technology services that are critical to enabling, protecting, and controlling access to systems and protecting District data. The position develops, installs, and enforces security standards and policies at all levels and reviews contracts involving data exchange to ensure standards are met. The Senior Director participates in establishing operational plans and initiatives to meet department goals and objectives and implements departmental plans, work programs, processes, procedures and policies required to achieve overall department performance results.

 

Essential Duties and Responsibilities

Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:

1. Plans, develops, implements, and manages the District’s information security management system to protect the District’s information including security standards for networks, edge devices, and software applications.

2. Advocates for the District’s total information security needs. Develops, recommends, and leads implementation of comprehensive information security strategies. Advises senior District leadership on security direction and appropriate resource investments.

3. Coordinates and oversees information security governance and develops the appropriate policies for managing security risk.

4. Manages, trains, and schedules IT support staff responsible for addressing inquiries from staff and faculty. Provides work guidance to technicians ensuring that telephone and faceto-face coverage corresponds to anticipated call volume.

5. Establishes standards for staff and monitors, coaches, and evaluates the performance of staff to departmental requirements and personal development targets.

6. Provides leadership and works with staff to develop and maintain a high performance, centralized, and responsive user support service for staff.

7. Participates in developing and implementing of technology strategic and business plans, goals, and objectives. Directs and participates with staff in developing and applying new processes and technologies contributing to efficiency, productivity, and customer service.

8. Directs user support activities and serves as the liaison between end-user and technicians. Monitors end-user support requests and trends and recommends or anticipates staffing and support to maintain a high level of customer service.

9. Oversees the work of consultants and system architects and participates in the conceptual and detail design of District technology standards, processes, and best practices.

10. Serves as a project manager for large scale, enterprise-wide technology projects. Reviews and approves scope of work, deliverables, project plans, milestones, and deadlines. Monitors and reports on project progress.

11. Reviews, formulates, and disseminates network, system, data, and information security policies. Investigates data access violations, sources of data corruption, and applies the appropriate solutions.

1. The position requires specialized professional knowledge of network security tools and applications such as system event and incident management (SEIM), anti-SPAM applications, network vulnerability testing, anti-virus/anti-spyware applications and other network monitoring tools.

2. Requires specialized knowledge of business continuity and disaster recovery best practice as it relates to information security and information technology and of computer forensic techniques.

3. The position requires in-depth knowledge of personal computer workstations, remote software distribution, and data communications concepts, methods, and techniques.

4. Requires working knowledge of the features and characteristics of a variety of software such as, but not limited to, enterprise applications, word processing, spreadsheet, graphics, and help desk software.

5. Requires in-depth knowledge of the techniques and complexities associated with networks and the relationship and usage of various input and output components.

6. Must understand the procedures and techniques for troubleshooting and performing routine maintenance.

7. Requires well-developed writing skills to document and convey technical concepts in easy-to-learn formats.

8. Requires well-developed communication skills to conduct one-on-one instruction and technical assistance over the phone and in person on the use and application of common to advanced software and hardware.

 

Abilities

2. Requires the ability to coordinate and organize workload and workflow.

3. Must demonstrate the ability to organize, prioritize, and distribute work assignments.

6. Requires the ability to respond to and resolve user problems and requests on a timely basis.

7. Requires the ability to plan, design, organize, and implement a complete network security system with multiple servers and perform the full range of complex and technical duties described above.

8. Requires the ability to direct installation, configuration, and troubleshooting of equipment, systems and programs used by the District. 9. Requires the ability to develop and test programs and systems.

 

Physical Abilities

Education and Experience

This position requires a Bachelor’s degree from an accredited college or university in computer science or related field and six years of experience in networking, applications support, operating systems, and user support in enterprise resource planning environments. Or, any combination of education and experience which would provide the required equivalent qualifications for this position. A Master’s degree in cyber security, computer science, business administration, or computer information systems is preferred.

 

Licenses and Certificates

 May require a valid driver license. CISSP is required. Working Conditions Work is performed indoors where minimal safety considerations exist.
