Position Summary:

Governors The Budget Manager reports to the Director of Budget and Financial Planning and works with the Director to support the financial planning and management of the University. The Budget Manager is responsible for planning, development, and financial reporting services throughout the University. This role is responsible for the compilation, review, and examination of financial information for internal/external reporting requirements. The incumbent identifies financial challenges and makes recommendations to resolve financial effect. S/he provides expertise and guidance regarding policies and procedures interpretation. The Budget Manager is expected to build and collaborate relationships with stakeholders at all levels of the organization.


Essential Responsibilities 35% Administer budget process and conduct budget planning and development. Coordinate the planning and development of unit level budgets, providing guidance and analysis to increase the efficiency of the unit’s expenditures and meet established financial objectives. Manage the process of compilation of budget documents and forecasting analyses to develop fiscal budgets/plans. Assess budget performance to identify problems trends and/or operations influencing the department/unit. Collaborate with department/unit partners to determine variances and recommend actions to management to resolve/adjust budgets as appropriate, and providing alternatives. Design and implement procedures using best practices to maintain internal controls and compliance. 25% Develop reporting resources to review, analyze, and support budgetary needs. Create ad hoc reports to compare to and study alignment with strategic plan and quantified financial goals. Provide financial and administrative policy and procedure expertise. Provide timely reporting, analyses to support decision making. 20% Develop processes and workflows which provide ongoing oversight of financial operations to the University. Provide high quality, solution-oriented financial support and guidance to management throughout the organization. 20% Oversee the supervision of personnel including work allocation, training, development, implementation of internal policies and procedures, performance evaluation, and recommendation of personnel actions. Build positive relationships with staff, provide motivational support, and champion a work culture that challenges, respects and engages staff.

Starting Salary Range: $59,507.66 to $68,433.81.

(This is a non-unionized position. Salary starts at the base and is determined based on Education and Experience exceeding the minimum qualifications).

Minimum Qualifications:

REQUIRED: COLLEGE/UNIVERSITY TRANSCRIPTS, WHICH INCLUDES THE EARNED DEGREE AND CONFERRED DATE MUST BE ATTACHED FOR CONSIDERATION OF THIS POSITION (See “Special instructions to applicants” section below).

  1. Bachelor’s degree with a major in Accountancy, Business Administration, Finance, or Business Analytics.
  2. Three (3) years of professional experience in a supervisory or managerial capacity in the fields of accountancy, business administration, finance, or business analytics.

Preferred Qualifications:

  • Master’s degree in Accountancy, Business Administration or related field.
  • Three (3) to five (5) years of progressively professional experience in a supervisory or managerial capacity in the fields of accountancy, business administration, or related professional field.
  • Five (5) years of progressive work experience in higher education.
  • Supervisory and change management leadership experience.
  • Proficient in Microsoft Office suite with advanced Microsoft Excel skills.
