UMKC School of Law seeks to hire a Missouri Clean Slate (MOCS)/Clear My Record (CMR) Expungement Fellow to serve as an Attorney and Project Coordinator for its expungement efforts.
Having a criminal record has been characterized as the punishment that never ends. The persistence of criminal records often leads to poor health outcomes and poverty by creating roadblocks to educational, employment, housing, and other opportunities. This negatively affects not only those with criminal records, but their families and communities as well. In 2018, a new statute became effective in Missouri that was hailed as dramatically increasing the availability of expungement, but for people of low and moderate means, the reality has not conformed to the promise. UMKC School of Law has established an Expungement Clinic and has been awarded two grants to lead a statewide coalition to address this issue.
The Expungement Fellow will work with attorneys, faculty, and criminal and social justice advocates to make expungement of criminal records in Missouri more fair, effective, and accessible. There are two key aspects to this position: (1) serve as the Project Assistant/ Coordinator for the MOCS Coalition Initiative, and (2) assist the CMR Expungement Clinic Director in educating students, administering the Clinic, and representing individuals who cannot afford lawyers but need legal help in seeking expungement.
Specifically, responsibilities of the Fellow will include:
1) As Project Assistant and Coordinator for the MOCS Coalition,
a) assist in the organization, planning, and implementation of efforts to build a statewide coalition of stakeholders throughout Missouri in order to change the scope, availability, and reach of the expungement process;
b) working under the guidance of the Project Director/Facilitator, help to identify and engage relevant stakeholders in order to craft shared solutions and develop a strategic plan for the future of expungement in Missouri
c) staff MOCS Working Groups as needed;
d) conduct research and assist with programmatic aspects of the Project requiring legal skill and knowledge, including preparing drafts of policy white papers, reports and other materials;
e) other MOCS-related duties assigned by the Facilitator/Project Director, or Clear My Record team members
2) As Assistant to the Director of the CMR Expungement Clinic,
a) oversee administration of the Clinic, including client and case scheduling, monitoring and maintaining data and client files, tracking of cases, documenting client stories (redacted where necessary) to be used to advance policy reform, and related tasks;
b) assist in training students and monitoring their work, including background checks, eligibility determinations, recording client data, and use of expungement technology;
c) recruit and coordinate pro bono attorney volunteers, engage in educational and training activities, and assist the Clinic Director with oversight of students;
d) manage communications for the Clinic, including calls, texts, messages, and emails;
e) conduct and review research on changes and updates in expungement law in Missouri and elsewhere;
f) work with technology consultants and coders in the development of technologies to assist pro se litigants in seeking expungements and attorneys in serving low and moderate means expungement seekers;
g) with guidance from Clinic faculty, provide direct representation to expungement applicants, including advising, preparing and filing petitions, and appearing at hearings;
h) other expungement-related duties assigned by the Clinic Director.
- J.D. degree required.
- Passed the Missouri bar exam or taking the exam in July 2021
- Familiarity with Missouri expungement law and practice, coalition-building, and criminal justice policy reform
- Strong lawyering skills, including written and oral communication, research, problem solving, project management, relationship building, organizational ability, and dealing with ambiguity
- Experience with Microsoft Office, Google Suite, databases, website management, email, social media, and other platforms; comfortable with new technologies
- Prior experience with clinics, externships, law and technology, or pro bono work and a commitment to public service and access to justice
- Ability to both take initiative and work collaboratively
Full Time/Part Time
- This position is located in the UMKC School of Law and is a full-time, 12-month, unranked non-tenure track academic position.
- Position involves primarily in-person/onsite work, but may include remote/online work.

- Position will begin as soon as possible, but may start after the July bar exam.
- This is a one-year appointment. Renewal will be subject to performance and availability of grant funding. Currently, grant funding has been awarded for three years.
