General Description

Under the direction of the Dean, Human Resource Services, the Human Resource Technician will perform responsible and moderately complex technical and administrative duties in support of the District's Human Resource Department; participate in recruitment and selection activities; coordinate and maintain human resource data in the District's database system (BANNER) and perform related duties as assigned.

This full-time position is assigned to the Visalia campus. The hours of work are 7:45 a.m. – 4:45 p.m. Initial salary placement will be $69,914.College of the Sequoias Community College District serves a diverse community of learners and is a designated Hispanic Serving Institution. Job Duties

Duties of the Human Resource Technician include:

  • Performs duties related to the administration of the District’s recruitment and selection process for faculty and classified employees; assures compliance with Federal and State employment laws, rules and regulations.
  • Supports the recruitment/selection process by creating job announcements and ensuring their distribution, screening all applications for completeness and minimum qualifications, coordinating and overseeing the interview process and modifying applicant status following hiring committee selection; responds to applicant questions.
  • Coordinates and maintains the human resource data in the District’s database (Banner) by creating and maintaining the position control process; tests database updates; and analyzes needs and trains users. Acts as liaison between Human Resources and Information Technology Services.
  • Performs a variety of technical human resources duties involving new-hire processing, and provides pertinent information to employees and the public on these matters.
  • Reviews and processes personnel action change forms; updates and maintains the administrative, classified, and faculty salary tables annually. Interacts with and provides information to Payroll department; coordinates resolution of payroll irregularities with district and college /payroll staff.
  • Develops and maintains a variety of specialized reports and spreadsheets from the District’s database requiring data interpretation and manipulation.
  • Research information and provide technical input to the Dean, Human Resource Services on a variety of human resource related matters.
  • Maintains confidentiality of sensitive information regarding collective bargaining and other sensitive information.
  • Acts as back-up to the Human Resource Specialist and Human Resource Assistants when necessary.
  • Represents Human Resource Department on committees as requested.
  • Attends trainings, workshops, and job fairs
  • Utilizes the District’s integrated software in performing the required duties of the position.
  • Perform related duties as assigned.




  • Qualifications

    Any combination equivalent to:

    Bachelor’s degree in human resource management, business or public administration or related field or four years increasingly responsible experience in human resource management.
    Knowledge and Abilities

    Knowledge of:

  • Procedures, practices, methods and terminology used in human resources administration.
  • State and federal laws, codes and regulations concerning personnel administration.
  • Modern office practices, procedures and equipment, including computer use, data entry, report design.
  • Operation of a computer terminal and data entry techniques.
  • Oral and written communications skills.
  • Correct English usage, grammar, spelling, punctuation and vocabulary.
  • Research methods and report writing techniques.
  • Laws, rules and regulations related to assigned activities.
  • Applicable sections of State Education Code and other applicable laws.
  • District organization, operations, policies, and procedures.
  • Interpersonal skills using tact, patience and courtesy.
  • Ability to:

  • Perform a variety of technical duties related to the employment, recruitment and maintenance of personnel records.
  • Read, interpret, apply and explain rules, regulations, policies and procedures.
  • Develop and maintain confidential human resource records.
  • Communicate effectively both orally and in writing.
  • Establish and maintain effective working relationships with all levels of the campus community.
  • Maintain composure and professionalism in handling a high volume of work of a complex nature.
  • Compile and verify data and prepare reports.
  • Operate a variety of office equipment including a computer and related software applications.
  • Prioritize and schedule work.
  • Maintain current knowledge of program rules, regulations, requirements and restrictions.
  • Work independently.
  • Analyze situations accurately and adopt an effective course of action.
  • Plan and organize work.

    Organization

    College of the Sequoias is a two-year California community college offering educational and enrichment programs for the residents of its district in Tulare and Kings counties. The college was established in 1925 and moved to its current 62-acre main campus site in Visalia in 1940.

    In addition to the campus in Visalia, COS operates a full-service center in Hanford that is also home to the college's police and fire academies.

    COS also opened its Tulare College Center in January 2013. It is a full-service college center and the home of COS' agriculture program
