The mission of Georgetown University's Center for Global Health Practice and Impact (CGHPI) is to support and empower key actors in countries to drive, build, and own sustainable healthcare systems. CGHPI works with partners to respond to today's health challenges and bring quality services to scale while maximizing resources and achieving the greatest possible impact. Particular focus is to support countries to achieve the end of devastating epidemics including HIV and to build effective and resilient systems to respond rapidly to emerging threats.

To help support its mission, CGHPI is seeking a strategic and detail-oriented Director of Finance to lead and direct its growing financial portfolio.

The Director of Finance is responsible for the overall financial management of the institutional and research portfolio of CGHPI, closely analyses, organizes, and reports on the use of funds to ensure achievement of programmatic goals, financial fidelity, and long-term sustainability. They oversee the budget and financial data for CGHPI, which has an annual operating budget of approximately $35-40 million, which is comprised of a variety of revenue sources (including grant, contract, gift income, and other).

The Director of Finance works across CGHPI, at headquarters and in CGHPI country offices, to align financial priorities, develops policies and processes, ensure financial fidelity on externally funded awards, and provides day-to-day oversight of CGHPI's financial processes. Reporting to the CGHPI Executive Director, they work closely with the CGHPI Director, other center financial staff at headquarters and at country level, programmatic staff as it relates to field-based finance and accounting, and relevant university partners, in particular in the main campus and GUMC offices of financial affairs. Responsibilities include but are not limited to:

Institutional Financial Management; Budgetary Oversight, Projections, and Reporting
  • Manage CGHPI budget and projections across all funds and revenue sources; and serve as analytic leader responsible for analyzing, monitoring, and reporting on the financial health of the center across overall portfolio
  • Create and distribute reports to center leadership for the effective management of programs, projects, etc., using inputs from the Georgetown Management System (Workday-based), and other inputs as relevant
  • Identify opportunities for fiscal efficiencies
  • Develop, refine, and implement policies relevant to financial management at center and country levels (in collaboration with university partners)


Grant and Contract Financial Management
  • Provide financial oversight for pre- and post-award grant management
  • Provide oversight, and participation as needed, for budget and financial activities of business development
  • Oversee monthly and quarterly forecasting exercises with headquarters and country teams
  • Train and assist in-country personnel with relevant university and donor guidance on financial management and record-keeping, e.g., GU standard operating procedures, federal Uniform Guidance, etc.
  • Manage external financial reporting requirements (with university partners), e.g., monthly/quarterly expenditure reports, annual financial reports, etc.
  • Ensure financial fidelity and appropriate stewardship of institutional and programmatic funds, ensuring compliance to relevant donor, university, and other rules and guidelines
  • Ensure compliance with any funding agency financial reporting requirements and all project deadlines


Business Development
  • Oversee financial aspects of business development activities, including budget development, costing analysis, etc.
  • Work with headquarters and country teams on key inputs to business development proposals


Qualifications
  • Advanced degree such as MBA or other finance or accounting credentials
  • 10 years more experience with financial management, in both tactical and leadership roles Proficiency with financial management software, including QuickBooks
  • Ability to manage multiple projects simultaneously and meet time sensitive deadlines
  • Excellent written and oral communication skills
  • Grants management experience
  • Exceptional time management and job prioritization skills, as well as strong orientation to detail and deadlines
  • Ability to interpret and apply complex policies and procedures, develop innovative approaches. and adapt to changes in policies and technologies
  • Proficiency in Microsoft Excel
