Job Summary:

  • Eastern Washington University is currently seeking a Treasury Analyst*.This exempt position serves a key role in fulfilling the university’s responsibility for prudent fiscal management of liquid assets and long term debt to support all campus operations and projects. Reporting to the Controller, the position has primary responsibility for treasury functions including daily cash management and long term cash flow forecasting, investments, debt issuance research and planning, debt service, bond covenant compliance and continuing disclosures, and related financial accounting and reporting.
  • On top of salary, the University offers a comprehensive benefits package including health insurance, life and disability insurance and retirement. Required Qualifications:

  • Bachelor’s degree in finance, business, or related field.
  • Experience working in a treasury, investment accounting, or related financial environment.
  • High-level computer literacy including proficiency with Microsoft Office and other business tools.
  • Strong interpersonal skills to facilitate working in a collaborative team environment, working effectively and respectfully with staff and outside professionals from diverse backgrounds.
  • Ability work with and organize complex data and prepare reports in professional formats.
  • Experience presenting information and ideas clearly and effectively in writing, verbally, and graphically.
  • Ability and willingness to work autonomously to organize work tasks and projects and to establish priorities to meet deadlines and achieve high quality work outcomes.
  • Prior experience applying Generally Accepted Accounting Principles as it pertains to debt and investments, including footnote disclosures.

  • Experience with data visualization and/or data analytics software.
  • Experience working in a university treasury department that manages financial assets.

Cash Flow Management and Forecasting

Responsible for daily cash flow management and long term forecasting to support the cash and banking needs of the university. Tasks include:

Monitor local government investment pool and bank activity and balances. Initiate the movement of funds for the institution per parameters and prepare related accounting entries.

Initiate cash draws/wires from various funding sources. Process wires for payroll taxes and related vendor payments.

As it relates to the timing of cash flows, responsible for periodically reviewing and reporting on university receivables and debt collection, including default rates for student loans.

Prepare cash reconciliations and treasury investment management reports.

Using sophisticated business intelligence tools, responsible for performing long-term cash flow forecasting and analysis to support the cash and investment management needs of the university. Develop and maintain robust forecasting models to project university cash inflows and outflows for working capital needs and to analyze the investment time horizon of surplus cash. To understand the timing of major revenue streams and cash outflows, partner with other units for gathering data inputs across the institution.

Responsibility / Duty:

Debt Service Management, Planning and Analysis

Responsible for participating in the university planning process by teaming with the Controller, CFO, Budget Services, Facilities Construction & Planning, and other units during the budget planning cycle to analyze the impact of university operating initiatives and investments in capital facility improvements. Tasks include:

- Using sophisticated long range planning and forecasting software application tools, serve as an integrated resource for fiscal and capital project investment decisions.
- Bridge the budget planning process to financial statement outcomes by providing decision support analysis for management of the university’s financial resources.
- Prepare debt ratios, return on investment analyses, and pro forma projections with various cash flow assumptions and multi-tiered leveraging scenarios.
- Analyze debt terms, forecast and monitor debt levels and their financial impact, and support the preparation of preliminary and official statements for debt issuance.
- Responsible for initiating timely debt service and COP lease payments via wire transfer and preparing entries and related debt compliance reporting.
- Prepare amortization schedules to provide debt service forecasts for capital planning efforts and cash flow forecasting.
- Monitor debt-financed capital expenditures and assist in the preparation and filing of continuing post issuance disclosures (to ensure compliance with bond covenants) for distribution to bond holders (investors) and external rating agencies.
- Monitor investment returns on unspent debt proceeds for compliance with tax arbitrage.

Responsibility / Duty:

Investment Management, Accounting and Reporting

Responsible for managing operating and endowment investments within established asset allocation bands and for ensuring all monies are invested in accordance with state and university policies. Tasks include:

- Recommend and invest excess operating funds under direction of Controller and CFO.
- Initiate cash draws from and contributions for CGAs and Graduate Fellowships/Professorships per schedule and prepare entries.
- Evaluate different types of investments for future investing needs.
- Responsible for preparing investment accounting entries to record operating, endowment, and CGA interest earnings.
- Monitor, reconcile and report on investment management performance.
- Responsible for preparing cash and investment disclosures and other reports for review by external auditors and distribution to the Board of Trustees and the general public.

Responsibility / Duty:

Contractual Banking/Investment Services and Other Duties

Evaluate new banking products and services. Perform financial analysis in support of the university’s treasury related management decisions. Perform other duties and assist the Controller with special projects as assigned. Tasks may include:

- Assist with RFP preparation for investment management and/or banking services contracts.
- Develop relationships with internal clients and third-party vendors, including but not limited to banks, bond counsel, and investment management service providers.
- Provide banking software application training for other units within Business & Finance.
- Assist with the development and implementation of treasury policies and procedures.
- Prepare spreadsheets and presentations.
