Read CU Anschutz Quick Facts here. The University of Colorado, Colorado Center for Personalized Medicine (CCPM) has an opening for a Grants and Contracts Coordinator (GCC). Under the direction and guidance of the CCPM Director of Finance & Administrator, Division Administrator, this position will provide research and sponsored project expertise and resources to the faculty and research staff of the Division of Biomedical Informatics & Personalized Medicine (BIPM) and broader Center for Personalized Medicine. This position will work closely with the BIPM faculty and staff, the Office of Grants and Contracts (OGC), appropriate individuals within the University of Colorado system, clinical affiliates, and external funding agencies. The primary responsibilities will be in the areas of PreAward and PostAward of the extramural and intramural research programs within BIPM. These activities will include providing support in PreAward budgeting, progress reports, project close-outs, review of monthly charges for appropriateness, funding distributions and project activities to support the research mission of BIPM. The GCC has primary responsibilities to assist other research staff, Principal Investigators (PIs), and the DFA with the coordination/administration of research grants, contract, and procurement policies. Examples of Work Performed:
- Prepare application for sponsoring agency, including the budget and technical portions of the application and all appropriate assurances for UCD approval and submission to sponsoring agency.
- Prepare institutional forms and coordinate process for internal approval ("routing") of application. Include all sponsor specific application guidelines to facilitate the review process.
- Communicate with OGC if there is a question regarding the appropriate F&A cost rate, e.g., on- or off-campus rate.
- Coordinate with the PI(s) to obtain all appropriate approvals, e.g., all signatures required on the Approval of Application for Grant or Contract (Routing Form). Include in routing materials any additional forms and any special approvals for human subjects, lab animals, hazardous materials, biosafety agents, or cost share (refer to Fiscal Policy 4-05. Application/Proposal Approval Process on Sponsored Projects). At the time of submission, the proposal should be complete administratively and scientifically for the final review and signature.
- Communicate with OGC regarding deadlines which impact submission of materials requested by sponsoring agency.
- Review and interpret sponsor's submission requirements with faculty to ensure compliance with appropriate Federal, State, Board of Regents, OGC and university policies and regulations.
- Advise faculty on PreAward submission process and electronic applications including PDF conversions, bio sketches, enrollment tables, human subjects, and resource information.
- Understand the unique processes involved in the overall research effort and possess the ability to comprehend the needs of individual PIs and researchers.
- Review and edit sections of grant proposals as necessary, e.g., the budget justification and resources page.
- Create budgets; write budget justifications and supporting documentation for grant applications; and route proposals and contract agreements through OGC.
- On behalf of faculty researchers, serve as liaison to outside funding agencies.
- Draft subcontract agreements, review and edit language in accordance to OGC guidelines; and negotiate budgets with subcontractors on occasion.
- Ensure all proposed sub-awards, subcontracts and other forms of sub-agreements for assigned applications are properly documented through authorized parties.
- Provide guidance in the negotiation of grants, sub-awards and contracts; administer subsequent awards, amendments and so on when necessary.
- Work collaboratively with the research staff, the PIs, and the DFA to ensure an accurate, current, record keeping of all extramural research activities of faculty.
- Collaborate with OGC Accounting, subcontractors, and external agencies, regarding payment of invoices, requesting no-cost extensions, establishing subcontracts, and assisting with progress reports.
- Work with research staff to transfer grants and subcontracts from external entities for new faculty recruits.
- Other duties as assigned.
Qualifications
Minimum Qualifications:
- A bachelor’s degree in public health, public administration, social/behavioral sciences, physical sciences, nursing, healthcare, finance, accounting, business administration, business, or a directly related field from an accredited institution.Two years of experience with grants management Experience working in a higher education environment and with electronic grant routing systems.
- Experience with InfoEd grants management system
- Experience with FinPro financial reporting systems
- Experience with grants management at an academic medical institution
- Proficiency with various computer systems and software programs, including MS Office (Excel, Access, Word, Outlook, PowerPoint, and Publisher).
- Flexibility, e.g., ability to work with shifting priorities and deadline pressure; ability to work independently and as a team member with diverse faculty, staff, and student populations.
- Knowledge of the regulatory issues associated with the construction and submission of federal and private foundation grants (e.g. HIPAA and human subjects' protection, Office of Grants and Contracts, and university policies and procedures).
- Ability to interact constructively with management, academic and other professionals with varied interests and perspectives who are involved in research project planning.
- Excellent written and verbal communication skills in concert with responsibilities to review and edit grant submissions, and write both internal and external reports summarizing activities.
- Experience utilizing electronic grant management and financial systems.
- Coordinate with other research staff, the Primary Investigator(s), and DFA to ensure that all aspects of the grant criteria and subcontract agreement have been addressed over the life of the grant/contract.
- Ability to multi-task and remain detail-oriented.
- Critical-thinking and problem-solving skills to achieve division sponsored project objectives.
- Previous knowledge of and experience with project and budget management.
- Ability to communicate effectively, both in writing and orally.
- Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
