Organizational Unit Overview:

Founded in 2003 by the University of North Carolina system, it is the mission of the UNC Coastal Studies Institute “to undertake research, offer educational opportunities, provide community outreach programs, and enhance communication among those concerned with the unique history, culture and environment of the maritime counties of North Carolina.” This mission is fulfilled through applied research and education programming in response to coastal issues and topics of concern for the residents of northeastern North Carolina.

The UNC Coastal Studies Institute is a multi-university, collaborative institute of the University of North Carolina dedicated to understanding and improving the coastal environment and communities through integrative, location-based research, education, and community engagement. The programs of the institute are as follows: Estuarine Ecology & Human Health; Coastal Engineering & Ocean Energy; Coastal Processes; Public Policy and Coastal Sustainability’ Maritime Heritage and Public Education and Outreach.

Job Duties :

The primary responsibilities of this position are providing leadership, direction, oversight and strategic planning and alignment of the financial planning and fiscal operations of CSI, including operating budget, sponsored programs, endowment, and auxiliary services. Advance the Institute’s research infrastructure, providing active support for sponsored program development and execution, including proposal development, award management and research accounting and reporting. Oversee administrative policies and processes for interdisciplinary and multidisciplinary activities that must work across external partners and internal academic units, yet be responsive to the UNC System, ECU, and sponsoring agency policies and procedures. Lead strategic planning for business intelligence, with a focus on research administration, providing data and insights that support executive level steering. The Assistant Director of Administration and Research is a standing member of the Institute’s Leadership Council. The position also is the staff support for the Board of Directors Finance Committee. This position operates autonomously and serves in place of the Executive Director in their absence.
Administration :
Oversee budgets and economic development performance targets and metrics.
Direct the preparation of annual and multi-year budgets, capital expenditures, grants and contracts, financial business plans and metrics.
Evaluate financial viability of initiatives and develop short- and long-term business and funding models.
Formulate and advise Dean and Executive Director on policy development and implementation; and design administrative structure to support academic and non-academic activities.
Develop executive level reports for CSI Board of Directors, ECU Senior Leadership, etc. and external entities.
Identify opportunities for publicizing CSI’s work and promote Institute’s accomplishments externally by working with Communications and Marketing.
Supervise and direct the work of the Research Operations Manager and AVIT Desktop Technician.
Works with Institute’s Leadership Council and Research Operations Manager to develop and implement space allocation plans as needed to maintain growth effectively and efficiently.
Research:
Provide subject matter expertise in the areas of national research trends and legislation.
Maintain in-depth knowledge of federal and State regulations, including 2 CFR 200, FAR, North Carolina Laws and UNC System policies; and in-depth knowledge of cost accounting and audit standards.
Participate in the strategic planning activities of the Institute. Support faculty innovation and growth of new ventures; and strengthen regional alliances. Provide guidance and support for developing and implementing strategic research goals, including interdisciplinary and multidisciplinary partnerships and growth in proposal submissions and awards.
At the direction of the Dean and Executive Director, participate and/or represent CSI on internal, division and university committees. Liaise with the offices of Research, Economic Development and Engagement, and Foundation Relations on all matters concerning sponsored programs.
Apply institutional and subject matter knowledge to develop and build relationships with key constituencies and stakeholders, within and outside the Institute.
Foster a culture of collaborative research administration for the Institute, developing solutions for pre- and post-award issues in all areas of proposal development, review and submission, award negotiation and acceptance, project management, award administrative and financial management, effort reporting, revenue management, project close-out and audit.
Foster a culture of continuous improvement for faculty and staff through professional development and education in research administration best practices and trends.
Provide faculty post-award Research administration support, including grant-related personnel hiring and other aspects of personnel on projects, incentives and awards for graduate students (i.e. honorariums or stipends), navigation of the PI portal and other sources for assistance with reconciliations and forecasting of project expenditures.
Provide direction and oversight for faculty and staff for the submission of complete, solicitation compliant research proposals.
Provide direction and oversight for faculty and staff for the legal and financial administration of awards.
Lead strategic planning for business intelligence, with a focus on research administration, providing data and insights that support executive level steering.
Develop executive level reports for CSI Board of Directors, ECU Senior Leadership, etc. and external entities.

Position is contingent upon available funding.

Minimum Education/Experience :

Bachelors degree with 5 years of related professional experience.

License or Certification Required by Statute or Regulation :

None

Preferred Experience, Skills, Training/Education :

Masters degree with 5 years of professional experience in financial management, policy development, supervision and research administration in an academic or comparable setting.
