Job Description
The University of Maryland School of Pharmacy (UMSOP) has an exciting opportunity for either a Contracts and Grants Specialist OR a Senior Contracts and Grants Specialist. This position will be filled as either the Specialist or Senior Specialist level depending on the chosen candidate’s qualifications. The selected candidate for this position is eligible for a sign-on bonus totaling a minimum of $3,000. Half of the bonus is payable within the first 30 days of hire and the remaining half is payable after successful completion of a probationary period of 12 months. The sign on bonus is eligible only to candidates new or returning to UMB. The Contracts and Grants Specialist will independently provide pre-award management for sponsored funding, as well as appropriate post-award tasks outlined below. This role will manage the grant process through development, review, and submission. The position will ensure UMSOP’s research administration goals and objectives are met while complying with university, federal, state, and sponsor rules and regulations. Established in 1841, the University of Maryland School of Pharmacy is the fourth oldest school of pharmacy in the United States. Exemptions for medical or religious reasons will be processed through Human Resources.   ESEENTIAL FUNCTIONS:Pre-Award Administration
  • Provides contract and grant preparation review to understand requirements for the application process. Prepares guidelines for the submission. Provides the groundwork for the application required documents. Works with management to identify priorities of gathering and processing documents and develops contract requirements containing quantifiable specifications and measurable performance criteria. Reviews application forms, contract templates, correspondence, and selected agreements for appropriate presentation of compliance information. Develops timeline to meet submission deadlines and checklist of required documents. Generates required documents checklist for grant application.
  • Acts as point of contact and develops relationships with UMB parties, sponsor, and subcontractors. Safeguards the integrity of the grant or contract administration.
  • Assists faculty in budget development and planning, advising on determination and computation of appropriate salary levels, percentages of effort, fringe-benefit rates, and indirect cost rate and base. Ensures that all proper UMB officials have approved the proposed activity.
  • Coordinates the proposal development activity to plan, manage, and track milestones and ensure internal and external deadlines are met.
  • Reviews applications for funding and process. Prepares grant and contract budget and application in line with the University and federal policy.
  • Maintains and tracks required training documents and ensures all parties are in compliance with regulations.
  • Works closely with director to streamline operations and ensure UMSOP’s policies and procedures incorporate the latest research administration updates. Increases and promotes institutional knowledge related to research grants and contracts administration and management. Remains current with industry-wide grants management trends/regulations.
  • Conceptualizes, develops, and provides ongoing in-service training to faculty and departmental support staff to ensure timely education and information related to research-related issues.
  • Performs other related duties and special projects as assigned.
Post-Award Administration
  • Ensures the execution of awards and modifications. Tracks status of assigned contractual agreements, confidentiality agreements, material transfer agreements, data use agreements, and other agreements as assigned.
  • May initiate no-cost extensions. Works with peers to report personnel efforts for progress reports and Other Support pages.
  • Interprets and applies Federal, State, and sponsors guidelines and requirements.
  • Performs other related duties and special projects as assigned.


Qualifications
MINIMUM QUALIFICATIONS:For Contracts and Grants SpecialistEducation: Bachelor’s degree.Preferred:  Bachelor’s in business, public administration or another appropriate field related to the research of UMSOP.Experience: Three (3) years of experience working with accounting, contracts, grants, research administration, including budget and proposal preparation.Other: Financial disclosure reporting required by State of Maryland Ethics Committee. Related experience may be substituted for education.   For Senior Contracts and Grants SpecialistEducation: Bachelor’s degree. Master’s degree preferred.Preferred: Bachelor’s degree in business, public administration or another appropriate field related to the research of UMSOP. Experience: Five (5) years of related experience working with contracts, grants, research administration, including budget and proposal preparation.Other: Financial disclosure reporting required by State of Maryland Ethics Committee. No substituted of experience for education. KNOWLEDGE, SKILLS, ABILITIES:Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
