Primary Function:

The Compliance Officer will report directly to the Fire Chief/Vice President of Emergency Services and be responsible for administrative tasks and assist the Fire Chief with day-to-day tasks and operations. The officer will function as the on-scene commander in the Chief’s absence and will serve as the Incident Commander in those instances. The officer will also be the primary instructor for all fire department training events and will ensure that training meets or exceeds NFPA regulations, Tennessee state law and federal law. The officer will respond to calls during the work day.

Typical Duties & Responsibilities:

Inspect firefighting equipment in order to ensure appropriate equipment is available as required.

  • Inspect fire trucks on a regular basis in accordance with NFPA standards and Tennessee
  • Inspect firefighting equipment in accordance with NFPA standards
  • Make recommendations on replacement and/or repair of equipment
  • Make inspections of places of business to ensure compliance with regulations on a regular basis

Maintain records on incidence of fire, injuries and loss of property
  • Complete and file all NFIRS reports as required by law
  • Prepare reports on all areas of firefighting
  • Maintain personnel records on all members in accordance with state and federal law
  • Implement fire prevention education and awareness programs
  • Evaluate emerging technological advancements related to the fire service and make recommendations as needed

Perform administrative tasks
  • Conduct preplanning inspections
  • Inspect buildings to locate hazardous conditions and fire code violations such as accumulations of combustible material, electrical wiring problems, and inadequate or non-functional fire exits.
  • Participate in the development and implementation of the University Emergency Action Plan as it relates to fire and rescue operations.
  • Provide training for members of the department as required
  • Investigate and request grant funding from state and federal agencies
  • Other administrative tasks as assigned

Take command in the event of a fire in order to ensure a safe, effective and controlled response when the Fire Chief is not present.
  • Ensure effective command and control techniques are in place at the scene of the fire
  • Make all decisions concerning the appropriate response to and method of fighting a fire
  • Direct all activities at the scene of the fire
  • Ensure that firefighters are responding in a safe and appropriate manner
  • Assist the Fire Marshal as required in investigating the cause of a fire once it has been extinguished

Judgment Required:

Judgment and discretion as to the use of established policies are required to perform the essential duties of this position.

Education:

High School Diploma/GED (Associate’s or Bachelor’s degree preferred)

Experience:

  • At least 10 years verifiable experience as either a volunteer or professional firefighter or any combination of the two

  • At least 5 years’ experience as a Fire Officer (Preferred)

Job Related Skills:

Excellent interpersonal and communications skills, ability to prioritize work independently, ability to keep accurate records, proficient in computing skills and other office duties. The ideal candidate would have:
• Knowledge of University policy and rules.
• Knowledge of and understanding of Clery Compliance.
• Advance knowledge of Microsoft Word and Excel.
• Must plan and organize to include developing a strategy, following a plan and
accomplish goals.
• Ability to correctly interpret and apply the laws, codes, policies and procedures related to the processing of University and police documents
• Ability to read and understand complex written materials including state, federal and
local laws, regulations, legal documents, and professional publications.
• Utilize computer software applications used for records retention schedule
and/or transfer of records into the archival program.
• Communicate orally as needed to exchange information with other
employees, other professionals and the public.
• Work with limited supervision to include setting priorities and managing time effectively as needed to accomplish operational goals and objectives.
• Ability to operate a motor vehicle as needed to transport records, supplies, and
equipment to appropriate departments and/or locations.
• Ability to interact effectively with a variety of individuals and groups with varying educational, ethnic, and socio-economic backgrounds.
• Promote a positive work environment.
• Maintain confidentiality.
• Work routinely under highly stressful conditions.
• Ability to maintain high ethical standards, both on and off duty.

Licenses/Certification:

  • Certified Instructor in either Basic Firefighting, Vehicle Extrication or High Angle Rescue

  • Tennessee Certified EMT or higher Or Eligible for certification in Tennessee (preferred)

  • NIMS 100, 200, 700 and 800 (Must complete ICS 300 and 400 within one year of hire)

  • HAZMAT Awareness (HAZMAT Operations or higher preferred)

  • Valid Tennessee Driver’s License

  • Must successfully pass a background check, drug screen and medical physical

This position works with considerable independence and self-direction. Only general direction and scope of the work to be accomplished are discussed with supervisor.
