Under general direction of the Managing Director, Department of Management, the Manager of Administrative Operations and Business Officer has full managerial authority related to human resource management including organizational design, assignment of work, as well as the hiring, performance management and professional development of all staff. In addition and with a high level of autonomy, the incumbent is responsible for the day-to-day operations and administration of the Department of Management. This position has a leadership role in departmental administration, manages unionized staff, and works to ensure the seamless and efficient delivery of services to faculty, staff and students of the Department. The incumbent exercises a high degree of judgment and initiative in resolving problems relating to administration, financial management (budgeting and cost containment), operational and human resources of the Department in support of the academic and research mission. The incumbent is required to have a strong understanding of the internal workings and policies of the University to effectively manage the day-to-day operations and provide support to senior faculty administrators, staff and students in order to ensure that administrative practices are in compliance with Collective Agreements, University and Legislated policies and regulations.

The incumbent will interact with faculty, staff and students in a way that builds a positive departmental culture. The incumbent provides advice and assistance with respect to a diverse and complex range of activities spanning financial, administrative and human resource functions as they relate to the Department's academic plan. The incumbent works closely with the Managing Director and at times the Chair, to assist in developing and implementing short and long term strategic plans and priorities in connection with the academic mandate of the Department as well as that of UTSC. The incumbent drafts briefing notes, reports and other documents and works closely with Senior Administrators in the Department to develop proposals for new initiatives, timelines and budgets and is considered the administrative manager of these projects. The incumbent forecasts, manages and administers all financial budgets for the Department, including Co-op Management, oversees research grant account administration, and oversees all internal cost recoveries. The incumbent facilitates interaction and communication amongst staff and faculty and ensures that administrative and research support employees are provided with appropriate resources and support.

QUALIFICATIONS REQUIRED:

EDUCATION: University degree and a professional accounting certification or in the final stages of certification and/or an equivalent combination of education and experience.


EXPERIENCE: Must have a minimum of 5 years related experience in a financial/management environment. Experience as a senior member of an administrative team dealing with faculty and academic matters would be an asset. Experience managing staff is required. Experience dealing with complex Human Resource issues, Finance and Operations. Working knowledge of University of Toronto policies and procedures and their application as well as sound working knowledge of FIS, HRIS and ROSI preferred. Applicants are also expected to show evidence of a commitment to equity, diversity,inclusion, and the promotion of a respectful and collegial learning and working environment.


SKILLS: A good working knowledge of fiscal, human resource and environmental health and safety policies and procedures is a requirement of this position. Must have excellent analytical skills (an aptitude for figures); excellent computer skills, including Excel, Word, E-mail and Internet. Knowledge of AMS (FIS, HRIS, RIS) an asset. Excellent decision-making and interpersonal skills. Excellent communication skills (both oral and written) as well as outstanding organizational skills required.


OTHER: Proven analytical and decision-making abilities. Highly developed financial skills (e.g. interpreting and applying the University Guide to Financial Management), strong leadership, excellent judgment, tact and diplomacy. Ability to deal effectively with difficult people. Must be able to manage conflicting priorities and deadlines. Ability to work under stressful and difficult conditions.
