Job Summary
Reporting directly to the Staff Shared Services Director, this position is in charge of managing a shared services team that partners with schools, departments, and business units to deliver staff HR services and ensure compliance with UCSF policy and procedures.  Through the management of team members, the staff manager will be tasked with administering staff personnel policies and procedures that span a comprehensive array of functional areas including: recruitment, compensation and benefits, salary administration and equity; employee relations, labor relations, leave administration, and payroll processing. In partnership with the Shared Services Director, the HR manager establishes plans and goals to provide optimal customer service and achieve University goals for the staff personnel function of the integrated AP/HR shared service delivery organization.   

The HR manager will be held accountable to manage client relationships, establish and adhere to service level contracts and related metrics, assist and promote UCSF PRIDE values in all actions, utilize technology to increase operational efficiency, and proactively participate in key process/strategic improvement efforts for shared services. The staff manager seeks to strengthen diversity, equity, and inclusion (DEI) within their team as well as providing guidance to client stakeholders on DEI efforts.

Required Qualifications
•    BA/BS degree in a related field and minimum 8 years of related experience; and/or equivalent combination of experience/training 
•    5 or more years of supervisory experience that includes oversight of Staff Human Resources activities
•    Broad knowledge of organizational and/or system-wide HR personnel policies and applicable laws and regulations
•    Strong communicator with a diversity of communication styles; may make oral or written presentations
•    Experience making decisions regarding hiring, evaluating, and development of subordinates; determines the best way of achieving unit goals
•    Demonstrated strong management skills that include collaboration, coaching and developing subordinates; ability to build relationships both internally and externally to the organization
•    Demonstrated ability to analyze employment contracts and collective bargaining agreements
•    Ability to interpret staff personnel policies in order to support Shared Services Staff Director and advise department people leaders on appropriate actions to meet business and strategic goals
Preferred Qualifications
•    Direct knowledge of specific functions in the university's HR management information systems
•    Thorough understanding of the unit goals and ability to determine the best way of achieving unit goals
•    Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively
•    Experience with Human Capital Management Systems (HCM)  
•    Experience with website content management 
•    Experience managing in an environment with standard work, service level agreements, and key performance indicators (KPI)
