Job Summary:
  • Eastern Washington University is currently seeking a team oriented Human Resources Consultant 1. Under the general supervision of the Associate Vice President of Human Resources, this position supports the employment of temporary employees, including student employees, quarterly faculty, temporary hourly, and GSAs. This position is responsible for assisting in the daily operations of the Federal Work Study (FWS) and State Work Study (SWS), which requires analysis, reconciliation of fiscal data, generation of reports, and monitoring of financial award usage.
  • This position also assists and supports supervisors and managers in recruiting and hiring of temporary employees, for assisting with semi-monthly employee payroll maintenance, for assisting with directing and reviewing the work of student employees who support the Human Resources Office. Responds to inquiries from employees, managers and members of the public, assessing client needs and evaluating options and recommending course(s) of action for providing training and coordinating workshops, and for processing and ensuring accurate and timely submission of human resource documents and records. This position frequently works on confidential, highly personal matters involving all employees and is required to ensure the integrity of the confidentiality of information handled by this office at all times.

Required Qualifications:
  • Bachelor’s degree in Human Resources Management or related field and minimum two years of direct experience with general human resources work; OR Minimum four years of direct experience with general human resources work.
  • Experience must include responsibility for monitoring an assigned HR area.
  • Excellent interpersonal and written and verbal communication skills.
  • Experience working with confidential records. Demonstrated proficiency with Microsoft Office Suite.
  • Demonstrated experience analyzing and reconciling fiscal data.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.

Preferred Qualifications:
  • Demonstrated experience performing tasks on a regular basis relating to Federal and State Work Study, including but not limited to, interpreting, reconciliation and monitoring work study.
  • Experience working in a higher education institution.

Responsibility / Duty: Analyze and reconcile fiscal data, including reviewing and acting on financial aid work study reports.
  • Responsible for the day-to-day operations of the FWS and SWS programs including:
  • Composes and distributes information relative to the FWS and SWS programs; edit materials for accuracy, appearance readability and style. 
  • Reviews and approves new work study student employment job postings (on and off campus) after ensuring the employer and positions meet the standards for programs.
  • Initiates new position numbers for all new work study positions. 
  • Periodically reviews and monitors work study expenditures and provide reports to the HR Associate and Financial Aid Office and assists Financial Aid with with the annual reconciliation processes for federal and state work study. 
  • Initiates all cost expense transfers to move work study earnings and/or overages. 
  • Assists with the coordination and award of summer work study. 
  • Approves and manually initiates off campus work study reimbursements to employers and coordinates with Accounts Payable for reimbursement. 
  • Reviews and approves all off campus work study employer sites and contracts as required by the FWS and SWS programs. 
  • Notifies work study employers of cost transfers. 
  • Notifies off campus employers of reimbursement. 
  • Monitors students and employers for on-going student employment eligibility. 
  • Monitors and notifies employers, departments and individual participants regarding non-compliance.

Responsibility / Duty: Responsible for assisting in coordinating and facilitating the recruitment and hiring of assigned temporary employees including: 
  • Analyzes and recommends allocation of positions and salary range assignments.
  • Assists with posting jobs to University recruitment websites such as Handshake or PeopleAdmin.
  • Facilitates Washington State background checks on temporary employees as required by position and provide notification to departments of clearance. 
  • Facilitates Sexual Misconduct Reference checks as assigned.

Responsibility / Duty: Responsible for data entry, producing reports, reviewing data, and monitoring accuracy. 
  • Assists with data entry for personnel actions. 
  • Assists in the preparation, compilation, and coordination of reports and records such as financial, payroll, purchasing and inventory. 
  • Analyzes and summarizes data and prepares reports using computerized and/or manual systems; coordinate the maintenance of computerized human resource information or other recordkeeping systems; verify the accuracy of records and document adjustments; and maintain confidential records. 
  • Processes reports for work study and institutional earnings and distributes to other departments, as needed. 
  • Assists in the identification of trends in funds utilization and provides information to HR Associate, AVP for Human Resources and Director of Financial Aid and Scholarships as appropriate.

Responsibility / Duty: Responsible for reviewing and ensuring employment paperwork is complete, timely and accurate and that it is properly filed and maintained. 
  • Reviews and ensures the accuracy and completeness of human resource employment documents and forms, including, but not limited to, student employment applications, l9’s, W4’s, PERS Eligibility Waivers, and criminal background checks. 
  • Maintains documents, records, and files in accordance with laws, regulations and program guidelines.
  • Assists in developing and updating forms used in the student employment process and spreadsheets for tracking student earnings. 
  • Assists with semi-monthly temporary employee payroll maintenance and approval of personnel actions to meet payroll processing deadlines to ensure all temporary employees are paid.

  •  Corresponds with employees, other schools, external employers and state agencies regarding temporary employment matters. 
  • Reviews all relevant information when making the decisions to solve employment problems.
  • Provide alternative course of action when necessary. 
  • Interprets, explains, and applies institutional, student employment and human resource policies regulations and procedures. 
  • Responds to inquiries and resolve problems in areas such as work study eligibility, earnings tracking, employment paperwork and compensation.
  • Responsible for assisting in the direction and review of the work of assigned student support staff.
  • Other duties relevant to the position as assigned.

Responsibility / Duty: Responsible for facilitating/conducting training and/or orientation regarding university and human resource rules, policies and procedures including: 
  • Facilitates/conducts new employment orientations for all employees.
  • Facilitates/conducts specialized orientations for student employees including information on job search for on and off campus work study and non-work study positions, work study eligibility requirements and general student employee expectations. 
  • Advises, counsels, and trains students, departments, and external constituents regarding program guidelines and how to access and utilize the various student employment programs. 
  • Conducts supervisor/manager training.
  • Assists in preparation of employee handbooks, supervisor resource materials and the maintenance of a temporary employment website.
  • Responsible for responding to unemployment claims.

Conditions of Employment:
  • This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

  • This position is covered by the Washington Federation of State Employees’ Collective Bargaining Agreement.

Salary Information: $44,268 - $58,020
