Communications Specialist II - County Technical Assistance Service (CTAS)

Regular, Full-time, Market Range 10

One of the primary goals of the County Technical Assistance Service (CTAS) strategic plan is information outreach to Tennessee county officials and employees, county associations, and state offices though the dissemination of timely and accurate information that is relevant to the daily operation of county governments throughout the state. The main function of this position is to serve as a communications and legislative liaison to county associations in the following areas: (1) Publications, communications, and web management, (2) conference and meeting planning; and (3) Legislative support, including bill, policy and state budget analyses, on behalf of the many county government associations with which CTAS shares its clientele.

Duties and Responsibilities:

Responsibilities for the Communication Specialist include:

Communications Management to associations: Assisting in the preparation and development of print and electronic publications, including newsletters, reports, handbooks, and directories. Coordinating the overall association media presence and communications strategies.

Event Management: Supporting association live events, conferences, and meetings through coordination of audio/visual needs, presentations, and the generation of reports and printed materials. Maintaining databases necessary to manage events, meetings, and membership. Acting as a liaison between county associations and CTAS Training staff in coordination and development of training programs to be offered at events and conferences. 

Legislative Related Responsibilities: Assisting with monitoring legislative proposals and meetings in order to communicate important developments to members. Participating in informational briefings hosted through the National Association of Counties and other organizations at the federal level for reporting on federal issues and their impact on local government.

Qualifications
Required Qualifications:
Education:   

Bachelor’s degree in English/journalism, communications, public administration, political science, or related field.

Experience:    

Three years of experience with management of electronic information (includes the publication of various types of documents, including newspapers, technical booklets, and newsletters, as well as the technical ability to design and maintain websites and other emerging technologies).

Skills:   

Requires excellent interpersonal skills with a customer service orientation, strong writing and editing skills, and analytical skills for determining validity of information resources. Knowledge of basic Web-content editing and managing concepts as well as managing social media sites is required. Must be skilled in standard information organization and access schemes and have extensive computer software experience including, but not limited to, Microsoft Word, Microsoft Excel, Adobe Acrobat, and Internet searching.  The ability to speak before large groups as well as the ability to organize, host and manage large gatherings of those groups is required.
