Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.:

Bachelor’s degree in Education, Counseling, Social Work, Higher Education Administration or related field.

Experience overseeing Federal TRIO programs, academic support programs, or other programs for disadvantaged youth, low-income 6-12th grade students that will be potential first-generation college students.

Experience in budget management, project development and evaluation, and reporting/compliance regulations for TRIO or TRIO-like programs.

Experience with programming that promotes an increase in high school graduation rates and the participation levels of low-income and potential first-generation college students graduating from high school (12th graders) with a rigorous program of study.

Experience assisting low-income and potential first-generation college students (12th graders) to complete the admissions and financial aid process to enroll at an institution of higher education and conducting follow-up tracking activities to document the persistence of low-income and potential first-generation college students through the completion of a program of post-secondary education.

Knowledge of academic advising services; development of individualized service plans; and delivery of college, career, financial aid, and financial literacy services; and familiarity with educational opportunity programming.

Experience in developing programming that improves secondary school (grades 6-12) persistence rates.

Knowledge of the identification and selection process of program participants.

Demonstrated experience selecting, training, supervising, and evaluating staff.

Demonstrated budget forecasting and fiscal management experience inclusive of budget reconciliations, tracking expenditures, and resolving discrepancies.

Demonstrated knowledge of grant/program administration and effective program management. Experience in researching new and effective program operation practices, to provide innovative services to students.

Ability to create and foster relationships with internal and external staff, administrators, and community partners.

Experience evaluating and assessing project programming components.

Ability to understand data and or statistics to develop survey instruments and various reports.

Experience in preparing monthly and annual reports on program progress.

Effective written and verbal communication.

Proven ability to manage multiple tasks at once.

Ability to think strategically, and effectively, in a constantly changing environment.

Ability to work nights and weekends.

Preferred Qualifications:

Master’s degree in Education, Counseling, Social Work, Higher Education Administration or related field.

Bilingual (Spanish).

Experience managing budgets in SAP/Excel.

Experience overseeing project documentation in Blumen/Lacai or a similar student database.

Applicants who have succeeded in overcoming obstacles similar to those encountered by TRIO or TRIO-like students.

Demonstrated experience in grant writing.

Demonstrated knowledge centered diversity, equity, and inclusion for underrepresented communities.

Job Description:

*IMPORTANT This is a grant funded position. Position will be contingent upon grant funding with a tentative start date of 09/06/2021*

The Director for the Talent Search (Del Valle) Program reports to the Senior Director for TRIO Programs.

The Talent Search (Del Valle) Director is responsible for the daily operation of college readiness programs for first generation and economically disadvantaged middle and high school students.

The Director will be responsible for coordinating and providing administrative oversight for all phases of the Talent Search (Del Valle) Program.

The target schools are located in Del Valle, TX. The position may require frequent travel back and forth from those locations to San Marcos, TX for various training and meetings. Applicant must have reliable transportation and be willing to travel on a regular basis.

Evening and weekend work will be required.

This is a grant funded position. Continuation of this position is contingent upon grant funding.

Employment with Texas State University is contingent upon the outcome of a criminal history background check.

Job Duties:

Supervise daily operation of academic enrichment programs for the first generation and economically disadvantaged secondary school students including the development and implementation of strategies to meet project objectives.

Prepare and administers the approved budget in accordance with federal and university budgetary policies and procedures.

Hire, train, supervise, and evaluate performance of project staff.

Document, measure, and evaluate grant goals and objectives including the preparation of annual performance reports, summative and formative evaluations, and other reports as required.

Act as liaison with host institution and agencies of local, state, and federal government and community organizations.

Other duties as assigned.
