The Associate Director of Budget Operations for the College of Arts and Sciences will work with College budget staff and unit staff in the development of unit budgets, and monitor budgets to ensure planned resources are available to meet strategic objectives. The duties and responsibilities of this position include, but are not limited to, reviewing assigned projects and funds to monitor balances and makes recommendations for reconciliation; supporting the Director of Budget Operations in carryforward process; working with Associate Deans, College staff and units to coordinate College-wide initiatives, including Dean’s travel and research initiatives, Bilinski Fellows, and Bridge Humanities Corps; serving as the main point of contact regarding the financial aspects of the initiatives; monitoring CAS Foundation accounts, particularly in the area of endowments for faculty and students; monitoring and reconciling Dean’s office budget for all funds; and processing transactions for Dean’s office staff as needed and provides budget and financial support to all Dean’s office staff.Minimum Qualifications (Classified and Unclassified positions):
The Associate Director will also be responsible for overseeing the Business Administration & Operations Managers to develop and monitor unit operating budgets. Ensures projects and funds within portfolio and serves as the business manager for transactions as needed. Oversees training for unit budget staff, including developing and delivering regular trainings (online or in person) throughout the year. Topics include processing transactions, using Finance Intranet, understanding budget management and projections, grant cost transfers, etc. Develop training materials to onboard new budget staff.
Master’s degree and 7 years related experience in business, public administration or administrative services; or bachelor’s degree and 9 years related experience.Preferred Qualifications:
Direct experience with PeopleSoft Finance and the University’s Finance Intranet system.Knowledge/Skills/Abilities:
Thorough knowledge of budget and accounting theories and practice. Extensive knowledge in financial statement analysis is required. Ability to examine, summarize, and analyze detailed budget and financial data. Ability to interpret and analyze financial data records and reports. Complete knowledge or ability to learn fiscal, governmental, and university procedures as it relates to budget and finances. Ability to plan and organize work activities and prioritize task completion according to schedules and goals. Ability to coordinate a variety of management and administrative tasks. Knowledge of or ability to learn USC policies and procedures and University accounting software. Knowledge of Excel, and MS Word.
