Manager for Research Administration, McCourt School of Public Policy - Georgetown University

The Manager for Research Administration in the McCourt School of Public Policy supports all McCourt faculty and staff with the day-to-day financial management and with general administrative support of sponsored research grants, other revenue generating contracts, and gift funds. They provide additional research administrative support to the Directors and to the PIs in order to improve overall research productivity and increase the volume of sponsored research at McCourt. Reporting to the McCourt Directors of Research & Administration, and working closely with McCourt faculty, staff, and research administrators, the Manager for Research Administration has duties that include but are not limited to:

Proposal Development
  • Assist with development, review and execution of outgoing proposals
  • Review proposals for compliance with University guidelines and with sponsor's guidelines and program announcements
  • Assist with development of budgets and budget narratives
  • Compile and upload required University documents
  • Coordinate proposal review and submission with the Office of Research Services


Grants Management and Financial Reporting
  • Conduct monthly financial reviews, reconciliations, and standardized reporting and projections to faculty
  • Perform regular monitoring of grant expenditures in accordance with budgeted line items of all assigned active awards
  • Review and verify the allowability of all grant expenditures
  • Review and update salary allocations for staff and faculty across grants to ensure that the effort charged is in accordance with the grant awards
  • Maintain timesheets for personnel on Federal awards that require “after the fact” hourly reporting and transfer the time on a monthly basis
  • Assist PIs with re-budgeting and no-cost extensions based on sponsor's guidelines
  • Prepare foundation financial reports
  • Help prepare monthly/quarterly invoices for sponsors, working with Sponsored Projects Financial Operations (SPFO) for grants, McCourt Accountant for RGAs
  • Prepare final reconciliations for grant closeout
  • Assure monthly Journal allocations for service center charges to grants accounts (e.g., office space rental, office telephones, cell phones)
  • Prepare Payroll and Cost Transfer journals in a timely manner
  • Supervise the allocation of expense reimbursements and ProCard charges
  • Coordinate with McCourt Research Admin Directors, ORS and the PI for award set up, including subawards and subcontracts as needed
  • Prepare annual operating budgets for the Research Centers, along with individual staff coverage across grant awards


Human Resources
  • Prepare and submit required paperwork for staff and faculty hires
  • Support the hiring of students
  • Prepare annual term extension letters and forms for staff employees and reappointments for research faculty


Qualifications
  • Bachelor's degree - Master's preferred
  • 5 to 7 years of relevant experience, ideally including grant administration, finance or accounting in a higher-education
  • At least 2 years in pre- or post-award sponsored research management, preferably in a higher education setting
  • Superior oral and written communication skills, and the ability to effectively communicate with internal and external constituents including faculty members, their staff, central university offices, sponsors, and auditors
  • Ability to provide high quality internal and external customer service
  • Familiarity with pertinent regulatory documents including the OMB Uniform Guidance (formerly OMB A-21, A-110, and A-133), Federal Acquisition Regulations and Cost Accounting Standards
  • Experience with grant budgeting as required by federal and federal agency-specific guidelines as well as nonfederal funding agencies
  • Knowledge of financial compliance subject areas such as Time and effort reporting, Payroll certification, Equipment reporting, Cost transfer regulations, and Cost allocation rules
  • Ability to take initiative and to multi-task, moving easily among a variety of projects
  • High level of organization and an orientation to detail
  • Ability to work as part of a team, but also function independently, and to see tasks to completion in a timely manner
  • Demonstrated financial accounting skills to enable account reconciliation, financial and programmatic report production, and a high level of proficiency in Excel
  • Knowledge of Workday/GMS preferred
