Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction and working in strong partnership with the Provost and Vice President, Academic Affairs and in collaboration with the Vice President for Student Affairs, the Director helps promote the achievement of institutional goals that support student success {persistence, retention, and degree completion) and works to foster a strong relationship between academic and student affairs. The Director will manage the operations of the Toro Learning and Testing Center and will create a welcoming and inclusive environment that celebrates the diverse learning styles of our students and values faculty expertise. This position requires working closely with other units on campus to provide the highest quality services in support of student success, including direct responsibility for leadership to various projects. The Director will work alongside a dedicated and collegial team of faculty, staff and administrators, while serving as a liaison to university departments and colleges. A critical function of this leadership position is keeping current with emerging and
state-of-the-art student success research, analytics and technologies to benefit our students. The Director is responsible for managing, developing, staffing, and assessing the Toro Learning and Testing Center. The Director will implement new initiatives, hire and evaluate staff, oversee daily operations, and promote the continued success of the center through ongoing process of assessment and improvement.

Qualifications

Required Education: Bachelor's Degree from an accredited college or university in a job related field.

Required Experience: Equivalent of five (5) to eight (8) years of professional related experience including two (2) years of managerial or director experience in a college or university environment.

A master's or doctorate degree may be substituted for one to two years of professional experience.

Preferred Education: PhD/EdD preferred in a specialization involving social sciences, higher education, social or educational research or related field.

Preferred Experience: Experience within a student support/advising unit of a college or university. Knowledge of CSU Academic Advising and Testing Program policies and procedures; Minimum of 5 years of experience i!l a mid to large size public institution of higher education; Evidence based track record of innovative interventions, implemented and assessed to increase retention and graduation rates for first generation students.

Required Knowledge, Skills, and Abilities:

- Knowledge of organizational .and personnel management; Knowledge of academic advising methods and principles; Knowledge of university testing programs and requirements;
- Knowledge of individual and group behavior and conflict resolution techniques;
- Ability to work collaboratively with administrators, faculty, staff, and students;
- Ability to communicate with an ethnically and culturally diverse campus community;
- Ability to determine goals and establish objectives' to meet the services rendered by the Toro Leeming & Testing Center;
- Ability to collect, record, and interpret data as ii relates to the Toro Learning & Testing Center, advising methods, and the student population;
- Ability to develop, implement and assess sustainable innovative new programs or initiatives;
- Ability to anticipate problems and address them proactively;
- Ability to use a solution centered, proactive, approach;
- Ability to speak effectively with individuals or groups regarding the University and its policies, procedures and processes when related to the Toro Learning & Testing Center;
- Excellent organizational, communication, and interpersonal skills;
- Demonstrated commitment to the success of students;
- Demonstrated skills in supervision/management;

Responsibilities

40% - Program development and implementation: Develop and implement strategic and assessment plans for successful implementation of innovative and evidence-based student support services, in addition to tutoring and supplemental instruction, in close collaboration with faculty and ensure that it aligns with the University strategic plan.

Assess and identify the learning and college success needs of our diverse student population and provide academic support designed to address those needs.

Serve as the liaison to other university departments and stakeholders to facilitate our achievement of institutional goals related to increased student performance, retention, and degree completion and maintain a strong relationship between academic and student affairs.

Work corroboratively with university faculty and staff and with relevant university committees to enhance students' experience of learning support services, and to identify and disseminate good practice in the university in relation to learning support services.

25% - Oversee development and implementation of initiatives and assessment: Create research based workshops for students, faculty and staff to enhance the learning experience across the university.

Maintain knowledge of developments in student success research, analytic, and technology nationally and internationally and where appropriate, contribute to the body of research at conferences, workshops, publications etc.

Assess the performance of the Toro Learning and Testing Center and related initiatives and implement improvements as needed.

Develop plans for supplemental instructional learning; tracking and assessment of effectiveness for the learning and teaching; monitor results to ensure that objectives are met.

20% - Management of the Toro Learning & Testing Center: Supervise the department's day to day operations, professional, technical, and support staff; and develop, propose, and manage the annual operating budget; allocate resources; and collaborate with various programs and academic departments to obtain additional funding.

Hire, train (or supervise the training of), and supervise professional staff, learning assistance specialists, instructional student assistants (tutors, SI Leaders & SI Mentors), paraprofessional staff, graduate assistants and student assistants and provide professional development opportunities to the TORO Learning and Testing Center.

Manage, support, and guide the professional development of the Toro Learning and Testing Center team (professional staff, learning assistance specialists, instructional student assistants, paraprofessional staff, graduate assistants and student assistants).

Evaluate and review the capacity and capability of the Toro Learning and Testing Center in order to ensure that it goals align with the current university goals but that it will also meet the future strategic needs of the university.

10% - Develop and maintain on-line, written materials and publications to advise Students, Faculty, Staff Advisors and departments on the academic support services and related academic policies, that support time to graduation

Supervise the maintenance of the TLC website content to ensure accuracy

Supervise the appropriate materials are in place such as manuals for instructional student assistants, publications and multimedia presentations for use by students and faculty/staff Coordinate specialized events to maximize student support efficiency during peak periods of the semester.

5% - Other duties as assigned.
