Responsibilities

This position reports directly to E-Resources Program Manager and assists with all aspects of E-Resources licensing by FLVC on behalf of the Florida State University System (SUS) and the Florida College System (FCS). Responsible for member support of electronic resource access and the compilation of reports needed for collection assessment.

Under the direction of the E-Resources Program Manager, this position helps manage the approximately $7 million FALSC budget for e-resources licensed to support the teaching, learning, and research needs of the twelve state universities and the twenty-eight state colleges. The position also participates in the annual group licensing program, with content valued at approximately $1.8 million. This position handles multiple vendor accounts; managing price quotes; communicating with internal and external stakeholders such as vendors, member libraries, and Electronic Resources Unit colleagues.

The position is responsible for invoice management for group licensing and statewide collection that includes liaising with FLVC’s Financial Services Unit to ensure prompt payment. Coordinates the receipt of invoices by pro-actively working with vendors and publishers. Troubleshoots any billing errors by resolving issues with vendors. Serves as the point person for E-Resource’s member invoices for group subscriptions. Maintains accurate payment records in Consortia Manager and other utilities. Any invoices not processed on time result in disruptions in electronic resource access for the member institutions.

Manages the acquisitions workflow with assigned vendors during group licensing to include obtaining quotes, using Consortia Manager for these workflows, resulting in prompt payment and access. Contributes to improving processes and procedures.

Assists the Program Manager in troubleshooting electronic resource access problems for users. Participates in FLVC Help Desk Tickets and usage of Open Athens to facilitate troubleshooting. Troubleshooting problems must be resolved promptly so that SUS and FCS member institutions’ faculty, staff, and students do not experience delays in access to electronic resources.

Provides direct support for FALSC Standing Committees. Prepares related correspondence associated with Standing Committee reports and any call for applications. Manages Standing Committee membership lists. Provides backup support to the coordinator of Members Council quarterly meetings, which includes travel to the meetings. Provides backup support to MCLS coordinator in the event of absence to include meeting planning, taking minutes, etc.

Qualifications
  • High school diploma or equivalency and four years' experience or a high school diploma/equivalency and four years of experience. Note: Higher education can substitute for experience at the equivalent rate.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Knowledge of applicable computer applications and basic computer functions including Microsoft Office (Word, Excel, and Outlook).
  • Ability to maintain accurate records and retrieve files from active or archive sources.
  • Knowledge of basic filing practices to include numeric and alphabetic systems.
  • Knowledge of office practices, procedures, and etiquette.
Preferred
  • Experience with library acquisitions.
  • Familiarity with either college or university procurement practices.

This is a soft money funded position, with renewal based on available funds and the needs of the University.
