HR Apprenticeship Coordinator, FS Administrative & Support Services

Regular, Full-time - MR09

This position serves as the primary and central point of contact as the Facilities Services (FS) Department coordinator for the FS Department approved US Department of Labor (USDOL) Apprenticeship program. The principal responsibilities are to plan, develop, administer and oversee the successful implementation of a multifaceted Apprenticeship program that will include at least 7 different skilled craft career areas and approximately 50 apprentices per year. Position occupant will be responsible for responding to any USDOL inquiries about the program or the participants and will work closely with department supervisors and assigned trainers to ensure each apprentice is making progress to meet advancement requirements.

Specific Duties to include:

    Strategize, develop, implement, and oversee Apprenticeship program initiatives that adhere to USDOL     objectives and requirements for approved skilled craft apprenticeship programs. Establish minimum standards of Related Technical Instruction (RTI)/ education and On the Job Learning (OJL) experience required of apprentices; review apprenticeship activities in accordance with these standards; adjust as necessary. Develop program assessment protocols for evaluation and improvement. Maintain organizational standards of satisfaction, quality, and performance.Identify opportunities for continual improvement and implement such. Oversee multiple Apprenticeship cohorts, ensuring program goals are reached.Manage budget and state funding channels for maximum productivity and effectiveness of program. 
    Provide follow through, coordinate, and provide assistance as necessary to ensure employees and or supervisors report injuries to the Tennessee Department of Treasury, Division of Claims administration Workers’ Compensation Program administrator for the processing of workers’ compensation claims, Corvel, within three days of injury and obtain Corvel Claim Number for form completions. For Family Medical Leave approved to run concurrently with Workers' Compensation leave track each leave type separately by developing and maintain appropriate tracking tools.Oversee and coordinate apprenticeship recruitment or hiring activities to include screening apprentice applicants and referring to hiring authority; select apprentices in accordance with USDOL apprenticeship goals and objectives; submit apprenticeship agreements to USDOL for agency registration. Regularly review program to ensure adequate apprentice progress in meeting OJL and RTI requirements; recommend improvements as required; Maintain record of each apprentice's application, education, experience and progress in OJL and RTI.Ensure relevant standards, processes, and USDOL regulations are upheld.Arrange for the administration of tests to access apprenticeship progress in skills and technical knowledge; record results in USDOL database. Certify to the USDOL that apprentices have successfully completed approved Apprenticeship program in accordance with program goals and requirements.Work with UTK HR to manage resources in support of the Apprenticeship Programs;Hear and adjust all complaints under Apprenticeship Program Agreements; Notify USDOL of all new apprenticeship applications, suspensions, extensions, cancellations, and completions providing supporting explanations and documentation.Monitor participation rates of minorities and women in apprenticeship programs in accordance with University of Tennessee Affirmative Action Plan to ensure compliance.

Required Qualifications

Minimum of 5 years related (HR or Training) experience.

Relative work experience may be substituted for education on a one for one basis.

Associates Degree and 3 years of HR or Training experience, or a Bachelor degree and 1 year of HR or Training experience.

Ability to communicate effectively both orally and in writing;

Ability to maintain confidentiality and confidential data;

Skill in using Microsoft Office suite to include Word and Excel;

Skill in using database management software and developing data tracking reports;

Ability to collect and manage data in database management systems to produce tracking reports;

Ability to prepare and present accurate and reliable reports containing findings and recommendations;

Organization skills related to file creation and management.
