Job Description:


POSITION: Full-Time Training Specialist - MassHire Merrimack Valley Career Center: Staff Assistant; MassHire; 37.5 hours per week; Monday through Friday, 8:00 am - 4:30 pm; some work may be performed remotely; early morning and evening hours will be required from time to time; Non-Unit Professional Position; Haverhill and Lawrence Campus


Summary: MassHire MVCC is an American Job Center, operated by Northern Essex Community College and chartered by the MassHire MVWB. MassHire MVCC connects job seekers and employers to meet the employment and career advancement needs of individuals and the workforce needs of businesses. Dedicated to providing high quality services in a professional and welcoming environment, MassHire MVCC offers job search assistance, career counseling, and access to education and training for job seekers and connection to resources and services for employers to find the workforce talent they need. With locations in downtown Lawrence and on the Haverhill campus of Northern Essex Community College, MassHire MVCC serves approximately 9,500 job seekers and over 1,200 businesses annually.


The Training Specialist supports MassHire Merrimack Valley Career Center (MMVCC) work that enables job seeker customers to obtain training that leads to industry relevant skills and credentials and related employment. The individual in this position is knowledgeable of local, state, and federal polices and requirements related to funding training for job seekers and is well-informed about area training vendors and programs. They interface with career center, MassHire Merrimack Valley Workforce Board (MVWB), MA Department of Career Services (MDCS), and training vendor staff to ensure required procedures are completed and that training funds are expended in a responsible and compliant manner.


The Training Specialist serves as the liaison with training providers to resolve issues as they arise. This role also includes presenting training information sessions, administering assessment testing, and occasionally leading special training initiatives.


RESPONSIBILITIES:


  • Review training packages (Individual Training Account (ITA), Trade, and other funded programs) that have been created by Employment Counselors to ensure compliance with local, state, and federal requirements. This includes review of customer eligibility and review to ensure required career planning, file documentation, Section 30 approval when needed, and MOSES data entry.
  • Maintain an effective working relationship with the MDCS Training Opportunities Program (TOP) unit to address issues related to Section 30 approval for job seekers and training programs.
  • Develop and maintain productive working relationships with training vendors in the region, and contiguous regions as appropriate, to maximize training options and opportunities for job seeker customers; maintain up-to-date information about training vendors and programs, share this information with career center staff.
  • Develop and deliver training information sessions for job seeker customers that provide information about the options for training funding, eligibility requirements, and career center expectations of individuals that are awarded training funds. This includes Path to Training and Information Sessions for special initiatives.
  • Administer the Test for Adult Basic Education (TABE) and other assessments as identified to be effective in measuring job seeker literacy, numeracy, language, or other skills required for acceptance into training programs.
  • Serve as lead for specialized training initiatives, as needed.
  • Maintain a spreadsheet to track training program enrollments.
  • Perform other duties as assigned.


Requirements:


MINIMUM QUALIFICATIONS:


  • Associate's Degree in a related field required
  • Minimum of one year in a field related to workforce development required
  • Meticulous with focus on detail and accuracy
  • Must possess excellent organizational skills and the ability to prioritize and multi-task
  • Strong oral, written, communication and interpersonal skills
  • Transportation and valid driver's license required

PREFERRED QUALIFICATIONS:


  • Bachelor's Degree in a related field preferred (5 years of experience working in a one-stop career center may be substituted for the education requirement)
  • Knowledge of area training providers and programs and regional employment and workforce trends
  • Ability to work independently
  • Ability to function effectively in a fast-paced environment
  • Demonstrate an understanding of different funding sources, employment and training issues and laws and regulations of the different grant sources
  • Bilingual or Bicultural (Spanish and English)
  • Experience working with and supporting a culturally diverse, population in a Hispanic-Serving Institution


Additional Information:


SALARY: Anticipated salary range is $52,000.00 - $56,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.

Northern Essex Community College, with campuses in Haverhill
