The Department of Community Practice Medicine has an opening for a full-time University Staff (unclassified) Finance and Accounting Program Manager, Payroll Manager position.

Nature of Work:

The Payroll Manager is responsible for managing and coordinating all payroll activities.  Processing payroll, preparing payroll entry, payroll tax reporting and employee payments.  S/he must be able to maintain and manage all records to support payroll functions and transactions including salary changes, deduction changes, tax updates, rate adjustments, filings, and all regulatory and compliance requirements.  This position requires excellent knowledge of organizational payroll policy, government regulations and wage/tax requirements.  The Payroll Manager will partner with all levels of management in implementing and driving strategic programs and initiatives.   The Payroll Manager will maintain, verify, and reconcile payroll records for approximately 450 employees while providing excellent support and customer service related to the day-to-day operations within Community Practice payroll.

Essential Duties:

Job duties and responsibilities include, but are not limited to, the following:

  • Processes payroll for all hourly and salaried Community Practice employees via UKG (Kronos Workforce Management) and Human Capital Management (HCM) service models, reviews payroll paperwork for new and current employees and checks employee information in the payroll system for accuracy
  • Partners with the management, department leads, and other key internal customers to develop accurate payroll reporting and analysis, including the development of payroll audit reports
  • Supports development, comprehensive review, and balancing of payroll including variance analysis and explanations for each payroll cycle
  • Reviews payroll exception reports and escalates issues to leadership
  • Identifies important opportunities and risks related to payroll practices
  • Participates in special projects and provides/assists/leads actionable recommendations for payroll improvements and accounting processes; thoughtfully evaluates new innovations against the organization’s capabilities, and makes recommendations to leadership on those systems and process improvements that prove beneficial to the organization
  • Continuously reviews and enhances internal controls; facilitates internal and external audits
  • Analyzes and tests the accuracy of changes to the payroll system for wages, salaries, deductions, account distributions, personnel, and salary administration data entered by clinics
  • Provides stellar and effective customer service to internal and external customers
  • Maintains current knowledge of overall organizational operations and policies; supports the development and/or recommends new or revised procedures for improving overall efficiencies in the payroll department(s)
  • Ensures that all internal policies and procedures are followed with regard to payroll processes, wage increases, commission/bonus calculation and other types of compensation changes
  • Responsible for handling and protecting highly confidential materials on a regular basis and upholds the strictest confidentiality standards
  • Monitors all payroll related changes (i.e. 401K, Dental, Medical, Tax, etc.) to employee information on the main CU payroll system and ensures payroll tax information is properly set up for each monthly payroll cycle; ensures alignment with overarching CU payroll systems
  • Maintains employee vacation and sick time (KPTO) accruals in both Workforce Now programs ensuring established guidelines are followed
  • Oversees/reviews/inputs any incoming garnishments, tax levies, or support orders for all affected employees; responsible for responding to all agencies and completing the appropriate paperwork thereof
  • Oversees/reviews/inputs incentive payrolls, special payrolls, and pay-related adjustments and updates such as pro-rations, retroactive payrolls, stop payments, off-cycle payments and voids as scheduled and requested
  • Adheres to the strict confidentiality of payroll records, pay rate information and other wage related employee issues
  • Ensures the process and distribution of W2 information to all active and inactive employees is done within the required period of time as governed by law
  • Stays abreast and aware of new laws and regulations regarding payroll and/or tax related issues
  • Monitors and takes corrective action as required regarding state and federal tax accounts
  • Must have working knowledge of Kronos Workforce systems; HCM highly recommended. Maintains payroll/timekeeping systems and audit/reconciliation of results
  • Responsible for review of time entries and following up on needed corrections
  • Assist with researching and resolving employee/manager questions or concerns related to his/her paycheck; refers employees to appropriate personnel as needed (i.e. HR, benefits, compensation, etc.)
  • Establishes priorities for the completion of projects; consults with leadership to ensure priorities are in alignment with organizational goals
  • Collaborates with OIT to oversee maintenance, modifications, and upgrades to the payroll system; serves as a subject matter expert (SME) in matter involving program changes
  • Responsible for maintenance of Kronos system, audits of time and schedules, escalations, of administration problems or errors, oversight of approvals
  • Assists with onboarding and off-boarding processes of payroll employees
  • Assists with development of Kronos training materials and works with operations team to onboard/train new employees with timekeeping system

  • Performs other payroll and managerial duties as assigned

Salary and Benefits:

The salary range (or hiring range) for this position has been established at $57,502 to $77,053.  

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:

  • Bachelor’s degree in Business, Accounting, Finance, Human Resources or equivalent (and proven) work experience in a payroll, finance-related field. 
  • 5+ years administration/functional payroll experience
  • Experience in Kronos Workforce Central or Workforce Dimensions
  • Experience in Oracle HCM
Required: Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

  • Additional payroll or accounting certification/specialization, such as Certified Payroll Professional (CPP) certification.
  • 7-10+ years administration/functional payroll/HRIS experience
  • Medical office / hospital payroll experience
  • Bilingual, Spanish-speaking
  • Strong and broad understanding of wage/labor laws and state/local payroll tax requirements
  • High proficiency in MS Excel Spreadsheets and functionality (V-Lookups, Pivot Tables, etc.)
  • Strong MS Office skills:  Excel, Word, Outlook, Power Point
  • Ability to learn new computer applications
