Educational and Experience Requirement:

Bachelor’s degree in Business Administration, Accounting or related field required. Five years experience in higher education. Additional education may be considered in lieu of experience. Must be a current Sam Houston State University employee in order to be considered for this position.

Nature & Purpose of Position:

Provide executive support to the Chief Financial Officer and Senior Vice President for Operations (CFOSVPO).

Primary Responsibilities:

Responsible for duties such as, but not necessarily limited to the following: Functions as chief of staff for the CFOSVPO. Develops, coordinates, and administers complex internal activity, program, and projects in support of the CFO. Conducts independent research for preparation and dissemination of the information needed to provide and support the activity of the CFO. Exercises judgment in the interpretation of policy and/or the application of procedures, techniques, or practices to assignments and communicates policy interpretation to the CFO and other entities as necessary. Coordinates, compiles and evaluates input data received from a variety of sources relating to the effectiveness of the assigned activity, program, or project. Conducts on-site visits to other offices to review and evaluate activities related to special programs. Serves as liaison with other university executives, departments, students, faculty, staff, and distinguished guests. Provides information pertaining to organizational procedures and policies that may involve research, compilation, evaluation, and distribution. Receives inquiries and responds to questions/requests of a complex or confidential nature, referring any such requests which are controversial or specialized to the appropriate official. Independently develops and writes responses to inquiries of such matters and responds, or refers to the CFO, for response as required. Reviews current materials to remain cognizant of current methods in higher education and initiates improvements based upon continuous review of current methodologies. Conducts cost analysis and prepares statistical data for internal and external agencies such as the Texas State University System Office, State Comptroller. Represents the CFO in contacts with students, alumni, government officials and others. Plans and coordinates the operation of conferences, workshops, and meetings. Assumes responsibility for activities associated with the hosting of official or special guests and visitors. Coordinates calendar and appointment schedules for office meetings, committees, and outside activities; and may represent the CFO at such meetings. Prepares agenda, records meeting activities, and handles action follow-up. Coordinates the review of all policies in the Division of Finance and Operations to ensure all policies are current and represent sound business practices. Coordinates and writes agenda items necessary to be submitted to the agenda of the Board of Regents. Ensures that items submitted to the CFO for signature have been reviewed to meet institutional policy or budgetary compliance. Responsible for preparing complex fiscal data in support of the decision making of the CFO. Reviews, verifies, and recommends to the CFO budgetary issues for the office operation. Assumes responsibility for the design and preparation of reports for distribution within the university or externally. Plans and coordinates the preparation of division publications. Manages incoming mail, composes answers to letters, and routes mail not requiring the CFO attention to appropriate officials. Independently drafts correspondence on administrative and/or fiscal policies and procedures as needed in support of the CFO. Assists the CFO in coordinating and supervising program activities and division services. Directs assignments of a clerical staff to ensure staff are performing efficiently and effectively in support of the CFO office. Responsible for development and maintenance of task calendars to ensure that division meets critical deadlines for submittal of information as by external entities such as TSUS, Board of Regents, State Comptroller, etc. Determines work priorities and evaluates progress and deadlines. Recommends to the CFO policies and procedures, clerical functions, and work-flow relating to assigned duties to ensure effective and efficient operation. Supervises staff to ensure accurate filing of materials so information is readily available to the CFO and others for quick decision making. Manages departmental property inventory and inventory reports. Possess comprehensive knowledge of university structure, policies, rules and procedures in support of the CFO. Assists the CFO in other administrative duties as may be assigned.

Other Specifications:

May perform specialized tasks requiring superior communication skills with internal and external constituents. Routine and important contacts include: university staff and faculty; college/division/department/program administrators; students, alumni, government officials; systems staff; coordinating board staff, state agencies, Regents, and others.
