JOB SUMMARY

The National Institute for Undersea Vehicle Technology (NIUVT) is a partnership between the University of Connecticut (UConn) School of Engineering and the University of Rhode Island (URI) College of Engineering, which aspire to be a partner with the submarine industry, technology industry, and US government. The Institute invites applications and/or nominations for the position of Manager of Operations. The Manager of Operations will report to the co-directors of NIUVT, and will be responsible for compliance, security, operations and business development of the Institute. Other key central duties include industry and academic outreach to promote technology transfer, overall marketing, and implementation of the strategic plan of the Institute. In addition, the Manager of Operations will receive adequate fiscal and personnel resources.

The Institute’s goal is to provide a steady flow of innovative technologies and specially trained personnel that will enable continued U.S. dominance in undersea warfare. The Institute focuses initiatives in three critical areas: applied research and development; accelerated technology transition; and development of the next generation workforce. This is a unique academic, industry and government partnership in an IMEX/ITAR compliant environment. The Institute allows for joint technology roadmap development to insure transition of critical innovative technologies to major acquisition programs. It also helps build the next generation workforce and develops important relationships that foster future success.

The Institute also proposes to meet the high priority needs of the submarine and undersea vehicle communities by accelerating the development and transition of enabling technologies. It should advance and streamline the design and manufacturing of the submarines and undersea vehicles, and help bring new and enabling capabilities to the next generation U.S. undersea fleet. The Institute anticipates the incumbent to be a highly valued member of the undersea enterprise that exceeds customer expectations by providing innovative foundational technologies that can be rapidly transitioned to major acquisition programs. The Institute will also provide specially trained graduates who have the unique capabilities and requirements to sustain U.S. undersea dominance.

DUTIES AND RESPONSIBILITIES

The Manager of Operations is responsible for overseeing secure and productive compliance of NIUVT with Federal Regulations in collaboration with existing staff at both UConn and URI; maintaining effective communication with industry and academic partners on operational aspects of NIUVT; communicate and collaborate with Institute staff at both UConn and URI as well as external partners to maintain and expand NIUVT programs; oversee outreach and marketing activities in collaboration with NIUVT staff and staff at UConn and URI; and provide strong representation of NIUVT. Other key central duties include marketing, industry and academic outreach, business development organizational administration, program development, and implementation of the strategic plan of the organization that aims to establish financial sustainability.

The Manager of Operations should exhibit ability and expertise in:

Federal Compliance – Ensure the secure and productive compliance of the Institute with Federal Regulations regarding IMEX/ITAR. Work closely with service units and officers at both universities and beyond to provide training to faculty and staff, ensure compliance of NIUVT activities, and effectively deal with any issues that arise.

Industry and Academic Outreach – Communicate effectively and persuasively with all levels of partnership within small, medium and large size supply chain companies, corporations, and higher education institutions to promote technology transfer. Attend networking events that will build interest and collaboration to engage and execute research opportunities with faculty, students and staff of the Institute.

Program Development and Administration – Effectively communicate and collaborate with Institute staff and external partners to retrieve appropriate information to help build the Institute programs. Serve as a point of contact and effective communicator of the Institute for Navy, Government, Industry and additional Academic partners. Oversee organization and delivery of: quarterly technical research group meetings; bi-annual project PI meetings; and an annual research review for the Institute.

Outreach and Marketing – Solicit and communicate with academic and industry prospective partners. Oversee media (including the monthly newsletter), social media and email communication for the Institute.

Representation – Effectively represent the Institute to media, university executives/board, potential donors, and partners.

MINIMUM QUALIFICATIONS

  1. BS in engineering or a related physical science discipline
  2. Strong experience with federal compliance and security
  3. Proven business development and management skills
  4. Demonstrated organizational abilities including staff management
  5. Demonstrated strong written and oral communication
  6. Ability to travel between both universities
  7. Ability to travel to meet with industry and government leaders
PREFERRED QUALIFICATIONS

  1. MS in engineering or Master of Business Administration
  2. Experience with naval (or other defense) R&D enterprise
  3. Acumen related to university-based research
  4. Experience having a security clearance
APPOINTMENT TERMS

Salary of the Manager of Operations will be commensurate with experience. Appointment will be a full-time, 12-month, annually renewable appointment. This position will serve all partners (UConn and URI) involved in the Institute and is directly employed by the University of Connecticut.
