Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.:

Successful completion of a four-year undergraduate degree in an environmental discipline or related field from an accredited university.

Knowledge of Environmental Impact Assessment Methodology and relating NEPA documentation in accordance with applicable DoD guidelines (i.e. Categorical Exclusions, Record of Environmental Consideration, Environmental Assessments, Environmental Impact Statements, Environmental Condition of Property Reports and Surveys) .

Knowledge of the NEPA process at DoD Installations and the integration with other environmental laws (CWA, ESA, NHPA, etc.).

Capable of conducting environmental field investigations related to developing NEPA documents.

Experience providing environmental education / outreach related to NEPA and / or environmental projects.

Preferred Qualifications:

Experience in using Microsoft Word, Excel, SharePoint, Adobe Pro, and databases for the development of supporting environmental analysis.

Experience in using GIS software such as ArcGIS.

Ability to gather facts, analyze and compare trends, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.

Ability to communicate effectively in formal briefings and in general public meetings, and to prepare clear and concise written materials appropriate for different audiences.

Candidate must be able to pass a background check to gain access to Army installations, IT systems, and for the issuance of a government issued Common Access Card.

Valid State Driver’s License and US Citizenship are required for Unescorted Access to Fort Leonard Wood. Ability to drive a four-wheel drive vehicle.

Job Description:

The position will support National Environmental Policy Act (NEPA) activities at Fort Leonard Wood, Missouri. Specifically, the assistance objectives include: (1) provide technical assistance and support related to the successful completion of NEPA and Environmental Condition of Property (ECP) documentation for integrated and interdisciplinary environmental planning; (2) support the installation in the proper disclosure technical environmental information to the public; and (3) enhance government environmental planning and decision making during the NEPA process by supporting the collection and analysis of technical environmental information related to scoping, alternative analysis, and direct, indirect, and cumulative environmental impacts.

Job Duties:

Provide technical assistance for environmental analysis, impact assessment, and NEPA documentation development, including but not limited to, laws & regulations, policies & executive orders, training missions, projects, scopes of work, contracts, construction, plans, drawings, specifications, requests for proposal, work order requests, military equipment, experiments, real property transactions, and stationing actions.


Collect data / information necessary to ensure compliance with NEPA and AR 200-1 and provide environmental analysis information to support NEPA and Environmental Baseline Survey templates and documentation, including but not limited to, RECs, EAs, EBSs, ECPs, ROACs, and staffing papers to the standards and specifications provided by the Installation Program Manager/POC.

Conduct environmental field investigations related to collection of data and information required for the development of alternatives and environmental analysis for NEPA documents.

Perform administrative functions, in support of the development of NEPA documentation and environmental impact analysis. This includes commenting on NEPA documents prepared by other Army and DoD agencies and contractors and drafting RECs, EAs, FONSIs, FONPAs, EBSs, ECPs, ROACs for management and Command approval.

The assigned program support staff member shall accomplish the short-term incidental tasks needed to support the NEPA program at Fort Leonard Wood. These tasks shall include but need not be restricted to calls for data or information by Fort Leonard Wood, other state or Federal agencies, and/or members of the public; occasional informal talks or tours; preparation of NEPA support documents and related maps; and preparation of materials suitable for distribution. The program support staff shall coordinate his/her activities to cooperate with other Environmental Program Managers at Fort Leonard Wood.

The program support staff member shall generate, maintain, and publish NEPA-related documentation to the NEPA SharePoint site; maintain the SharePoint to include reference documents, forms, design and other tasks as requested.

Provide environmental education / outreach to Soldiers and the public and provide logistical support for training, as requested.

Provide support in complying with FLW EMS requirements associated with NEPA.

Provide support for the Division outreach and training activities, including, but not limited to, Environmental Compliance Officer course, Earth Day, and the Environmental Quality Control Committee meetings.
